HomeMy Public PortalAbout13_10B_City Commission RecruitmentMANAGEMENT SERVICES DEPARTMENT MEMORANDUM D ATE: April 20, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Peggy Kuo, City Clerk SUBJECT: DISCUSSION REGARDING CITY COMMISSION RECRUITMENT RECOMMENDATION: The City Council is requested to provide direction on the following options: 1.Open recruitment for the nine city commissioners seats with terms expiring on June 30, 2021; or 2.Reappoint incumbent city commissioners with terms expiring on June 30, 2021 for another two year term; or 3.Provide staff with further direction as Council deems appropriate. BACKGROUND: 1.On March 16, 2021, City Council established the City Commissioner Recruitment Ad Hoc Committee and appointed Councilmember Man and Councilmember Vizcarra to the Ad Hoc Committee. 2.In March, 2021, staff reached out and confirmed with current Commissioners with term expiring on June 30, 2021 their interest to serve another two year term. This information was shared with the Ad Hoc Committee. 3.On April 6, 2021, the City Commissioner Recruitment Ad Hoc Committee reported out to City Council their recommendation to reappoint incumbent city commissioners with term expiring on June 30, 2021 for another two year term (i.e., Planning Commission: John Cordes, Beverly Guan, Jeffrey Lee; Parks and Recreation Commission: Lance Baroldi, Cynthia Vance, Joanne Rosso; and Transportation and Public Safety: Joel Catalan, Michael Stoll, Jeffrey Xu). 4.On April 6, 2021, City Council directed staff to add City Commissioner Recruitment AGENDA ITEM 10.B. City Council April 20, 2021 Page 2 of 2 to upcoming Council meeting for further discussion. ANALYSIS : In March, City Council established a City Commissioner Recruitment Ad Hoc Committee (Ad Hoc Committee) to make recommendations regarding appointment to fill nine commissioner seats with term ending on June 30, 2021. As with past practices, staff provided the Ad Hoc Committee with information regarding incumbent commissioners’ interest to reapply for another term and their meeting attendance records. In April, the Ad Hoc Committee recommended to City Council to reappoint the incumbent commissioners for another two year term. City Council wanted to further discuss the recruitment so this item was added to the agenda. City Council is requested to have a discussion and provide directions to staff as Council deem appropriate. CITY STRATEGIC GOALS: City Council’s direction regarding commissioners’ appointment promotes the City Strategic Goal of Good Governance. FISCAL IMPACT This item does not have an impact on the Fiscal Year (FY) 2020-2021 City Budget. ATTACHMENT None
