HomeMy Public PortalAbout07) 7F_Public Art Proposal_Staff ReportPARKS AND RECREATION DEPARTMENT MEMORANDUM DATE: July 6, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Adam Matsumoto, Director of Parks and Recreation SUBJECT: PUBLIC ART PROPOSAL REPORT RECOMMENDATION: The City Council is requested to review and approve the public art proposal at the Live Oak Park softball field. BACKGROUND: 1.In February 2021, Ella Le reached out to the City, in partnership with Temple City Amateur Softball Association (TCASA), to propose a mural on the softball field scorekeeper booth for her Gold Star Award. 2.In March 2021, staff coordinated and completed a walk-through of the mural’s location and to identify all logistics for the City to assist with this project. 3.In March 2021, staff held a zoom meeting with Ella Le, Dora Ortiz (Project Advisor/ Muralist), Jason Oberlander (President of TCASA), and Sayo Elizalde (Parks & Recreation Maintenance Lead), and Jordi Ubaldo (Parks & Recreation Coordinator) to review the mural for feedback from all partners. 4.On April 18, 2021, Ella received the approval for her Gold Award project from her scout troop. 5.On May 19, 2021 Ella Le’s public art proposal was reviewed by the Parks and Recreation Commission. After review the Commission recommended the approval of the public art proposal for City Council consideration. AGENDA ITEM 7.F. City Council July 6, 2021 Page 2 of 3 ANALYSIS: With the dissolution of Temple City’s Public Arts Commission, the Parks and Recreation Commission now advises the City Council on matters pertaining to public art. In February 2021, Girl Scout Ella Le reached out to the City with interest in creating a public art piece on the score booth at the softball field at Live Oak Park. The back wall of the score booth is outwardly facing and painted a neutral color. Ms. Le identified this space as a prime location for a mural, specifically to promote softball in the community. Ms. Le met with City staff and representatives from the Temple City Amateur Softball Association (TCASA) to discuss and brainstorm ideas for the art project. Details of the public art proposal can be found in the presentation (Attachment “A”). Both the City and TCASA have preliminarily approved the design and location of the public art mural. The mural depicts a girl hitting a softball and is entitled “New Day.” The concept behind the mural is to showcase the sport to the community and broaden participation from a variety of backgrounds. Other features of the mural will be a TCASA logo and banner with the words “Temple City, Home of the Camellias.” Once approved, the project timeline will be approximately one month and all work will be in compliance with the latest County Health Order. At their May 19, 2021 meeting, the Parks and Recreation Commission reviewed and is recommending City Council approve the public art proposal at the Live Oak Park softball field. CITY STRATEGIC GOALS: The Public Art Proposal will further the City’s Strategic Goal of Quality of Life. FISCAL IMPACT: Ms. Le is planning on fundraising to offset the cost for all supplies needed to complete the mural at Live Oak Park. The City will provide support resources that will not impact the operating budget of the Department. CONCLUSION: After review of the public art proposal, the City Council is recommended to approve the public art proposal at the Live Oak Park softball field.
