CALL TO ORDER Mayor Yu called the City Council Regular Meeting to order at 7:32 p.m. telephonically. 2.ROLL CALL PRESENT:Councilmember – Chavez, Man, Vizcarra, Sternquist, Yu ABSENT:Councilmember - None ALSO PRESENT:City Manager Cook, City Attorney Murphy, City Clerk Kuo, Administrative Assistant to the City Manager/City Council Flores, Administrative Services Director Paragas, Community Development Director Reimers, Parks and Recreation Director Matsumoto, and Public Safety Supervisor Ariizumi 3. INVOCATION – Pastor Darrel Kelty, Community of Christ, 9468 Broadway, Temple City, provided the invocation. 4. PLEDGE OF ALLEGIANCE – Mayor Yu lead the pledge of allegiance. 5.CEREMONIAL MATTERS – PRESENTATIONS – None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA – None 7.CONSENT CALEND AR Councilmember Chavez made a motion to approve the consent calendar items. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember – Man, Sternquist, Vizcarra, Yu, Chavez NOES: Councilmember – None ABSENT: Councilmember – None ABSTAINED: Councilmember – None A.APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the Regular City Council Meeting of March 2, 2021. AGENDA ITEM 7.A. City Council Minutes March 16, 2021 Page 2 of 7 Action: Approved. B. PLANNING COMMISSION ACTION The City Council is requested to receive and file actions of the Planning Commission Meeting of February 23, 2021. Action: Received and filed. C. ADOPTION OF RESOLUTION NO. 21-5519 CONFIRMING MAYOR’S APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS The City Council is requested to review the list of City Council committees and delegate assignments representing the City of Temple City at meetings of other governmental agencies or community organizations and to consider proposed Resolution No. 21-5519 making appointments to said agencies sand organizations. Action: Adopted Resolution No. 21-5519 confirming the appointments. D. ADOPTION OF RESOLUTION NO. 21-5510 WITH CONDITIONS OF APPROVAL FORMALIZING THE CITY COUNCIL’S APPROVAL FOR A CONDITIONAL USE PERMIT TO MODIFY A CHANGEABLE COPY SIGN AT 5637 SANTA ANITA AVENUE The City Council is requested to adopt a resolution with conditions of approval formalizing the conditional use permit to modify a changeable copy sign. Action: Adopted Resolution No. 21-5510 approving a conditional use permit for a changeable copy sign subject to the attached conditions of approval. E. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 82700, A THREE- UNIT SUBDIVISION AT 9040 RANCHO REAL ROAD Approval of the final map will allow the developer to obtain the building permits and start the construction of a three new dwellings. Action: 1. Reviewed and approved the final subdivision map for Parcel Map No. 82700; and 2. Authorized the City Clerk to certify Parcel Map No. 82700. MID-CENTURY GENERAL PLAN ANNUAL PROGRESS REPORT FOR 2020 The City Council is requested to receive and approve the annual report on the progress of implementing the General Plan. Action: 1. Received the 2020 General Plan Annual Progress Report; 2. Approved the report; and 3. Directed staff to file the report with the Office of Planning and Research and the Department of Housing and Community Development. G. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Received and filed. H. ADOPTION OF RESOLUTION NO. 21-5518 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2020-21 The City Council is requested to adopt Resolution No. 21-5518 authorizing the payment of bills. Action: Adopted Resolution No. 21-5518. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINE SS – None 10. NEW BUSINESS A. OVERVIEW OF TEMPORARY EMERGENCY ACTION RELATED TO CONTINUITY OF CITY SERVICES AND PERSONNEL AND REQUEST FOR DIRECTION Before expiration date of March 31, 2021, the City Manager is seeking direction from the Council regarding those members of staff who fall into the category of receiving paid administrative leave. City Manager Cook gave a summary of the staff report. Mayor Yu opened public comment. Hearing no request to speak, Mayor Yu closed public comment. Councilmember Man made a motion approving paid administrative leave for the period April 1, 2021 to May 31, 2021 for all employees except for Senior Recreation Leaders and Recreation Leaders (who will be paid for time worked City Council Minutes March 16, 2021 Page 4 of 7 only). Seconded by Mayor Pro Tem Sternquist and approved by the following votes: AYES: Councilmember – Chavez, Man, Vizcarra, Sternquist, Yu NOES: Councilmember – None ABSENT: Councilmember – None ABSTAINED: Councilmember – None B. FIREWORKS SALES PERMITS The City Council is requested to provide staff direction regarding the sales and use of “safe and sane” fireworks. City Manager Cook gave a brief introduction regarding the sale and use of “safe and sane” fireworks. City Council asked questions and made comments regarding the sales and use of safe and sane fireworks. Mayor Yu opened public comments. Hearing no request to speak, Mayor Yu closed public comments. Councilmember Chavez made a motion approving issuing paper permit for sales of fireworks with option for City to impose conditions and make adjustments pertaining to the operation of firework stands in case of emergencies and to bring back recommendations regarding enforcement of illegal use of fireworks for Council’s consideration. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember – Chavez, Man, Vizcarra, Sternquist, Yu NOES: Councilmember – None ABSENT: Councilmember – None ABSTAINED: Councilmember – None C. CITY HOMELESS PLAN ADOPTION The City Council is requested to consider adoption of the proposed Homeless Plan developed to understand local trends in homelessness and related concerns from stakeholders; formalize existing strategies, identify new efforts to further leverage local and regional resources, prepare for future funding opportunities; and develop a roadmap to guide the City’s homelessness response strategies and investments. Management Analyst Chan gave an introduction of the proposed City Based Homeless Plan. Jaclyn Grant, consultant with Focus Strategies, gave a presentation and summary of the proposed homeless plan. City Council Minutes March 16, 2021 Page 5 of 7 City Council asked questions and made comments regarding the proposed City Based Homeless Plan. Mayor Yu opened public comment. Jim White, Temple City resident, made comments regarding homelessness and the homeless plan. Pastor Darrel Kelty made comments regarding the proposed City Based Homeless Plan. Hearing no further request to speak, Mayor Yu closed public comment. City Council made final comments. Councilmember Chavez made a motion to adopt the City Based Homeless Plan and establish a standing committee to explore ways to implement the plan. Seconded by Mayor Pro Tem Sternquist and approved by the following votes: AYES: Councilmember – Chavez, Man, Vizcarra, Sternquist, Yu NOES: Councilmember – None ABSENT: Councilmember – None ABSTAINED: Councilmember – None Mayor Yu appointed Councilmember Vizcarra and Mayor Pro Tem Sternquist to the City Based Homeless Plan Standing Committee. 11. UPDATE FROM CITY MANAGER – commented on the stimulus package which may provide some financial reimbursement to the City, thanked Herald Christian Health Center for providing COVID vaccination for the community and neighboring cities and Council for their support of this event. City Manager Cook also thanked the public for their patience with city services during the pandemic. 12. UPDATE FROM CITY ATTORNEY – commented on pending housing legislations (i.e., Senate Bill (SB) 6, require local legislations to allow development of multifamily housing in commercial zone, SB 617 , allow jurisdictions to pay to allocate RHNA to other jurisdictions) and legislation regarding affordable housing. 13. COUNCIL REPORTS REG ARDING AD HOC OR ST ANDING COMMITTEE MEETINGS Mayor Yu established the City Commissioner Recruitment Ad Hoc Committee and appointed Councilmember Man and Councilmember Vizcarra to the committee. COUNCILMEMBER CHAVEZ – wished Matt Byer a speedy recovery. B. COUNCILMEMBER MAN – extend his appreciation to Herald Christian Health Center for working with staff to provide COVID vaccination clinic and commented on the hard working school district staff and the teachers. C. COUNCILMEMBER VIZCARRA – commented on the COVID vaccination clinic and expressed his appreciation to Herald Christina Health Center. D. MAYOR PRO TEM STERNQUIST – expressed appreciation to the City’s tree crew for doing a great job trimming the trees in the City. Mayor Pro Tem Sternquist also commented on the reopening of the school sites and requested staff to assist with the parking around the schools. E. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA – City Clerk Kuo read an email public comment from John Pomeroy requesting City Council to consider adoption of a Safe Storage ordinance for firearms. City Clerk Kuo read an email public comment from Thomas Leung regarding hate crime and violence targeting Asian Americans across the country. 16.
