HomeMy Public PortalAbout12) 8A_Master Fee and Fine Schedule_Staff Report - Fees FY2122ADMINISTRATIVE SERVICES DEPARTMENT MEMORANDUM DATE: June 15, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager Susan Paragas, Administrative Services Director SUBJECT: PUBLIC HEARING – ADOPTION OF RESOLUTION NO. 21-5535 APPROVING THE MASTER FEES AND FINES SCHEDULE FOR FISCAL YEAR 2021-2022 RECOMMENDATION: The City Council is requested to: 1.Receive presentation from staff; 2.Open the public hearing and receive public comment; 3.Close the public hearing; 4.Adopt Resolution No. 21-5535 approving the Master Fees and Fines Schedule for Fiscal Year 2021-2022. BACKGROUND: 1. On June 2, 2021, City Council received a presentation from staff regarding the proposed Master Fees and Fines Schedule for (FY) 2021-22 and provided feedback. 2.On June 3, 2021, Notice of the Public Hearing for the Master Fee and Fines Schedule for FY 2021-2022 was published in the Temple City Tribune. ANALYSIS: The City has established a Master Fees and Fines Schedule (Schedule) of charges for City services, which is revised as needed and adopted annually. The Schedule proposes the following changes for Fiscal Year 2021-2022: Increase the following fees using the CPI-U factor of 2.6% at March 2021 (from the Bureau of Labor Statistics): AGENDA ITEM 8.A. City Council June 15, 2021 Page 2 of 2 o B-1: Address assignment or change request (Building Services and Development Fees) o All Business License and Permit Fees o All Community Preservation Fees o All Parking Permit Fees o All Planning service fees, except for: Appeals (PL-1 and PL-2) CEQA Declarations (PL-5 and PL-6) o All Public Works and Engineering Fees except for Final Map Review (PW-8) Increase the following fees, not using the CPI-U factor: o Animal Control Annual Dog License Fees (altered), Seniors-from $7.50 to $8.00 Delinquent Dog License Fee (altered), Seniors-from $7.50 to $8.00 Attachment A provides a list of all proposed fee changes. It is recommended that the City Council approve one of the following alternatives: a)Modify fees to the recommended amounts as proposed in Attachment “A” and maintaining the fees not listed; or b)Modify fees with Council recommendations; or c) Take no action on fees at this time. CITY STRATEGIC GOAL: Approval of the Master Fee and Fine Schedule furthers the City Strategic Goal of Good Governance. FISCAL IMPACT: It is estimated that the proposed fees will generate an additional $25,000 to $30,000 annually in addition to the FY 2021-2022 General Fund estimated revenues. programs, services, and facilities; and WHEREAS, the City Council held a duly noticed public hearing on June 15, 2021, to consider approving the updated Master Fees and Fines Schedule for Fiscal Year 2021-2022. NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve, find, determine, and order as follows: SECTION 1. The fees set forth in the Master Fees and Fines Schedule, attached hereto as Exhibit 1 and incorporated herein by reference, are reasonably necessary to recover the costs of providing the programs, services, and facilities for which such fees are levied or authorized to be levied.
