SUBJECT: PLANNING COMMISSION ACTIONS - MEETING OF MAY 11, 2021
RECOMMENDATION:
The City Council is requested to receive and file the Planning Commission (Commission)
actions from their meeting of May 11, 2021.
BACKGROUND:
On May 11, 2021, the Commission held their regularly scheduled meeting.
ANALYSIS:
The following is a summary of actions taken at the May 11, 2021 meeting:
1. ROLL CALL:
Present: Commissioner - Guan, Lee, O’Leary, Cordes, Haddad
Absent: Commissioner - None
Excused: Commissioner - None
2. CONSENT CALENDAR
The Commission approved the minutes from their regular meeting of April 27, 2021.

3. DISCUSSION ITEMS:
A. PL 20-2728: 9036 ACASO DRIVE
DESCRIPTION: A request for a minor site plan review and zone variance for
an addition to an existing single-family dwelling. The application requires the
following zone variances: 1) allow a side yard setback of 3 feet, 6 inches and
4 feet, instead of the required 5 feet, and 2) allow an addition to a single-family
house without providing the required off -street parking.
ACTION: The Commission voted 5-0 to approve file PL 20-2728, and adopted
the resolution finding that the project is exempt from CEQA, subject to the
proposed recommended conditions of approval.
B. PL 19-2088: 4910 & 4916 ENCINITA AVENUE
DESCRIPTION: A request for a tentative tract map and a major site plan review
to construct six detached condominium units.
ACTION: The Commission voted 5-0 to approve file PL 19-2088, and adopted
the resolution finding that the project is exempt from CEQA, subject to the
proposed recommended conditions of approval.
C. PL 21-2760: 9514 LAS TUNAS DRIVE
DESCRIPTION: A request for a conditional use permit to establish a day spa in
the Downtown Core (DC) commercial district that will offer facials, eyelash
extensions, nails, and permanent makeup. The applicant is also requesting to
teach permanent makeup classes, once a month, to a maximum of six students.
ACTION: The Commission voted 5-0 to approve file PL 21-2760, and adopted
the resolution finding that the project is exempt from C EQA, subject to the
proposed recommended conditions of approval.

7. UPDATE FROM THE COMMUNITY DEVELOPMENT DIRECTOR
Community Development Director Reimers stated that City Hall has been opened
by appointment, and that yard sales are now allowed. Next meeting has been
scheduled for June 8, 2021

The Commission meeting was adjourned at 8:42 p.m.
