AUTHORIZING SUBMISSION AND EXECUTION OP
A GRANT PROGRAM FUNDING APPLICATION
FOR THE PASSENGER FERRY
WHEREAS, the Mayor and Council desires to submit a Passenger Ferry Grant Program
Funding Application FY2021 Competitive Funding Opportunity Passenger Ferry Grant
Program; and
WHEREAS, the Mayor and Council have requested that Middlesex County Board of
Commissioners submit an FTA- 2021 - 006 -TPM -Ferry application on its behalf.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the appropriate Borough Officials are hereby authorized
to submit and execute a Passenger Ferry Grant Program
Funding Application FY2021 Competitive Funding
Opportunity Passenger Ferry Grant Program.
2. That the Borough authorizes execution of a Memorandum of
Understanding with Middlesex County Board of
Commissioners.
3. That the Borough authorizes details of the design.
4. That the Borough authorizes execution of a cost share
agreement whereby the Borough will cover any required FTA
local match through the Borough or the Borough CAPA
Capital Trust Account.
5. That the Borough authorizes bid, acquisition & construction.

Authorize Submission Of Grant Application For The FTA Passenger Ferry Grant
Program In The Approximate Amount Of $7,500,000.00 On Behalf Of The Borough Of
Carteret
WHEREAS, the Borough of Carteret proposes to establish a new passenger ferry service
between the Borough and New York City to support, supplement and expand daily commuter
transit service;
WHEREAS, the Borough's proposed passenger ferry service will provide diverse
opportunities to promote regionalized transit ridership and also provide redundant
transportation services during an emergency or catastrophic event to the Tri -State area; and
WHEREAS, the Borough plans to use the ferry service with new or used vessels
purchased by the Borough to help reduce and stabilize fares in order to encourage ridership
and promote community and ferry service patron diversity; and
WHEREAS, the U.S. Department of Transportation, Federal Transit Administration (FTA)
has announced the availability of grant funding through the FTA Passenger Ferry Grant
Program (FTA- 2021 - 006 -TPM) for projects that support passenger ferry systems in
urbanized areas; and
WHEREAS, the Borough of Carteret qualifies as an eligible recipient of the grant funding in
the approximate amount of $7.5 Million; and
WHEREAS, the Borough of Carteret requests that the County of Middlesex submit the grant
application for the FTA Passenger Ferry Grant Program (FTA- 2021 - 006 -TPM), on its behalf,
as the proposed passenger ferry service will deliver a regionalized benefit to the residents
of the County of Middlesex by providing transportation facilities to those traveling to and
from New York City; and
WHEREAS, the Borough will be responsible for the cost share associated with any local
match required by the FTA or similar agencies; and
WHEREAS, the County and Borough wish to enter into a Memorandum of Understanding
setting forth the duties and responsibilities as to ownership of the Ferry Boat and related
services; and
WHEREAS, the County of Middlesex deems the submission of this Grant Application on
behalf of the Borough of Carteret to be in the best interest of the residents of Middlesex
County; and

NOW, THEREFORE, BE IT RESOLVED, by the Middlesex County Board of County
Commissioners do hereby authorize the submission of the grant application for the FTA
Passenger Ferry Grant Program (FTA- 2021 - 006 -TPM) on behalf of the Borough of
Carteret; and
BE IT FURTHER RESOLVED, that the Commissioner Director shall be hereby authorized
to execute any and all documentation in furtherance of this Resolution;
BE IT FURTHER RESOLVED that the Clerk of the Board shall forward a certified copy of
this Resolution to the Borough of Carteret.
