SUBJECT: ADOPTION OF RESOLUTION NO. 21-5537 TO APPROVE THE ROAD
REPAIR AND ACCOUNTABILITY ACT (SB 1) PROJECT LIST FOR
FISCAL YEAR 2021-22
RECOMMENDATION:
The City Council is requested to:
1.Approve Resolution 21-5537 (Attachment “A”) to approve the resurfacing of various
streets citywide as Temple City’s designated project for Road Maintenance and
Rehabilitation Account (RMRA) funds for Fiscal Year (FY) 2021-22 pursuant to Senate
Bill 1, the Road Repair and Accountability Act of 2017 (SB 1);
2.Direct the City Manager to include the corresponding Capital Improvement Projects
(CIPs) in the FY 2021-22 City Budget including RMRA funds and the required General
Fund maintenance of effort match; and
3.Authorize the City Manager to submit the required documents and information to the
California Transportation Commission (CTC) for the City to receive RMRA funds.
BACKGROUND:
1.On April 28, 2017, the Governor signed SB 1. SB 1 created the RMRA, the purpose
of which is to provide funding to address basic road maintenance, rehabilitation, and
safety needs on both state highways and local streets. To generate this funding, SB
1 mandates adjustments and increases in fuel taxes, diesel fuel taxes, and vehicle
registration fees, and provides for adjustments in future years to adjust for inflation.
SB 1 includes funding for maintenance and rehabilitation of local streets from the
RMRA through the Local Streets and Roads Program
2.On March 21, 2018, the CTC adopted the Annual Reporting Guidelines for the Local
Streets and Roads Program (Guidelines). To be eligible to receive RMRA funds each

fiscal year, the Guidelines require that cities submit to the CTC a list of projects that
will utilize RMRA funds for the following fiscal year, typically, no later than May 1st of
each year. However, due to the outbreak and response to the COVID-19 pandemic,
the deadline for FY 2021-22 was extended to July 1st.
ANALYSIS:
On November 1, 2017, the State Controller began depositing portions of the new revenue
from fuel taxes and vehicle registration fees into the RMRA as prescribed by SB 1. A
percentage of this funding is apportioned by statutory formula to cities and counties for
road maintenance, rehabilitation, and safety projects on local streets.
The City of Temple City’s allocation for FY 2021-22 is estimated to be $694,452. These
funds are in addition to the fuel tax and vehicle license fee revenues that the City already
receives from the Highway Users Tax Account (HUTA).
SB 1 emphasizes the importance of accountability and transparency in how RMRA funds
are spent. As such, cities are required to provide annual reports to the CTC regarding the
projects on which the funds are spent. Prior to receiving RMRA funds each year, cities
must submit to the CTC a City Council resolution approving a list of all projects proposed
to be funded with RMRA funds. The resolution must include a description and location of
each project, the project schedule, and the estimated useful life of the improvements.
Cities must also submit annual documentation regarding all completed or in-progress
projects using RMRA funds.
SB1 also includes a maintenance of effort requirement. To be eligible for RMRA funds,
cities must demonstrate a sustained maintenance of effort by spending General Fund
money on street maintenance and rehabilitation. The maintenance of effort funding
amount is determined by the State Controller and based on General Fund expenditures
for street maintenance in FYs 2009-10, 2010-11, and 2011-12. Temple City is required to
allocate $105,143 annually for maintenance of effort. It is important to note that while
other transportation funds including Measure R, Measure M, and HUTA may be used for
street maintenance and rehabilitation, such funds may not be used for the maintenance
of effort requirement; only the General Fund may be used. The State Controller will audit
cities to ensure compliance with this requirement.
The streets named in the RMRA project list in the attached resolution for resurfacing were
selected based upon data from the Pavement Management Plan update. Approving the
project list now is for the purposes of meeting the CTC guidelines; however, the City
Council has the discretion to revise the list later before a project is bid.

CITY STRATEGIC GOALS:
Using RMRA funds to resurface various streets will further promote the City Strategic
Goals of Public Health and Safety, Quality of Life, and Sustainable Infrastructure.
FISCAL IMPACT:
The proposed FY 2021-22 City Budget will include CIPs reflective of the project list in the
attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMPLE CITY, CALIFORNIA, APPROVING A LIST OF
PROJECTS FOR FISCAL YEAR 2021-22 FUNDED BY SB
1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF
2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the
Governor in April 2017 to address the significant multi-modal transportation funding
shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will
ensure the residents of our City are aware of the projects proposed for funding in our
community and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of projects proposed to receive
fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA),
created by SB 1, which must include a description and the location of each proposed
project, a proposed schedule for the project’s completion, and the estimated useful life of
the improvement; and
WHEREAS, the City, will receive an estimated $694,452 in RMRA funding in Fiscal
Year 2021-22 from SB 1; and
WHEREAS, SB 1 funding will enable the City to continue essential road
maintenance and rehabilitation projects, safety improvements, and increasing access and
mobility options for the traveling public that would not have otherwise been possible
without SB 1; and
WHEREAS, the City has undergone a robust public process to ensure public input
into our community’s transportation priorities/the project list; and
WHEREAS, the City used a Pavement Management System (StreetSaver) to
develop the SB 1 project list to ensure revenues are being used on the most high-priority
and cost-effective projects that also meet the communities priorities for transportation
investment; and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate the
following streets listed below throughout the City this year; and
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs
Assessment found that the City’s streets and roads are in an “at-risk” condition and this
revenue will help us increase the overall quality of our road system and over the next

decade will bring our streets and roads into a better condition; and
WHEREAS, the SB 1 project list and overall investment in our local streets and
roads infrastructure with a focus on basic maintenance and safety, investing in complete
streets infrastructure, and using cutting-edge technology, materials and practices, will
have significant positive co-benefits statewide.
NOW, THEREFORE, the City Council of the City of Temple City does hereby
resolve, find, determine, and order as follows:
SECTION 1. The foregoing recitals are true and correct.
SECTION 2. The following list of proposed projects will be funded in-part or solely with
Fiscal Year 2021-22 Road Maintenance and Rehabilitation Account revenues:
