ORDINANCE NO. 7857 AN ORDINANCE APPROVING A PROJECT FOR THE INDUSTRIAL DEVELOPMENT OF THE CITY OF JEFFERSON, COLE COUNTY, MISSOURI, THE PLAN FOR WHICH PROJECT WAS APPROVED BY THE CITY COUNCIL OF SAID CITY ON THE 21st DAY OF NOVEMBER, 1966; CALLING AND PROVIDING FOR THE HOLDING OF A SPECIAL ELECTION WITHIN AND FOR SAID CITY OF JEFFERSON FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF SAID CITY A PROPOSITION TO ISSUE REVENUE BONDS OF SAID CITY IN THE PRINCIPAL AMOUNT OF THREE MILLION DOLLARS ($3, 000, 000) FOR THE PURPOSE OF PROVIDING FUNDS FOR THE INDUSTRIAL DEVELOPMENT OF SAID CITY; AND DIRECTING THE GIVING OF NOTICE OF SAID ELECTION. WHEREAS, the City of Jefferson is a duly incorporated and existing City of the Third Class situated in the County of Cole, State of Missouri; and WHEREAS, the said City of Jefferson, by a vote of four-sevenths (4/7) of the qualified electors voting thereon, is authorized by the provisions of Section 27 of Article VI of the Constitution of the State of Missouri and Section 71. 790 et seq. , Vernon's Annotated Missouri Statutes, to issue its revenue bonds to provide funds for a project for industrial development; and WHEREAS, the amount of indebtedness proposed to be incurred will of exceed any constitutional or statutory limit; and WHEREAS, at a meeting of the City Council of the City of Jefferson held on the 21st day of November, 1966, the said Council did find that it would be to the best interests of and advantageous to said City to adopt and promote a project for industrial development under the aforesaid constitutional and tatutory provisions; and WHEREAS, by a majority vote of the City Council, the City of Jefferson did approve, on said 21st day of November, 1966, a plan for a project or the industrial development of said City, which plan was thereafter duly submitted by said City to the Division of Commerce and Industrial Development r1f the Department of Business and Administration of the State of Missouri; and IWHEREAS, the plan so submitted did include all of the information ,required by the aforesaid constitutional and statutory provisions; and I WHEREAS, on the 2nd day of December 1966, the aforesai Division of Commerce and Industrial Development did approve the aforesaid Ian and project as submitted and on the 2nd day of December 1966, 11'did notify the said City of such approval; and I 1; i l i< t� -2- WHEREAS, the City Council of said City of Jefferson is now uthorized by the aforesaid constitutional and statutory provisions, upon approval f the aforesaid project by ordinance, to proceed to carry out the project according to the plan so approved; and WHEREAS, the City Council of said City of Jefferson does now find d determine that, in carrying out the project according to the plan so approved, it would be advisable to direct the submission of the proposition ereinafter set forth at a special election to be held for that purpose: NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE ITY OF JEFFERSON, COLE COUNTY, MISSOURI, AS FOLLOWS: SECTION 1. That the project for the industrial development of the City of Jefferson, Cole County, Missouri, the plan for which was adopted and approved heretofore on the 21st day of November, 1966, and approved by the Division of Commerce and Industrial Development of the Department of Business and Administration of the State of Missouri on the 2nd day of December , 1966, shall be and the said project is hereby approved. SECTION 2. That a special election be and the same is hereby called and ordered to be held in the City of Jefferson, Cole County, Missouri, on Tuesday, the 10th day of January, 1967, at which there shall be submitted to the qualified electors of said City the proposition as hereinafter in Section 5 of this Ordinance set forth. SECTION 3. That the polls of said election shall be kept open from he hour of six o'clock A. M. until the hour of seven o'clock P. M. on said date; that the polling places at which the aforesaid proposition shall be submitted to he qualified electors of said City shall be the polling places as set forth in the form of Notice of Special Bond Issue Election as contained in Section 4 of this Ordinance; and that the said election shall be conducted and the results thereof canvassed and returned in all respects in accordance with the Laws of the State of Missouri and ordinances of the City of Jefferson. SECTION 4. That the City Clerk be and the said Clerk is hereby iauthorized and directed to prepare and cause to be published in the Post Tribun , a newspaper published and of general circulation in the City of Jefferson, (Missouri, a notice of the submission of the aforesaid proposition at the aforesaid special election in substantially the following form, to-wit: i I t4 Y } -3- NOTICE OF SPECIAL BOND ISSUE ELECTION CITY OF JEFFERSON, COLE COUNTY, MISSOURI NOTICE IS HEREBY GIVEN that a special election will be held in the City of Jefferson, Cole County, Missouri, on Tuesday, the 10th day of January, 1967, for the purpose of submitting to the qualified electors of said City the following proposition, to-wit: PROPOSITION To issue revenue bonds of the City of Jefferson, Cole County, Missouri, in the amount of Three Million Dollars ($3, 000, 000) to be payable solely from the revenues derived from a project for in- dustrial development, and not to be a general ob- ligation of said City of Jefferson, for the purpose of providing funds for such industrial development project under the provisions of Section 27 of Article VI of the Constitution of the State of Missouri and Section 71. 790 et seq. , Vernon's Annotated Missouri Statutes. Company, 308 Mulberry Precinct No. 2 - Capital City Telephone Garage Bldg. , McCarty and Bolivar Precinct No. 3 - St. Joseph's Old Folks Home Precinct No. 4 = West School I Precinct No. 5 - St. Joseph's School, West Main Street • i -4- IN THE FOURTH WARD: Precinct No. 1 - Carpenter's Building, Broadway and Dunklin Precinct No. 2 - South School, 301 Linden Street Precinct No. 3 - Southwest School, St. Mary's Blvd. IN THE FIFTH WARD: Precinct No. 1 - Annex Central School, 315 East Dunklin Precinct No. 2 - Don Awe Dancing School, Elm and Clark Precinct No. 3 - Thorpe Gordon School - 1201 Jackson Precinct No. 4 - Moreau Heights School The polls of said election will be opened at the hour of six o'clock A. M. and will remain open until the hour of seven o'clock P. M. on said date. All persons who are legal voters in said City are entitled to vote at said election. Given under my hand and the corporate seal of the City of Jefferson, Cole County, Missouri, this 19th day of December, 1966. That the City Clerk be and is hereby authorized and directed to have prepared and to furnish the judges of election with the necessary poll books, tally sheets, and other supplies for use at said election; and the ballots to be so supplied shall be in substantially the following form, to-wit: s i fl -5- OFFICIAL BALLOT CITY OF JEFFERSON COLE COUNTY, MISSOURI Special Bond Issue Election Tuesday, the 10th day of January, 1967 Instructions to Voters: To vote in favor of the proposition submitted upon this ballot, place a cross (x) mark in the square opposite the word "YES"; and, to vote against the proposition submitted upon this ballot, place a cross W mark in the square opposite the word "NO.
