Section 3 . Anyone violating any of the terms of the preceding

5906, 5996, and 6019 which prohibited theopprator of a motor
vehicle from permittinfl)the same to be parked for a period of
time in excess of one hour within designated areas on some
{ specifically named streets, and provided a penalty for the
violatbn thereof, and enacting an ordinance prohibiting the
operator of a motor vehicle from permitting the same to be parked
for a period of ttUm in excess of one (1) hour, between the
