HomeMy Public PortalAbout11_9A_TC Library Art EnhancementMANAGEMENT SERVICES DEPARTMENT MEMORANDUM D ATE: April 20, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager SUBJECT: TEMPLE CITY LIBRARY ART PROJECT RECOMMENDATION: The City Council is requested to provide direction on the following options: 1.Appropriate $34,000 from the City Public Art Fund for the Library Art Project; 2.Authorize that any additional donations or payments from the County of Los Angeles or other entities for this Library Art Project be reimbursed to the City Public Art Fund; and 3. Authorize the City Manager to execute agreements with subcontractors for fabrication work, printing, lighting, and installation with the following vendors; Graphic Spider, Klus Lighting, Grahic Two, R and R Electric, Gander and White, and Louise Griffin to fabricate artwork, lighting, and installation with a total project cost not to exceed $132,000. BACKGROUND: 1.In September 2017, the City Council authorized fundraising efforts to develop a unique art element for the Temple City library's renovation. 2.From October 2017 to May 2019, the City received $118,025 for the Library Art Project. 3.On July 2, 2018, City contracted with Louise Griffin, an artist and art consultant, to perform tasks related to the artistic interior enhancement of the Temple City Library renovation and expansion project. City Council April 20, 2021 Page 2 of 2 ANALYSIS : The City and County Public Library worked together to find an artist that worked on previous County projects and Louise Griffin was selected and mutually agreed upon to develop the Library Art Project. Mrs. Griffin created a storybook colleague of color and translucent acrylic panels with original artwork and illustrations created by acclaimed author Sharee Miller. The art presentation spans over almost the entire library's length and has key identifiable points and illustrations with different sections of the library. The costs for original illustrations, payments for concept development, structural and electrical engineering plans was $20,850. The fabrication of 170 acrylic pieces, the entryway threshold piece, screen printing, installation, project management, and an 8% contingency is $131,100. The total cost of the art enhancement is $151,950, of which fundraising is covering $118,025 leaving a balance of $33,925. The City has been in conversation with the County of Los Angeles (County) to see if the funding for the library renovation project could cover some of the cost for the art enhancement. At this time, as the project is nearing completion, the fabrication and installation of the acrylic pieces, electrical, and structural work needs to be initiated soon. While the City wait to hear back from the County, the project could move ahead with the City covering the remaining balance using the Public Art Fund, allowing the City Manager to make deposits for the fabrication of the pieces and secure the technical assistance of art installers. CITY STRATEGIC GOALS: City Council’s approval of staff’s recommendation would further promote the City Strategic Goals of Quality of Life. FISCAL IMPACT : This item does not have an impact on the Fiscal Year (FY) 2020-2021 City General Fund Budget. The Public Art Fund (Fund 51) is a dedicated source of funding that can be used exclusively for public art projects and currently has an unallocated fund balance of $119,420. There is sufficient fund balance to provide the library art project's financing and Primrose Park's art component, which has not yet been identified. ATTACHMENTS: A. Systemic of project B.
