ORDINANCE N0. 2224—
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI REPEALING ORDINANCE
NUMBER 7904 OF THE CITY DEFINING THE BOUNDARIES OF THE CITY AND ENACTING
A NEW ORDINANCE PERTAINING TO THE SAME .SUBJECT
WHEREAS, the City Council of the City of Jefferson, Missouri did
adopt a resolution on February 20, 1967 to annex an unincorporated area
of land contiguous to a part of the present corporate limits of the city,
said unincorporated area of land being described as follows:
"Beginning at a point on the easterly line of Section
30, Township 44, Range 11, that is 660 feet, more or
less, southerly of the northerly line of said Section
30; thence northerly along the easterly line of Sections
30 and 19 to the northeast corner of fractional Section
19, Township 44, Range 11; thence westerly along the
northerly line of fractional Section 19 and Outlot lines
to a point that is 1557.6 feet east of the Range Line
dividing Ranges 11 and 12; thence South 4 degrees 24
minutes East, 1007 feet to the southeast corner of
Hough Park; thence South 85 degrees 21 minutes West,
1580 feet to the southwest corner of Hough Park on the
Range Line; thence north along the Range Line, 1250
feet, more or less, to the southeast corner of the
northeast quarter of Section 249 Township 44, Range 12;
thence westerly to the southwest corner of the north-
east quarter of Section 24, Township 44, Range 12;
thence southerly along the quarter section line to the
southwest corner of the southeast quarter of Section
24, Township 44, Range 12; thence easterly along the
southerly line of Section 24 and the extension easterly
of said southerly line to a point that is 880 feet
` westerly of the easterly line of Section 30, Township
44, Range 11; .thence southerly and parallel to the
easterly line of .Section 30, Township 44, Range 11, to
the southerly line of the northeast quarter of Section
30, Township 44, Range 11; thence easterly along the
quarter section line of Sections 30 and 29- to the
centerline of the Moreau River; thence northerly along
the centerline of the Moreau River to a point that is
660 feet southerly of the northerly line of Section 29,
Township 44, Range 11; thence westerly and parallel to
the northerly line of Section 29, Township 44, Range
11, to the point of beginning. All of said land lying
} entirely within Cole County, Missouri."
and
WHEREAS, the City of Jefferson, Missouri did cause to be filed in the
Circuit Court of Cole County, Missouri, in Docket Number 23,345, a suit for
a declaratory Judgment authorizing the annexation by the City of the un-
incorporated area of land described above, and

WHEREAS, on the 15th day of Juna, 1967, the Circuit Court of Cole
County, Missouri, did enter its judgment in said suit authorizing the
Aft annexation into the City of the unincorporated area of land described above
upon the consent of a majority of the qualified voters of the City voting
at an election to be held for such purpose in said city, the aforementioned
judgment having heretofore become final, and
WHEREAS, the Mayor and City Council of the City of Jefferson, Missouri,
with the consent of a majority of the legal voters of said city voting at
an election to be held for such purpose in said City, by the passage and
approval of a city ordinance, have power to extend the limits of the City
over territory contiguous thereto, and
WHEREAS, thereafter by Ordinance Number 7947 of the City of Jefferson,
Missouri, passed by the City Council on September 18, 1967 and approved by
the Mayor of said City on September 19, 1967, it was provided that a special
election be held in the City of Jefferson, County of Cole, Missouri, on
Tuesday, the 7th day of November, 1967 to submit to the qualified voters of
the City the following proposition, to-wit:

That ,the present city limitsi' .of the City of Jefferson, Cole County,
Missouri, .shall be: extended to include the following described unincorpor-
ated area of land now contiguous to a part of the present corporate limits
of .the City:
"Beginning at a point on the easterly line of Section
30, .Township 44, Range 11, that is 660 feet, more or
less, southerly of the northerly line of said Section
30; .thence northerly along the easterly line of Sections
30 and 19 to the northeast corner of fractional Section
19, Township 44, Range ll; .thence westerly along the
northerly line of fractional Section 19 and Outlot lines
to a point that is 1557.6 feet east of the Range Line
dividing Ranges 11. and 12;..thence South 4 degrees 24
minutes East, 1007 feet to the southeast corner of
Hough 'ark; thence South 85 degrees 21 minutes West,
1580 feet to the southwest corner of Hough :Park on
the Range Line; thence north along the Range Line, 1250
feet, more or less, to .the southeast corner of the
northeast quarter of Section 24, Township 44, Range 12;
thence westerly to the southwest corner of the north-
east .quarter of Section 24, Township 44, Range 7.2;
-thence southerly along the quarter section line to the
southwest corner of the southeast quarter of Section
24, Townsh# 44, Range 12; thence easterly along the
southerly line of Section 24 and the extension easterly
of said southerly line to a point that is 880 feet

