SUBJECT: ADOPTION OF RESOLUTION NO. 13-4922 ADOPTING A COMPENSATION PLAN AND SALARY RANGES FOR FULL TIME AND PART-TIME CLASSIFICATIONS FOR FISCAL YEAR (FY) 2013-14 RECOMMENDATION: The City Council is requested to adopt Resolution No. 13=4922 (Attachment "A"), adopting a Compensation Plan and salary ranges for full time and part-time classifications for FY 2013-14. BACKGROUND: 1. In 1995, the City completed a comprehensive salary study. 2. On June 10, 1999, a compensation survey, proposed reclassifications, and recommendations regarding salary grids and cost of living adjustment were considered by the City Council. The minutes indicate that after a lengthy discussion, the City Council agreed the previously approved plan should remain the same. There is no other record found of the City adopting a formal classification and compensation study or plan. 3. On March 7, 2000, the City Council adopted a list of survey cities for City staff to use for salary comparisons. 4. On June 19, 2012, the City Council adopted the Fiscal Year (FY) 2012-13 City Budget. The adopted City Budget include.d an appropriation of $30,000 for a City Classification and Compensation Study ("Study") in which plans for Classification and Compensation ("Plans") would be developed. 5. On June 26, 2012, the City issued a Request for Proposals (RFP) for the Study. City Council June 4, 2013 Page 2 of 5 6. On July 13, 2012 at 6:00 p.m., the deadline for proposals, the City received three proposals. 7. On August 7, 2012, the City Council authorized the City Manager to negotiate a professional services agreement with Ralph Anderson & Associates ("consultant') for a Study. 8. On August 8, 2012, the City executed a professional services agreement with Ralph Anderson & Associates for a Study. This Study covered both full time and part-time employees. 9. On December 18, 2012, the City Council adopted revised Personnel Rules for full time and part-time employees. 10. On December 21, 2012, staff meet with the then City Council Mid-Year Budget Ad Hoc Committee (i.e., Mayor Pro Tem Blum and Councilmember Vincent Yu) to review the draft Study. The City Council Ad Hoc Committee provided further direction to staff and the consultant. 11. On January 1, 2013, the staff administratively implemented revised employee evaluation process for all City staff. 12. On April 24 and April 29, 2013, staff met with the City Council Budget Ad Hoc Committee, (i.e., Mayor Sternquist and Councilmember Vizcarra) to review the draft Plans and the Pay for Performance Bonus Plan and they recommended that the City Council adopt Plans for all City employees. Further they recommended the City Council adopt the Pay for Performance Bonus Plan for employees in the City's personnel system (i.e., regular employees). Pay for Performance Bonuses for at-will employees are stipulated by employment agreements. ANALYSIS: With increasing public scrutiny over the past few years about how public employees are recognized and rewarded, cities are making changes and have established new norms and best practices for compensation or their employees. Cities have moved from a traditional step-based merit system to one that is based on performance and tied to goals through strategic leadership planning. Some of the new norms and best practices include: • Emphasis on total compensation; • Flexible job bands and broader pay ranges with defined criteria regarding placement with a range based on skill and competency; City Council June 4, 2013 Page 3 of 5 • More job market driven; • Greater emphasis on results and less on longevity; • Flatter pay structures-fewer pay levels and fewer job classifications; and • Pay for performance model tied to evaluation tools. With the reorganization, merging Finance, Personnel and Information Technology into a new Administrative Services Department approved by the City Council as part of the FY 2011-12 City Budget, the Administrative Services Department has been addressing inconsistencies with the current practices related to personnel matters and has recommended up-to-date best practices. Staff has approached this endeavor in three phases: • The First Phase was to complete a thorough review and revision of the current Personnel Policies to ensure consistency with the City's Charter and Municipal Code and make sure they are not in conflict with Federal and State law and in accordance with personnel best practices; • The Second Phase was to admm1stralively rev1se the current employee performance evaluation process; and • The Third Phase was to complete a review of all current job classifications (Classification Plan) and compensation (Compensation Plan) and request that the City Council consider a Pay for Performance Bonus Plan for regular employees. The Compensation Plan is the second. of three reports. The first report addressed the Classification Plan and the third report will address the Pay for Performance Bonus Plan. A compensation plan is an important element in a personnel system. This Compensation Plan is intended to: • Ensure that the City has the ability to attract and retain well-qualified employees; • Provide a