HomeMy Public PortalAbout08-26-21 councilAUGUST 26, 2021 The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, August 26, 2021, remotely, via telephone call -in. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Ajmar Johal Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. Noted absent were Councilmembers Dennis DiMascio and Randy NOTED ABSENT Krum. The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Bellino. OF ALLEGIANCE Mayor Reiman asked Municipal Clerk Pogorzelski if Councilmembers MAYOR REIMAN DiMascio and Krum said they were not attending and she replied that only Councilmember Krum said he would not be attending; all others said yes. The 2021 Annual Notice was mailed to The Home News Tribune, The STATEMENT" OF Star Ledger and posted on the bulletin board and the doors of the MEETING NOTICE Memorial Municipal Building on January 6, 2021. Notice was published in The Home News Tribune and The Star Ledger on January 11, 2021. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Bellino and Naples and APPROVAL OF unanimous affirmative vote of the four (4) Councilmembers present, MINUTES the minutes of August 12, 2021 were approved as transcribed and engrossed by the Clerk. AUGUST 26, 2021 (continued) The Municipal Clerk stated that Ordinance #21 -14 was introduced and ORDINANCE #21 -14 adopted on First Reading on July 22, 2021. It was duly published in CAPITAL, the Star Ledger on July 27, 2021, with notice that it will be considered EQUIPMENT for final passage after Public Hearing to be held on August 26, 2021 at ORDINANCE approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. HEARING CLOSED There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present. Mayor Reiman said this with regard to police cars. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #21 -14 "AN ORDINANCE OF THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, STATE OF NEW JERSEY, APPROVING AND AUTHORIZING THE ENTERING INTO, EXECUTION AND DELIVERY OF A LEASE AND AGREEMENT WITH THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY RELATING TO THE ISSUANCE OF COUNTY - GUARANTEED CAPITAL EQUIPMEMENT AND IMPROVEMENT REVENUE BONDS, SERIES 2021 OF THE MIDDLESEX COUNTY IMPROVEMENT AUTHORITY" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, Johal Naples voted in the affirmative. Councilmembers DiMascio and Krum were noted absent. APPROVED AND ADOPTED: AUGUST 26, 2021 INTRODUCED: _JULY 22, 2021 Advertised as Adopted on First Reading with notice of Public Hearing: JULY 27, 2021 Hearing Held: AUGUST 26, 2021 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: SEPTEMBER 1, 2021 The Municipal Clerk stated that Ordinance #21 -15 was introduced and adopted on First Reading on August 12, 2021. It was duly published in the Home News Tribune on August 17, 2021, with notice that it will be considered for final passage after Public Hearing to be held on August 26, 2021 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present. Councilmembers DiMascio and Krum were noted absent. 3 AUGUST 26, 2021 (continued) ORDINANCE #21 -15 CIVIL SERVICE POLICE HIRING REGULATIONS PUBLIC HEARING HEARING CLOSED ADOPTED AUGUST 26, 2021 (continued) APPROVED AND ADOPTED: AUGUST 26, 2021 INTRODUCED: AUGUST 12, 2021_ Advertised as Adopted on First Reading with notice of Public Hearing: AUGUST 17, 2021 Hearing Held: AUGUST 26 2021 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: AUGUST 31, 2021 ORDINANCE #21 -16 The Municipal Clerk stated that Ordinance #21 -16 was introduced and FULLY FUNDED adopted on First Reading on August 12, 2021. It was duly published RE: CAPITAL in the Home News Tribune on August 17, 2021, with notice that it will IMPROVEMENTS be considered for final passage after Public Hearing to be held on August 26, 2021 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and unanimous PUBLIC HEARING affirmative vote of the four (4) Councilmembers present, Mayor Reiman declared the Public Hearing to be open. There being no comments or objections to the Ordinance, Mayor HEARING CLOSED Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the four (4) Councilmembers present. Mayor Reiman said this is with regard to $2.5 from the capital fund for various capital improvements. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #21 -16 "A FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $2,500,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE COST THEREFOR" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, Johal Naples voted in the affirmative. Councilmembers DiMascio and Krum were noted absent. APPROVED AND ADOPTED: AUGUST 26. 2021 INTRODUCED: AUGUST 12, 2021 Advertised as Adopted on First Reading with notice of Public Hearing: AUGUST 17, 2021 Hearing Held: AUGUST 26, 2021 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: AUGUST 31, 2021 A copy of each Resolution was posted on the Borough's website for public review prior to the meeting in accordance with the Rules of Council. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was opened for public input on all Resolutions /Agenda items and new business. There being no comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was closed. PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Bellino all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, Johal and Naples voted in the affirmative. Councilmembers DiMascio and Krum were noted absent.
