HomeMy Public PortalAbout07) 7D_Final Map 74527 - 10558 Olive St_Staff Report COMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM DATE: June 15, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager Via: Scott Reimers, Community Development Director By: Adam Gulick, Associate Planner SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 74527, A FLAG SUBDIVISION AT 10558 OLIVE STREET RECOMMENDATION: The City Council is requested to: 1. Review and approve the final subdivision map for Parcel Map No. 74527 (Attachment “A”); and 2. Authorize the City Clerk to certify Parcel Map No. 74527. BACKGROUND: 1. On December 12, 2017, the applicant submitted an application for a major site plan review and tentative parcel map to subdivide the property into two parcels and improve the property with the front lot consisting of a new single-family house. Architectural plans were not submitted for the rear lot and any future development of that lot needs to comply with the development standards in place at the time when the application is submitted. 2. On May 28, 2019, the Planning Commission reviewed and approved the major site plan review and tentative parcel map. The approval was granted an initial life of two years with an expiration date set as May 28, 2021. However, Assembly Bill 1561 automatically extended the tentative map approval for an addition 18 months, so the new expiration date for the tentative parcel map is November 28, 2022. 3. On January 14, 2020, the applicant submitted an application for the final map. The final map was subsequently forwarded to the City Engineer for review and approval. City Council June 15, 2021 Page 2 of 2 4. On May 4, 2020, Los Angeles County Fire Department issued approval for the final map. 5. On August 12, 2020, the City Engineer issued approval for the final map. 6. On April 19, 2021, demolition of the existing structures on the site was finalized. ANALYSIS : The tentative map is prepared for a flag lot subdivision. The project was approved based on the finding that the proposed subdivision was in compliance with the designation of the General Plan and the development standards of the Zoning Code. Architectural plans were not approved for the rear lot, so any future plans submitted for this lot will be subject to development standards in place when the planning application is submitted. After the approval of the tentative map, the applicant submitted the final map and obtained permits to demolish the existing structures on the property. The City Engineer has certified the final map, approving its mathematical accuracy as well as its compliance with the state Subdivision Map Act. The applicant has also received the required clearance from L.A. County Fire Department. The applicant has now satisfied all of the conditions required for the final map; therefore, staff recommends that the City Council approve the final map. Approving the final map will allow the developer to subdivide the property and obtain the building permits to start construction of the single- family house on the front lot. CITY STRATEGIC GOALS: Approval of Final Parcel Map No. 74527 will further the City’s Strategic Goal of Economic Development. FISCAL IMPACT: Approval of this item will not have an impact on the City’s budget for Fiscal Year 2020-21. ATTACHMENT: A. Parcel Map No. 74527 2 PARCELS 21,601 SQ. FT.