technically sound basis for compensating employees; • Allow flexibility and adaptability for making City-wide compensation decisions based on changing market conditions; City Council June 4, 2013 Page 4 of 5 • Recognize the City's responsibility as a public agency in establishing a pay plan that is consistent with prudent public practices; and • Ensure that the City's compensation practices are competitive and consistent with those of comparable employers. The consultant has completed the Compensation Plan (Exhibit "1" of Resolution No. 13-4821) which includes a market survey using the recommended list of survey agencies, analysis of the market and data, documented comparisons with the City's current compensation and presents the findings for City Council's consideration as part of the budget process. The consultant found that a majority ofthe survey reference for base salaries in the job classifications were more than 5% above the market median (13 out of 24 classifications). On average, the City's base salaries for all job classifications were 8.6% above market median. However, when considering total compensation (i.e., base salary, employee's contribution for retirement paid by employer, insurance, leave and other benefits), the City's total compensation on average, for all classifications, were only 1.3% above the median. CONCLUSION: In order to ensure complete parity for all employees within the organization, it is recommended the City Council adopt the Compensation Plan as presented and the City Council establish that the base pay for 22 positions is at the median of the comparison cities outlined and documented in the Compensation Plan. Exhibits 2 and. 3 of Resolution No. 13-4922 proposes revised salary schedules implementing the base salary adjustments for full time and part-time classifications. FISCAL IMPACT: It is recommended the revised salary schedules be implemented with the pay-period beginning June 28, 2013. There will be a number of positions whose current salary exceeds the top step in the proposed salary range, and as a result they will not be eligible for step increases until new .survey data supports an increase in their job compensation. These employees will maintain their current rate of pay and will be considered "Y" rated. All employees will also maintain their current level of benefits. ATTACHMENT: A. WHEREAS, the City Council of the City of Temple City adopted revised Personnel Rules for full time and part-time employees on December 18; 2012. WHEREAS, Article 5, Section 1, of the revised Personnel Rules hereby states that, "The position classification plan shall be so developed and maintained and that all positions substantially similar with respect to duties, authority, responsibility and working conditions are included within the same class, and that the same schedules of compensation may be made to apply with equity under the working conditions to all positions in the same class." WHEREAS, The City Manager has completed the attached Compensation Plan (Exhibit 1) and Salary Schedules for full time (Exhibit 2) and part-lime classifications (Exhibit 3). NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve as follows: SECTION 1. The City Council hereby approves the Compensation Plan. SECTION 2. The City Council establishes the base pay of all positions to be the median of the comparison cities outlined in the Compensation Plan, SECTION 3. The City Council approve.s the salary ranges and steps applicable to all full time and part-time employees. The attached compensation schedules (Exhibits 2 and 3) shall be effective June 28, 2013, and are identified as "City of Temple City Full-Time Monthly Salary Ranges" and "Part-Time Hourly Pay Ranges" for FY 2013-14. C-1 Ralph Andersen & Associates SECTION I PROJECT OVERVIEW Ralph Andersen & Associates was retained by the City of Temple City to conduct a Classification & Compensation study involving all the City's job classifications. This report presents the results of the compensation study through the following sections: • Section I -Project Overview • Section II -Methodologies • Section III -Compensation Findings & Recommendations Specific recommendations and additional supporting documents have been provided separately from this report. This report highlights the overall findings and recommendations. Effective Compensation Plans The City's compensation plan is one of the most important elements in its personnel system. Combining a sound compensation system with an effective classification system contributes to the overaii effectiveness of an orgamzahon. In broad terms, the City s compensation plan should: • Ensure that the City has the ability to attract and retain well-qualified employees • Provide a defensible and technically sound basis for compensating employees • Allow flexibility and adaptability for making City-wide compensation decisions based on changing market conditions • Recognize the City's responsibility as a public agency in establishing a pay plan that is consistent with prudent public practices • Ensure that the City's compensation practices are competitive and consistent