API ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR AND THE CrT'.f CLERK OF THE C?TY
OF JEFFERSON CITY., MISSOURI, TO ENTER INTO AND EXECUTE FOR AND ON B.E1VW OF THE
CItY OF JEFFERSON,, MISSOURI, A CONTRACT FOR THE PAIWING OF THE FAST END AND
WEST END FIRE,STATIONS, IN JEFFERSON CITY, MISSOURI, WITH FRED MEISTER, PAINTING
CONTRACTOR, FOR A PRICE OF $567.40.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS '(
FOLIkWS:
Section 1. The Mayor and the City Clerk of the City of Jefferson,
Missouri, for and on behalf of the City, are hereby authorized and directed
to enter into and execute a contract with Mr. Fred Meister for the painting
of the west end and east end fire stations.
Section 2. Said contract shall be in wording and form as is contained
in the document entitled "Proposal Contract Agreem4nt for Painting Fire Stations
of Jefferson City, Missouri" and shall be for the work contained in the
Specifications which form a part of the Contractor's Proposal and Bid.
Section 3. The Mayor and the City Clerk are hereby authorized and
directed to issue and sign a draft on the City of Jefferson, Missouri, in the
sum of $567.1+0 payable to Fred Meister as the consideration for the work to be
performed by Fred Meister under the teszns of said contract, said check to be
issued and payable after acceptance and approval of said work of painting the
fire stations by the Building & Grounds Committee.
Section 4. This ordinance shall be in force and effect from and after
its passage and approval. +

WIEREASj the City Council of the City of Jefferson, Cole County,
Missouri, by drdimince No. 6241 duly and regularly adopted at a meeting of
said City Council hold on the 24th clay of February, 1956, and approved by the
Mayor of said City on the 24th day of February, 1956, did direct that at the
city election to be held in said City on Tuesday, the 3rd day of April, 1956,
there be submitted -to the qualified electors of said City the following '
proposition:

j! Proposition to issue the bonds of the City of Jefferson,
Cole County, Missouri to the amount of Forty-five Thou-
sand Dollars ($45,000 to provide funds for the ;purpose
of purchasing additional apparatus useful in the extinguish-
ing of fires.

I� IOMEAS, said ordinance did direct that the election on the aforesaid
proposition be held in the several wards and in the precincts and at the polling
places established for the holding of the aforesaid city election; and
WHEREAS) clue and regular notice of the submission of the aforesaid
proposition at the aforesaid city election was given as directed by said
1i ordinance and as required by law, by publication in the Yost Tribune, on the
12th, 19th and 26th of March and the 2nd day of April, 1956; said Post Tribune
'being a daily newspaper published and of general circulation in said City of
Jefferson, and said newspaper having been previously admitted to the Post
I! Office in said City as second class matter and having been published regularly
,; and consecutively for a period of more than three (3) years prior to the
�l first publication of said notice, and said newspaper having a list of bona
fide subscribers voluntarily engaged as such, who have paid or agreed to pay
a stated price for subscriptions thereto for a definite period of time; and
WHEREAS, said notice was published in said newspaper once a week for
four (4) consecutive weeks prior to the date of said election, the first of
!1 said publications in said newspaper having occurred at least twenty-one (21)
1; days before the date of said election and the last of said publications in
l said newspaper having occurred within two (2) weeks of the date of said
election; and
WHEREAS, this City Council did appoint ,judges and clerks of said

city election and did make provision for the use thereat of ballots in the
,I form provided by law; and
WHEREAS, the ballot used at said city election in voting upon the
aforesaid proposition was in substantially the form set out in the aforesaid
Ordinance Pto. 6241; and
WHEREAS, said election was duly and regularly held in all respects
as required by the Statutes of Missouri; and
II WAUREAS, the judges and clerks of said election, immediately upon
the closing of the polls on said 3rd day of April, 1956, did make out, certify,
and transmit to this City Council, through the City Clerk, the returns of
said election; and

WHEREAS, said City Clerk, on the 17th day of April, 1956, did
it transmit said returns of said election to this City Council; and
!I WHEREAS, this City Council, on the 17th day of April, 1956, did
canvass the returns and did then find and determine and does now again find and
�i determine that there were cast on the aforesaid proposition an aggregate of
one thousand six hundred thirty seven (1637) votes, of which one thousand
three hundred and four (1304•) votes were in favor of the aforesaid Proposition
and three hundred thirty three (333) votes were against the aforesaid
proposition; and
WHEREAS, the aforesaid- Proposition was, therefore, assented to ty * i

WHEREAS, the amount of bonds authorized at said election, to-wit:
Forty-five Thousand Dollars ($45,000), together with 9.11 other indebtedness of
said City, did not on said 3rd day of April, 1956, and does not now exceed any
limit of indebtedness prescribed under the Constitution and Laws of the State
of Missouri; and
WHEREAS, the City Council of the City of Jefferson is now authorized
to issue.bonds of said City in the amount of Forty-five Thousand Dollars
($45,000) for the aforesaid purpose; and
W MEAS., pursuant to notice given as directed by the Council, bids
for the aforesaid bonds authorized at said election were received on the -2nd
day of July, 1956, at which time the said bonds were awarded and sold to the
highest and best bidder therefor; and
WHEREAS, the successful bidder for said bonds has requested that
said bonds be made payable as to principal and interest at the Central. Missouri
Trust Co., in the City of Jefferson, State of Missa ri; and
WHEREAS, this Council does now find and d:etemine that the aforesaid
request should be approved; and

