ORDINANCE NO. 22/f
AN ORDINANCE CREATING AND ESTABLISHING A PARKING AND TRAFFIC COMMISSION
FOR THE CITY OF JEFFERSON, MISSOURI, ESTABLISHING MEMBERSHIP THEREOF,
PROVIDING FOR THE APPOINTMENT AND TERMS OF MEMBERS, THE JURISDICTION,
POWERS AND DUTIES THEREOF, THE COOPERATION OF CITY OFFICIALS AND EMPLOYEES,
AND THE ENACTMENT OF LEGISLATION SUPPLEMENTING THE ACTION THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI,
AS FOLLOWS:
Section 1. Parking and Traffic Commission. There is hereby created
a Parking and Traffic Commission.
Section 2. Membership of Commission. The Parking and Traffic
Commission shall consist of seven members as follows:
�a) A member of the City Council.
(b) The Director of Public Works, or his delegate.
(c) The City Street Commissioner.
(d) The Chief of Polices or his delegate.
(e) Three resident freeholders of the city.
Section 3. Appointment of Members. The Mayor shall, with the approval
and consent of a majority of the elected members of the City Council, appoint
the member of the city council and the three citizen members to serve on
the Commission. The Mayor shall designate the Chairman and Vice-Chairman
of the Commission from its three citizen members.
Section 4. Term of Members. Each citizen member shall be appointed
for and serve a period of three years except that of the three citizen
members first appointed hereunder, one shall be appointed for a term of
one year, one shall be appointed for a term of two years and one shall be
appointed for a term of three years respectively. Any vacancy in the
Traffic and Parking Commission shall be filled by appointment and approval
in like manner for the unexpired portion of the term. All members shall
continue to serve until their successors shall have been appointed and
qualified.
Section 5. Meetings of the Commission. The Traffic and Parking
Commission shall hold a regular business meeting at least once each month
at such time and place as shall be established by the rule of the Commission.
The Commission may hold additional business meetings from time to time as
it feels necessary.
General public hearings shall be held at least twice annuall y for
the purpose of hearing all suggestions, complaints and comments from

citizens and officials on matters relating to traffic and parking.
A, majority of the Commission's members shall constitute a quorum
for the transaction of its business.
Section 6. Rules of the Commission. The Commission may establish
such rules and procedures as it believes is reasonably necessary for ex-
peditious transaction of its business and affairs.
Section 7. Jurisdiction of the Commission. The Commission shall
have ,jurisdiction over all matters concerning the planning, coordination,
supervision, control and regulation of all parking and traffic activities
of motor vehicles within this city. All petitions and requests, from
whatever source, concerning parking and traffic activities of motor vehicles
shall be referred to the Commission for its study and consideration. The
Commission shall act upon each petition or request within forty-five days
upon receipt of same; provided that if additional time is necessary to
study and consider the matter, the Commission shall be given an additional
forty-five days upon written request directed to the City Council.
Section g. Powers of the Commission. The powers of the Commission
shall. generally include, but not be limited to, the following:
(A) To consider and recommend the establishment and
regulation of speed zones, one way streets, loading
zones, reserved or restricted parking zones, limited
period parking zones, non parking zones, taxicab
stands, delivery and service vehicles, truck and
bus routes, school zones, school crosswalks, pedestrian
crosswalks, parking meter zones whether on street
or off .street, and stop signs, whether electrical or
non electrical.
(B) To consider and recommend the location, type, timing
and specifications of all traffic control devices,
including but not limited to electrical signals,
signs, markers, pavement and curb painting and parking
meters.

(C) To consider and recommend the establishment of any
motor vehicle traffic or parking regulation which,
in the opinion of the Commission, promotes traffic
safety and/or decreases traffic congestion within
the city.
(D) To call upon and receive the cooperation and assistance
of all departments, officers and employees of the city.
(E) To provide for the attendance of one of its members at
Traffic and Parking forums, seminars or institutes
where special instruction courses in the field of traffic
and parking may be offered.
(F) To recommend the employment of a qualified consultant
either on a per diem basis or a regular retainer when

the need for trained technical assistance on parking
and traffic matters arises.
Section 9. Duties of the Commission. The duties of the Traffic and
Parking Commission shall generally include, but not be limited to, the
following:
(A) To promote the cooperation and coordination of all
governmental agencies in the planning and control of
traffic and parking matters.
(B) To develop and keep current a master plan for traffic
control and parking.
(C) To prepare engineering surveys showing present traffic
and parking conditions within the city and future
needs in these fields.
(D) To review all present city ordinances relating to
traffic control and parking of motor vehicles.
(E) To consider all requests, petitions or suggestions
concerning the regulation of traffic and parking, and
upon.study and consideration of same to make a report
to the City Council of its action thereon.
(F) To recommend desirable regulations concerning the
activities of motor vehicles as mentioned in Section
B (A) above.
(G) To take all necessary and reasonable action to pro-
mote traffic safety and to eradicate traffic con-
gestion.
(H) To submit an annual report to the City Council show-
ing the progress in traffic control and parking
improvements and stating matters of importance to
traffic and parking which should be considered and
accomplished in the coming year.
Section 10. Reports and Recommendations. Each month the Parking
and Traffic Commission shall make a report to the City Council. This report
shall contain the recommendations of the Commission for the establishment
of traffic or parking regulations which, in the opinion of the Commission,
will best promote traffic and/or parking safety, or lessen traffic con-
gestion within the city.
Section 11. Action by the City Council. The City Council, at the
first meeting following receipt of the report and recommendations of the
Commission, shall review and consider same. If the Council finds that
all or any part of the recommendations of the Commission should be approved,
it shall instruct the City Attorney to prepare the necessary ordinances
to make the recommendations effective.
All ordinances passed to implement the recommendations of the Parking
and .Traffic Commission shall remain in force and effect for a minimum

period of ninety days; provided that the City Council may amend or repeal
said ordinances prior to that time if so requested by the Parking and
Traffic Commission.
Section 12. Effective Date. This ordinance shall be in force and
effect from and after its passage and approval.
Section 13. All ordinances or parts of ordinances in conflict with
this ordinance are repealed insofar as they do conflict.
