that the linear feet of each J_ot fronting or bordering on the
street, avenue, alloy and public place- so to be spr':inlclecl, oiled
repaired, surfaced and resurfaced bears to the total. number of
the linear feet of all the property chargable with tie special
tax aforesaid in t ie territory embraced by the contract under which I
said sprinkling, ailing, repairing, surfacing and resurfacing is to
be done ; provided, however, that said tax shall not be assessed
against more than three hundred and fifty (350) feet of any one
tract of land. The above work may be done by the City of Jefferson
and an accurate account of the cost thereof kept by the said city
for may be contracted for annually by the city council and under
I such terms as shall be provided by ordinance, and the city shall
be divided into convenient sprinkling, oiling, repairing, surfacing
and resurfacing districts for the above purpose, and each district
shall be let separately. The special tax spoken of shall be and
become a lien on the property charged therewith from and after the
� commencing of such sprinkling, oiling, repairing, surfacing and
i resurfacing of such streets, avenues, alleys or public places
under the provisions of an ordinance providing therefor, and shall
be prima facie evidence of the liability of the property charged
to the extent and amount therein specified, and may be collected
III of and from the owner of the land in the name of and by the city
or the contractor as any other claim in any court of competent
I� jurisdiction, with interest at the rate of eight per cent per
annum, and they shall be issued and collected in the manner pro-
vided by ordinance ; provided that in no case shall the provisions
of this section apply where the cost of any such improvement shall
exceed sixty cebs per front foot per annum upon the property
abutting upon any street, avenue, alley or public place.
Section 2. All ordinances or parts of ordinances in conflict
with this ordinance are hereby repealed.

An Ordinance Repealing Section 2iof Ordinance 2736 of this City
(also being Section 35'7 of the Revised Ordinances of the City of
Jefferson of 1941) which related to the qualifications of the
city councilmen and their tenure of office, and enacting an
ordinance pertaining to the same subject.

I' BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
. MISSOURI, AS FOLLOWS:
Section 1. Section 2 of Ordinance 2736 of this City (also
being Section 357 of the Revised Ordinances of the City of
Jefferson of 1941) which related to the qualifications of the
city councilmen and their tenure of office, be and the same is
hereby repealed.
Section 2. qualifications of councilmen and their tenure of
office . No person shall be elgible to the office of councilman
f who is not twenty one years of age, a citizen of the United
States, a qualified voter and inhabitant of the City of Jefferson
for one year next preceding his election, and a resident .of the
ward from which he is elected six months next preceding his
!, election; nor shall any person be elected a councilman who is in
arrears for any unpaid city taxes, or guilty of forfeiture or
defalcation in office. Members of the council shall hold their
office for two years ensuing their election.
