SUBJECT: PLANNING COMMISSION ACTIONS - MEETING OF MARCH 23, 2021
RECOMMENDATION:
The City Council is requested to receive and file the Planning Commission (Commission)
actions from their meeting of March 23, 2021.
BACKGROUND:
On March 23, 2021, the Commission held their regularly scheduled meeting.
ANALYSIS:
The following is a summary of actions taken at the March 23, 2021 meeting:
1.ROLL CALL:
Present: Commissioner - Guan, Lee, Cordes, Haddad
Absent: Commissioner - None
Excused: Commissioner - O’Leary
2.CONSENT CALENDAR
The Commission approved the minutes from their regular meeting of February 23,
2021 as amended.

3. DISCUSSION ITEMS:
A. PL 20-2328: 5937 PRIMROSE AVE
DESCRIPTION: A request for approval of a tentative parcel map (TPM 83171)
and a site plan review for a proposed condominium project consisting of one
existing dwelling unit and two new dwelling units. The property is in the R-3
Zone designated for high-density residential developments.
ACTION: The Commission voted 4-0 to approve file PL 20-2328, and adopted
the resolution recommending that the City Council find the project categorially
exempt from CEQA, and adopt the proposed ordinance with the modification
made by staff.
B. PL 21-2797: CITYWIDE
DESCRIPTION: An Amendment to the Crossroads (CSP) and an Amendment
to the Zoning Code. The recommended changes would:
Adopt minimum tenant sizes in the MU-C District of the CSP;
Set standards for future land subdivisions in the MU-C District of the
CSP;
Require new construction in the in the MU-C District of the CSP to
include housing or mixed-use;
Add policies encouraging diverse high quality tenants in the CSP;
Require a conditional use permit (CUP ) for all new public food markets
in the City; and Set performance standards for new grocery stores in
the City
ACTION: The Commission voted 4-0 to approve file PL 20-2328, and adopt
attachment one recommending that the City Council find the project
categorially exempt from CEQA and adopt the proposed ordinance and
approve the proposed amendments to the Crossroad Specific plan (CSP) with
the modification that table one be revised, and staff considers means of
providing some flexibility including the use of a conditional use permit. The
Commission also expressed an interest in having electric vehicle charging
stations included in parking lot improvement projects.
ACTION: The Commission voted 4-0 to approve file PL 20-2328, and adopt
attachment two recommending that the City Council find the project
categorially exempt from CEQA and adopt the proposed amendments to the
Zoning Code pertaining to Grocery Stores Performance Standards.

the Zoning Code pertaining to Public Food Markets with the modification that
staff consider the appropriate parking standards.

7. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR
Community Development Director Reimers gave an update in regards to a virtual
Housing Element Community meeting that was held in February. He stated that
there were about 15 members of the public and will bring notes taken to the next
meeting. The Housing Element will be brought to the commission again in June.

The Commission meeting was adjourned at 9:23 p.m.

Reviewing the Commission actions of March 23, 2021, furthers the City’s Strategic Goals
of Citizen Education and Communication.

This item does not have an impact on the Fiscal Year 2020-21 City Budget.