II bonds shall be of the denomination of One Thousand Dollars ($1,000) each; �
II shall be numbered from One (1) to Forty-five (45), both inclusive; shall bear
date of May 1, 1956; and shall bear interest at the rate of two per centum
(2%) per annum, payable semi-annually on November I and May 1 in each year
until the principal of said bonds, respectively, shall have been fully paid.
Interest accruing on said bonds oil and prior to the maturity dates thereof
shall be payable upon presentation and surrender of the interest coupons to
be attached to said bonds. Both principal of and interest on said bonds shall
be payable in lawful money of the United States of America at the Central
Missouri Trust Co., Jefferson City, Missouri. The said bonds shall be executed
by the signature of the Mayor of said City, under the seal of said City,
attested by the signature of the City Clerk, and the interest coupons to be
attached to said bonds shall be executed by the facsimile signature of said
City Clerk, and said bonds shall mature, without option of prior payment, in
the amounts and at the times hereinafter set out, as follows:

The City of Jefferson, Cole County, Missouri, acknowledges itself
indebted and, for value received, hereby promises to pay to bearer the sum of
ONE THOUSAND DOLLARS
( ($1,000.00) on the first day of May, 19 , with interest thereon from the
date hereof at the rate of two per centum---('1%) per annum, payable semi-annually
on November 1 and May I in each year until -the principal hereof shall have been
fully paid. Interest accruing on this bond on and prior to the maturity date
hereof shall be payable upon presentation and surrender of the attached coupons
las they severally become due.
Both principal of and interest on this bond are payable in lawful.

provide funds for the purpose of purchasing additional apparatus useful in the (._.
extinguishing of fires, under authority of Chapters 76 and 95 F1sMo 19490 and of
an election duly called and 1w1d in said City on the 3rd day of April, 1956,
whereat more than two-thirds of the votes cast were in favor of the issuance of
this bond and of the issue of which this bored is one, and by further authority
of ordinances duly adopted by the City Council of said City.
It is hereby certified and recited. that al.1 acts, conditions, and
things required to be done, precedent to and in the issuance of this bond, have
been done, have happened, and have been. performed in regular and due time,
form, and manner, as required by law; that a direct, continuing annual tax upon
all of the taxable, tangible property in said City, has been levied for the pay-
ment of the principal of and the interest on this bond; and that the total
indebtedness of said City, including this bond and the issue of which it is one,
does not exceed any statutory or constitutional limit.
IN TESTIMONY WHMECF'p the City of Jefferson, in the State of Missouri,
has executed this bond by cawing it to be signed by the Mayor of said City,
under the seal of said City, attested by the City Clerk,, and has caused the
annex6d interest coupons to be executed by the facsimile signature of said City
Clerk, which signature the said City Clerk, by the execution of this bond,
adopts as and for his own proper signature, and this bond to be dated May 1,
1956.

Section 5. That the said tax shall be extended upon the tax rolls and
collected in the same manner and at the same time as other city taxes are
�I collected, and the proceeds derived from the collection of such tax shall be
credited to a fund hereby created and designated "Fire Equipment Bonds Interest �
and Sinking Fund of 1956," and shall be used exclusively For the purpose herein
required.
Section 6. That in order to make provision far the payment of
interest which will accrue on said bonds on November 1, 1956, and prior to
( the time when the first tax herein provided for can be levied and collected,
, there shall be and there is hereby appropriated out of the Interest Fund of
�) said City the sutra of $450, and no additional levy shall be made in order to
�Irestore to said Interest Fund the aforesaid sum of $450, inasmuch as the said
Fund is and will otherwise be adequate -to meet the said appropriation and a1.1

and directed to cause the bonds herein described to be prepared and to execute

Section 8. That the proceeds received upon sale and delivery of the

be set aside in a separate fund to be used solely and only for the purpose of
purchasing additional apparatus useful in the extinguishing of fires. The Ii

Bonds Interest and Sinking Fund of 1956" created under Section 5 of this
ordinance.

Section 9. That the City 111:ceasurer be and he is hereby authorized j
and directed, without any further authorization or direction of the City !
Council, not less than five (5) days prior to the accruing of semi-annual
interest and to the maturity of the bonds herein directed to be issued, to
remit to the Central ?Missouri Trust Co., Jefferson City, Missouri, the amount
of interest or principal or both then becoming due, and the said Treasurer is
:.ereby authorized and directed to include with each such remittance the usual

&,-.id customary fee of said bank for its services and responsibility in eonnec-
�, t�.on with the payment of said coupons and bonds and malting accounting therefor
to the City of Jefferson.
i Section 10. That all ordinances or parts of ordinances in conflict

insofar as they may so conflict, and this ordinance shall be in force and �
