E llia PRESIDENT OF THIe, COUNCIL MAYOR �` 6109 1 STREET IMTROVEMENT ORDINANCE AN ORDINANCE PROVIDING FOR THE IMPROVEMENT OF THE ROADWAY OF CLARK41 AVENUE IN THE BLOCK FROM TIIE CENTER OF THE INTERSECTION OF CLARKE AVENUE AND ELM STREET TO TIIE CENTER OF THE INTERSECTION OF CLARKE AVENUE AND A POINT 254 FEET SOUTH OF THE SOUTH LINE OF ELM STREET (( IN THE CITY OF JEFFERSON, MISSOURI, BY PAVING WITH PENETRATION BITUMINICUS MACADAM BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, AS FOLLOWS:!, ISECTION 1. Whereas, it was heretofore found and declared by the City Council, by its resolution, passed and approved on June 8th i 1955 necessary to pave with penetration bituminious macadam the roadway of Clarke Avenue in the block from the center of the intersection of Clarke Avenue and Elm Street to the center of the intersection of Clarke Avenue and a point 254' feet south of the south line of Elam Street and it appearing to the City Council that said resolution has been duly published according to the law for more than seven (7) consecutive insertions, in the Post-Tribune, a daily newspaper, printed and published in the City of Jefferson, Missouri$ and a Majority of the resident owners of property along, said section of Clarke Avenue liable for the costs of said improve- ment, and who own a majority of the front feet on said Clarke Avenge intended to be improved, have not filed with the City Clerk a protest against said contemplated improvement. +I SECTION 2. That the said road of Clarke Avenue from the intersect n of Clarke Avenue and Elm Street to the intersection of Clarke Alen e and a point 254 feet south of the south line of Elm street in accordance with the plans and specifications submitted by the City Engineer and filed in the office of the City Clerk, and that the total cost of, the work aforesaid shall be charged and levied as a special assessment against the real estate abutting and fronting �I on said contemplated improvement, and special tax bills shall be lissued therefor, as provided in the City Charter, and in Sections ' , 1 764, 7 659 766, and 767 of Chapter 13, of the Revised Ordinances 1 of the CA.ty of Jefferson, Missouri, 19419 and of the Revised Statutes of the State of- Missouri, 1949, and amendments thereto SECTION 3 . The City Engineer is hereby instructed to advertise for, bids for this improvement. SECTION 4. This Ordinance shall take effect and be in force from and after its. passage and approval. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, II MISSOURI, AS FOLLOWS: j �I � ii 175 ANN 1 �� SECTION 1. Ordinance Number 43390 as amended by Ordinance Number 5314 of the City of Jefferson Missouri, regulating the construction maintenance and installation of signs, be and the i same is herety repealed. r i SECTION 2. PERMITS. Any person firm or corporation within this T` city shall _rs obtain a perm1t from the Electrical Inspector and pay a fee as hereinafter prescribed before erecting the following kind of signs: (a) All electrical signs erected on the exterior of I outer side of any building. (b) All electrical signs erected within the interior or inside of any building if said sign operates on or uses 440 volts or more (c) All non-electrical signs which exceed 32 square feet and weigh more than 25 pounds which are erected on the exterior or outer side of any building or structure. SECTION 3 . FEES. The City of Jefferson, Missouri, shall receive the T` owing fees for premits: (a) Electrical signs, each . . . . . . . . . . x$1.00 (b) Neon or Flourescent Outline or Border signs, for each transformer required . x$1.00 (c) Non-electrical signs . . . . . . . . . . . x$1.00 . SECTION 4. OUTSIDE SIGNS. Outside signs shall be subject to the following requirements: (a) Hereafter no sign may be erected for the first time on the outside of any building unless said sign is attached to the buildin in such a manner so as not to extend over one (15 foot from the front or face of the building. (b) Outside signs heretofore erected in such a manner as to extend for a distance in excess of one (1) foot from the building to which the sign is attached: (1) shall be hung at least dine (9) feet abovs the sidewalk. (2) shall be set back at least eighteen (18) inches from the curbline, except that ro- jecting signs hung at least twelve (12� feet above the sidewalk may extend within six (6) inches of the curbline. (3 ) They shall be securely fastened to the building, strongly supported and guyed with galvanized cables unless some other type of fastening or support shall be specifically approved by the electrical inspector. (4) Non-electrical signs shall not exceed thirty (30) inches in height or seventy two 172) inches in length. (c) Outside signs heretofore erected in such a manner as to extend for a distance in excess of one (1) foot from the building to which the sign, is now attached may be interchanged with a similar sign relating only to articles, services or products offered within the building to which the sign is attached subject to compliance with the two.
