HomeMy Public PortalAbout12_10A_Overnight ParkingMANAGEMENT SERVICES DEPARTMENT MEMORANDUM D ATE: April 20, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Bryan Ariizumi, Public Safety Supervisor SUBJECT: CONSIDERATION TO RECOMMENCE ENFORCEMENT OF OVERNIGHT PARKING RESTRICTIONS RECOMMENDATION: The City Council is requested to consider recommencement of overnight parking enforcement and provide direction to staff. BACKGROUND: 1.On March 13, 2020, the City Council adopted Resolution No. 20-5457, proclaiming the existence of a local emergency regarding COVID-19. 2.On March 17, 2020, City Manager Cook, under his authority as the Emergency Services Director, suspended enforcement of street sweeping and overnight parking restrictions. 3.On July 7, 2020, the City Council continued the suspension of overnight parking enforcement and directed staff to commence enforcement of street sweeping parking restrictions, with a 45-day warning period. 4.On July 13, 2020, staff began issuing warning notices to vehicles parked on street sweeping routes. 5.On September 1, 2020, staff began issuing parking citations to vehicles parked in violation of street sweeping parking restrictions. 6.On April 6, 2021, the City Council directed staff to add this item to the April 20, 2021 City Council Meeting Agenda. AGENDA ITEM 10.A. City Council April 20, 2021 Page 2 of 2 ANALYSIS : In March 2020, the COVID-19 Pandemic affected everyone’s lives in a significant way. To provide residents with some relief from the impacts of COVID-19, the City suspended the enforcement of street sweeping and overnight parking restrictions. This action allowed residents to park their vehicles on city streets, without fear of being cited for street sweeping or overnight parking violations. As Safer at Home restrictions were relaxed, residents began returning to school and work. The City Council directed staff to recommence enforcement of street sweeping restrictions but wanted to continue the suspension of overnight parking enforcement. Staff had planned to present this item at the January 19, 2021 City Council meeting. However, the State, including Los Angeles County, was experiencing a third surge in COVID-19 cases. With the number of confirmed COVID-19 cases, hospitalizations and deaths rapidly increasing, the State’s Regional Stay at Home Order for the Southern California Region (Purple Tier) and the County’s Revised Temporary Targeted Safer at Home Health Officer Order for Control of COVID-19: Tier 1 Substantial Surge Updated Response Orders remained in effect and additional restrictions and limitations were implemented. Today, the State and County Health Orders remain in effect, however, as of April 5, 2021, the County entered Tier 3 (Orange Tier) of California’s Blueprint for a Safer Economy. This move has allowed several sectors throughout the State and County to open up for business with modified operations. Accordingly, residents have begun to return to work and school. Staff recommends that overnight parking enforcement resume on Wednesday, July 7, 2021, with a 75-day warning period, beginning on Wednesday, April 21, 2021. During the warning period, staff will issue warning notices to vehicles parked on the street. Residents may also submit their applications for annual overnight parking permits during the warning period. CITY STRATEGIC GOALS: Recommencing overnight parking enforcement will further the City’s Strategic Goals of Good Governance and Public Health and Safety. FISCAL IMPAC T: This item does not have an impact on the Fiscal Year (FY) 2020-21 City Budget. ATTACHMENT: None.