44, Range 11; thence southerly and parallel to the
easterly line of .Section 30, Township 44, Range 119 to

quarter section line of Sections 30 and 29 to the
centerline of the Moreau River; thence northerly along
the centerline of the Moreau River to a point that is
660 feet southerly of the northerly line of Section 29,
Township 44, Range 11; thence westerly and parallel to
the northerly line of Section 29, Township 44, Range
11, to the point of beginning. All of said land lying
entirely within Cole County, Missouri." }f
WHEREAS, at said special municipal election held in the City of
Jefferson, Missouri, on Tuesday, November 7, 1967, said proposition was
submitted to the legal qualified voters of the city, and
WHEREAS, due and legal notice was given, as required by law, for
the holding of said special municipal election on Tuesday, November 7,
1967, for the purpose of submitting said proposition, stating that all
legal and qualified voters of the City of Jefferson, Missouri would be en-
titled and have an opportunity to vote on said proposition, and
WHEREAS, under the provisions of Section 77.020 R.S.Mo. , .the Mayor
and the City Council of the City of Jefferson, Missouri, with the consent
of a majority of the legal voters of such city voting at an election thereof,
have power to extend the limits of the city over territory adjacent thereto,
and
WHEREAS, a special committee of the City Council of the City of
Jefferson, Missouri, after canvassing the votes cast at said election of
November 7, 1967 did report on November 20 a 1967 to the Mayor and City
Council of said City that of the votes cast by the qualified voters of the
City on the proposition hereinabove written that 369 votes were cast for
and 76 votes were cast against said proposition, and
WHEREAS, said proposition received more than a majority of the
votes cast on said proposition at the aforementioned election.
:; .NOW .THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section I. Ordinance Number 7904 of the City of .Jefferson, Missouri,
defining and declaring the boundaries of the city be, and .the same is
hereby .repealed.
Section 2. That the limits and boundaries of the City of Jefferson,
Missouri, are extended, defined and declared to be as follows in the County
of Cole, State of Missouri, to-wit:

"Beginning on the northerly extension of the north and
south quarter section line of Section 16, Township 44,
Range 11, in the center of the Missouri River; thence
south along said northerly extension of said quarter
section line and the quarter section line of Section 16,
Township 44, Range 11, to a point that is 300 feet south
of the southerly right-of-way line of Highway X150
Business Route (formerly, U. S. Highways 150 and 463);
thence in a westerly direction 300 feet from and parallel
to the southerly right-of-way line of said highway to
. .the east line of the northwest quarter of the southwest
quarter of Section 16, Township 44, Range 11; thence
south to the southeast corner of the northwest quarter
of the northwest quarter of Fractional Section 21, Town-
ship 44, Range 11; thence east to the northeast corner
of the southeast quarter of the northwest quarter of
Fractional Section 21, 'Township 44, Range 11; thence
south to the southeast corner of the southeast quarter
of the northwest quarter, Fractional Section 21, Town-
ship 44, Range 11; thence west to the southwest corner
of the southwest quarter of the northwest quarter of
Fractional Section 21, Toamship 44, Range 11; thence
south 660 feet, more or less, along the section line
to the south line of Outlot 112 and. the north line of
Fractional Section 20, Township 44, Range 11; thence
west along the north line of Fractional Section 20 to
the east line of the northwest quarter of the southwest
quarter of Fractional Section 20, Township 44, Range 11;
thencc. sou.th to the northeast corner of the northwest
quarter of the northwest quarter of Section 29, Township
44,. Range 11; thence continuing south along the east
a line of .the.northwest quarter of the northwest quarter
of said section, 660 feet; thence .west parallel to the
north line of said .Section 29 to the center of the
Moreau River; thence southerly along the center of .the
Moreau River to the quarter section line in Section 29,
Township 44, Range 11; thence westerly along the quarter
section line .of Section 29 and 30 to a point that is
880 feet westerly of the easterly line of Section 30;
thence northerly 880 feet westerly of and parallel to
the easterly line of Section 30 to a point on the
easterly extension of the southerly line of Section 24,
Township 44, Range 12, in Section. 30, Township 44,
Range 11; thence westerly along the said easterly
extension of the southerly line of Section 24, Township
44, Range 12, and the southerly line of Section 24,
Township 44, Range 12, to the southwest corner of the
southeast quarter of Section 24, Township 44, Range
12;. thence northerly along the quarter section line of
Section 24, Township 44, Range 12, to the point of
intersection with the southerly right-of-way line of
Ellis Boulevard at Station 1&W, per plat of record
in.Flat Book 6, Pages 50, 510 52 and 53, Cole County
Recorder's.Office; thence westerly along the southerly
right-of-way line of said Ellis Boulevard, to Station
15+46, per said plat; thence southerly 350 feet from
and parallel to the .westerly line of a tract of land
deeded to the Holiday Inns Corp. as per deeds of record
in Book 165, Page 305 and, Book 148, Page 620, to the
south line of the north half .of the northwest quarter
of Section 24, Township 44, Range 12; thence west
along said quarter quarter section line, 69.06 feet;
thence south 39 degrees and 7 minutes west, 688.95
feet; thence north 50 degrees and 53 minutes west,
300 feet to the westerly line of a tract of land con-
veyed to F. Joe DeLong and Elmer Goldammer, partners,
as per deed of record in Book 174, Page 73, Cole County

the point of intersection with the west line of the
southeast quarter of Section 130 Township 44, Range

Section 3. This ordinance shall take effect as of the lst day of
January, 1968, from and after its passage and approval.
