HomeMy Public PortalAbout04_7B_Camellia FestivalPARKS AND RECREATION DEPARTMENT MEMORANDUM DATE: February 2, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Adam Matsumoto, Director of Parks and Recreation SUBJECT: REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR CITY SUPPORT AND AUTHORIZATION FOR USE OF FACILITIES FOR THE 2021 CAMELLIA FESTIVAL RECOMMENDATION: City Council support for the 2021 Camellia Festival is requested as follows: 1.Authorize use of City owned park, Temple City Park, as identified in the attached letter from the Camellia Festival to the City Manager (Attachment “A”); 2.Authorize use of Golden West Avenue as identified in the attached letter from the Camellia Festival to the City Manager; 3. Authorize use of City’s Social Media accounts to advertise Camellia Festival activities; and 4. Authorize Camellia Festival banners and flags in Temple City Park, pursuant to Section 3-5D-10 of the TCMC. BACKGROUND: 1.In 1944, the first Camellia Festival (Festival), sponsored by the Women’s Club of Temple City, was held. 2.In 1960, the Festival became a joint venture of the City of Temple City and the Temple City Chamber of Commerce. Festival activities were planned and coordinated by the Temple City Camellia Festival (TCCF) Executive Board (Board), a volunteer organization. Operating expenses for the Festival are funded by the Festival’s revenue and the funds are kept separate from the City. 3.In 1990, the City became the sole sponsor of the Festival and continues to sponsor AGENDA ITEM 7.B. City Council February 2, 2021 Page 2 of 3 Festival events annually. As the sponsor of the Festival, the City provides insurance, staff support, and facilities for Festival events. 4. On October 20, 2015, the City Council approved a Master Agreement with the TCCF formalizing the relationship between the City and the TCCF clearly defining the responsibilities and obligations of each party. 5. On October 20, 2020 the City Council approved the First Amendment between the TCCF and City extending the Master Agreement an additional three (3) years. 6. Festival Director, Dawn Tarin submitted a request for City support for the 2021 Camellia Festival to the City Manager dated January 25, 2021. ANALYSIS: The 2021 Camellia Festival will be significantly modified from previous years due to the current COVID pandemic conditions. The event will transition to an all-virtual offering that includes the Coronation on February 13, 2021 and the Camellia Festival Float Contest and Parade on February 27, 2021. The Camellia Festival is seeking City assistance with utilizing Temple City Park and Golden West for the filming of the parade, hanging of flags and banners at Temple City Park and support from the City’s social media platform. All activities will follow the most current L.A. County Health Order and comply with all health and safety protocols. Similar to previous years, staff recommends the City purchase special event insurance for the 2021 Camellia Festival which adds another layer of protection for the City. The coverage provides liability insurance when the City’s premises are used for special events such as the filming of the parade. All events must be approved and rated by the insurance carrier. There is no deductible, and the member is added as an additional insured, if entered on the certificate. Liability limits are purchased in $1,000,000 per occurrence increments. The City Council is requested to review and approve the requests from the Temple City Camellia Festival as identified in the letter to the City Manager dated on January 25, 2021. CITY STRATEGIC GOALS: Approval of the various requests from the TCCF will further the City's Strategic Goal of Quality of Life. City Council February 2, 2021 Page 3 of 3 FISCAL IMPACT : The City Council as part of the Fiscal Year (FY) 2020-21 City Budget has appropriated funds for this event, the majority of which is staff costs in support of the parade. Funds are available for the special event insurance in account # 01-940-57-4630 R21-07. It is not anticipated that the request from the Festival Board will have an additional impact on the FY 2020-21 City Budget. ATTACHMENT: A. Correspondence from Temple City Camellia Festival ATTACHMENT A City Council Invitation to Participate in Virtual Parade Traditionally, the Mayor is invited to participate in the Camellia Parade each year. For this unique experience, we will be inviting all of the members of the City Council to participate, if they so choose. A formal invitation, with specific information will be provided to the Mayor and Councilmembers directly. Royal Court The 2021 Royal Court will has been reduced in size to 6 First Graders, instead of our customary 10. The Royal Court Play Day Contest took place on January 16th on Zoom and the members of the Royal Court were announced on Facebook January 23rd. The Coronation will be held virtually on Saturday, February 13th at 7:00 pm. The Camellia Festival requests that the City use its virtual platform to host/promote this exciting event. Float Contest Borrowing an idea from the Tournament of Roses, the Camellia Festival Committee is promoting a virtual miniature Float Contest with video submission. We are encouraging that the youth of the household take the lead in constructing the floats, which will be limited to submissions from a single household in order to comply with Health Department Guidelines. Every float will receive either a medal or Trophy and Cash prize. The categories are as follows: SWEEPSTAKES $100 BEST USE OF CAMELLIAS - $75 BEST USE OF LEGOS $50 BEST USE OF MULTIMEDIA - $50 ANIMATION $50 THEME AWARD - $50 PEOPLE'S CHOICE $50 The Camellia Festival requests that the City use is virtual platforms to host/promote this unique contest, which will be premiered Parade morning at 9:00 am. "Everyday Hero" Photos In the week leading up to the Festival Parade, the Camellia Festival will be uploading photos submitted by the youth of our community to celebrate their "Everyday Hero." Banner Display Temple City Park will serve as a "backdrop" for the virtual parade, and it remains a focal point for our community. We therefore request that the park banners be on display for two weeks, which would include the time period of filming through the virtual parade day as follows: • Authorization to hand Camellia Festival flags from Performing Arts Pavilion flag poles from Tuesday, February 16, 2021 until Tuesday, February 30, 2021. • Authorization to hang Camellia Festival banners on light poles in Temple City Park from Tuesday, February 16, 2021 until Tuesday, February 30, 2021. SOCIAL MEDIA We request authorization for City staff to assist in publicizing the 2021 Camellia Festival on the City's website and social media profiles. We look forward to working with City Manager Bryan Cook, Parks & Recreation Director Adam Matsumoto, and Public Safety Supervisor Bryan Ariizumi, as well as other Staff Members, to ensure that State, County and City Orders related to COVID-19 be followed, with the safety of our community made a priority.
