HomeMy Public PortalAbout05_7D_COVID Clinic_Staff ReportMANAGEMENT SERVICES DEPARTMENT MEMORANDUM D ATE: February 16, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Bryan Ariizumi, Public Safety Supervisor Adam Matsumoto, Parks and Recreation Director SUBJECT: APPROVE A FACILITY USE AGREEMENT WITH THE HERALD CHRISTIAN HEALTH CENTER TO OPERATE A CORONAVIRUS (COVID-19) VACCINATION CLINIC AT LIVE OAK PARK RECOMMENDATION: The City Council is requested to: 1.Approve the Facility Use Agreement (Attachment “A”) with the Herald Christian Health Center to operate a COVID-19 Vaccination Clinic at Live Oak Park; and 2.Authorize the City Manager to execute the Agreement. BACKGROUND: 1.On January 13, 2021, the Herald Christian Health Center (HCHC) contacted the City about partnering to host a COVID-19 vaccination clinic. 2.On January 19, 2021, staff virtually met with HCHC to discuss their request. 3.On January 22, 2021, staff developed a draft Incident Action Plan (IAP) and Site Plan (Attachment “B”) for the operation of the clinic. 4.On January 27, 2021, staff met with HCHC at Live Oak Park to conduct a site visit and facility assessment. The draft IAP and Site Plan were presented to HCHC. 5.On February 1, 2021, the County of Los Angeles Department of Public Health (LACoDPH) notified cities that LACoDPH will stop activities related to Medical Point of Dispensing (MPOD) planning with city partners. Instead, they are encouraging cities interested in offering vaccination sites to explore partnerships with clinics, hospitals, federally qualified health centers (FQHCs) or other healthcare partners. AGENDA ITEM 7.D. City Council February 16, 2021 Page 2 of 3 ANALYSIS : In light of the current COVID-19 Pandemic, several health agencies, organizations, hospitals, and pharmacies are operating MPODs or vaccination clinics to administer the COVID-19 vaccine to persons eligible to receive the vaccine. HCHC recognized that communities in the San Gabriel Valley were having difficulty accessing the vaccine because they are underserved or having issues due to language barriers. In doing our part to combat the Pandemic and keeping the SGV and our community safe, Temple City is partnering with HCHC to open a vaccination clinic. HCHC, a non-profit FQHC, will provide the vaccine and clinical staff to support vaccination operations, including registration and vaccination administration. In addition to providing the venue, the City will also provide logistical support, using staff and CERT volunteers to fill non-clinical positions. Staff and CERT volunteers will be assigned to work in the following positions or groups: • Traffic Control/Parking Management • Staff and CERT Volunteer Check-In/Check-Out • Line Control • Facility Support/Maintenance • Supply Coordination • Food Coordination Security for the clinic will be provided by the Los Angeles County Sheriff’s Department. Tentatively, the Clinic is scheduled to open early March and will operate weekly on Wednesday, Thursday and Friday from 9:00 a.m. – 4:00 p.m., for approximately two to three months. This schedule provides regular use of Live Oak Park over the weekend by community members and youth sports organizations. Live Oak Park will stay open during the Clinic operating hours with modifications. The walking path will remain open with a modified path to avoid the Clinic. The four east side tennis courts (closest to Gracewood Avenue) will remain open and the three west side tennis courts (closest to the Community Center) will be closed. Additionally, the playground and exercise equipment will be closed during Clinic operating hours. CITY STRATEGIC GOALS: Approving the Facility Use Agreement with HCHC will further the City Council’s Strategic Goals of Public Health and Safety and Quality of Life. City Council February 16, 2021 Page 3 of 3 FISCAL IMPACT : Approving the Facility Use Agreement will not have an impact on the Fiscal Year (FY) 2020-21 City Budget. Funds allocated in the FY 2020-21 City Budget will be sufficient to cover operational costs and staff salaries. Eligible costs incurred by performing the HCHC – City of Temple City Vaccination Clinic may potentially be recovered by the City from federal, state or local government funds, or other permissible sources of recovery. (c)GOOD CONDITION. At the conclusion of each Engagement, HCHC will return the Facility in the same condition it was prior to commencement of Engagement, except for normal wear and tear and as otherwise agreed by the Parties. The Parties shall cooperate with each other to address repair of damages to the Facility caused by the HCHC during engagements with no fault of City. HCHC will not make alterations to the Facility, unless otherwise authorized by City. (d)ADMINISTRATION OF AGREEMENT. Each Party shall administer this Agreement and its performance through the representatives identified in Exhibit B (Administration of Agreement). (e)COMPENSATION. There is no cost to HCHC for its use of the Facility during the term of this Agreement or during the set up or shutting down of the Facility. SECTION 2. TERM AND TERMINATION (a)TERM.
