Repeal Clause. Ordinance Number 3383 of the City of Jefferson, Missouri, also appearing as Section 1046 in the Revised Ordinances of the City of Jefferson, Missouri, 1941, relating to City Hall janitors, be and the same is hereby repealed. Section 2. City Hall Janitor. There is hereby created the position of City Hall Janitor. Section 3 . Appointment. The City Hall janitor shall be i I' appointed for a term of two years on or before the first regular council meeting in the year 1955 and every two years thereafter. He shall be appointed by the Board of Trustees of Bragg Hall. He shall serve for a term of two years or until his successor is appointed and shall have qualified. Section 4. , Duties. Said janitro of the city hall shall keep the city hall in a clean and sanitary condition, and shall be watchful for any state of disrepair. He shall make all ordinary repairs of a non-technical nature. Section 5. Effective date. This ordinance shall be in force and effect from and after its passage and approval. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, as follows: Section 1. Ordinance Number 2717 Article V Section 1 to 7 inclusive, also being known as Sections 869 to 875 of the Revised Ordinances of the City of Jefferson of 1941, pertaining to births and deaths, be and the same are hereby repealed. Sections 80 9 and 10 of Article III of Ordinance Number 2738 and Ordinances numbered 3313, 4470, 5469 and 5515 of the City of Jefferson, relating to the construction of curbs and sidewalks, and applications and permits to construct the same, be and are hereby repealed. i. Section 2. Curb cuts. Hereafter it shall be unlawful for any person, firm or corporation to cut any curbing within this l city without first having secured from the city engineer a permit to do so. Section 3 . Application for permit. Any person, firm or corporation desiring to cut the curb alongside or in front of premises owned or occupied by them shall. apply to the city engineer for a permit to do so, and the application shall be in writing and shall set forth the location and dimensions of the proposed curb cut with his agreement to perform the work, if a permit is issued, under the supervision of the city engineer. Section 4. Form of application; permit to be in writing. Such application shall be on a form to be provided by the City Engineer, and permits shall be issued in writing to the applicant. Section 5. Permit denied; appeal. If any person is aggrieved by the action of the city engineer in refusing to issue the permit, he shall have the right to appeal to the City Council whose decisio shall be final. Section 6. Driveways. It shall be unlawful to construct, alter, remove, demolish or commence the construction, alteration, removal or demolition of a driveway across the curb or public sidewalk without first filing with the city engineer an application in writing for the issuance of a permit. Section 7. Form of application; permit to be in writing. Such application shall be on a form to be provided by the city engineer, and permits shall be issued in writing to the applicant:. Section 8. Permit denied; appeal. If any person is aggrieved by the action of the city engineer in refusing to issue the permit he shall have the right to appeal to the city council whose decision shall be final. Section 9. Standards of work. All construction work on such driveways and curbs shall be done in conformity to proper standards ) and workmanship. Section 10. Business locations. No driveway for business purposes shall exceed thirty feet at the outer or street edge of the widewalk. Section 11. Residence locations. No driveway entrance to a residence shall exceed twelve feet at the outer or street edge of the sidewalk. Section 12. Curb cuts near crosswalks. No curbing shall be cut within four feet of any crosswalk. Section 13. Adjoining driveways. Where two or more driveways adjoin or are in close proximity to each other, a safety island of not less than ten feet at the outer edge of the sidewalk shall be provided. Section 14. Driveways not to extend into street. No driveway apron shall extend out into the street further than the face of the curb nor into the gutter area. Section 15. Existing driveways to conform. Any existing driveway violating any of the above provisions shall be altered to conform thereto when so directed by the order of the city council.
