'7 Feb AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING A SEWER DIVISION WITHIN THE DEPARTMENT OF PUBLIC WORKS, PROVIDING FOR THE PERSONNEL THEREIN, THE METHOD OF THEIR APPOINTMENT AND EMPLOYMENT, THEIR QUALIFICATIONS AND -DUTIES AND COMPENSATION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Sewer, Division. A sewer division is hereby established within the Department of Public Works. Section 2. Personnel. The person in charge of the Sewer Division within the Department of Public Works shall be known as the Sewer Commissioner. The Sewer Commissioner shall be an Assistant of the Director of Public Works. Additional personnel shall be employed -in the Sewer Division of the Department of Public Works as the need arises. Such personnel shall be hired to operate the sanitary sewer treatment plant and any sanitary sewage waste stablization lagoons utilized by the city, as well as to operate and maintain the entire sanitary sewer system of the city. All personnel, other than the Sewer Commissioner, shall be employed when deemed necessary by the Sewer Commissioner with the approval of the Director of Public Works. Section 3. Appointment. The Sewer Commissioner shall be appointed by the Mayor, upon the recommendation of the Director of Public Works, with the consent and approval of a majority of the elected members of the City Council. Section 4. Qualifications. The Sewer Commissioner shall possess the education or training equivalent to a B.S. degree in Sanitary Engineering with a minimum of five years experience in the operation and maintenai,ce of a sewage treatment plant, pumping stations and sewage collection .systems. The additional required personnel shall have such background and experience as may be deemed necessary by the Sewer Commissioner and Director of Public Works to perform the functions for which they are to be employed. Section S. Duties. The Sewer Commissioner shall supervise the entire operation and maintenance of the sewage treatment plant, waste stablization lagoons, pumping stations, and the entire sanitary sewage system of the city, and he shall prepare formulate and carry out a rehabilitation program of the entire existing sewer collection system. The Sewer Commissioner shall also advise and assist in connection with any other work on the city sewer system as required by the Director of Public Works. The Sewer Commissioner shall be directly responsible to the Director of Public Works. All other personnel of the Sewer Division shall perform such duties as shall be determined by the Sewer Commissioner depending upon the job classification. r , ti Section 6. Compensation. The salary of the Sewer Commission r shall be as prescribed by the Mayor with the advise and consent of a majority of the elected members of the city council; said salary shall be set between the figure of $8,400.00 and $10,200.0 .. per annum. Salaries of other sewer division personnel shall be fixed as the need for their employment arises, and shall be based on job classification and experience. Such salaries shall be fixed by the Mayor with the advise and consent of a majority of the elected members of the city council. Section 7. Effective Date.