with those of comparable employers. Policy decisions resulting from the compensation study will ultimately balance the above goals with the City's ability to pay and other budget priorities. Study Objectives Based on the identified needs of the City, this shldy was designed to achieve the following overall objectives: • Update the job classification system to reflect current roles, duties, and responsibilities • Recommend title changes and prepare new and updated job descriptions • Conduct a market survey using the City's established list of survey agencies • Analyze the market data and document comparisons with the City's compensation plan 2 Ralph Andersen & Associates • Present the findings and recommendations for the City's consideration during the budget process. The methodologies used to accomplish these objectives are presented in Section II. 3 Ralph Andersen & Associates SECTION II METHODOLOGIES This section provides an overview of the methodologies that have been used to conduct the compensation analyses and develop specific recommendations. Specific methods and systems presented include: • Labor Market Survey Parameters • Survey Job Selection • Market Data Collection Process • Point of Comparison. All methodologies used by Ralph Andersen & Associates are consistent with established professional standards of compensation. Labor Market Survey Parameters One of the most important policy components of a compensation plan is a definition of the labor market within which the City must compete. There are typically five important criteria utilized in identifying those employers that comprise an agency's labor market. They are: • Historical Practices -Over time, an employer will develop some level of continuity regarding labor market comparables for the purposes of conducting compensation surveys. There may be a strong history of surveying a specific set of employers either by agreement or by practice. Survey agencies can be specifically identified or they can be defined by characteristics such as size or proximity. Historical practices are an important consideration if for no other reason than deviating from historical practices typically requires a strong, defensible rationale. • Geographic Proximity -Geographic proximity of potential employers is one of the most important factors utilized in identifying an organization's labor market. This factor is particularly useful because it identifies those employers that directly compete with the City to recruit and retain personnel. If a sufficient number of comparable agencies exist within close proximity to the City, the defined geographic area may be confined to an area among surrounding cities or counties. If comparably sized or similar services do not exist within close proximity, a wider geographic region may be necessary. • Employer Size -As a rule, the more similar employers are in size and complexity, the greater the likelihood that comparable positions exist within both organizations. For cities, the size of possible survey agencies can most easily be measured using population statistics, operating budget, and number of employees. • Nature of Services Provided-In order to ensure comparable jobs are found when conducting a market survey, it is important to utilize employers that provide similar services to the City of Temple City. Employers who provide similar services are most likely to compete with one another for employees and may have similar organizational and operational characteristics. This factor typically eliminates the use of private sector employers since few comparable jobs exist within these types of employers. • Economic Similarity -While there are a number of economic factors that can be compared among cities, the most important factor related to compensation is cost of 4 Ralph Andersen & Associates living. In some regions or states, living costs can vary significantly and have an important impact on how potential candidates evaluate compensation. This factor is important if labor market agencies are used beyond the local market. All survey agencies participated in the survey and provided both salary and benefits information. As part of its compensation policies, the City needs to determine an appropriate competitive market position. This typically begins at the middle of the market such as the market mean or median. This should provide salary levels that minimize recruitment and retention issues and provide a fair basis of paying employees. Market Data Collection Process To ensure reliability and completeness, survey data was collected according to a structured methodology. In conducting the compensation survey, the following specific steps were taken: • Survey employers were contacted to confirm participation and to request background information including current salary schedules, benefits information, and organizational charts 5 ' Ralph Andersen & Associates • Salary schedules and other documentation were analyzed for each survey agency in order to determine comparability issues and obtain salary /benefit data • Follow-up reviews were conducted by e-mail and telephone to verify and clarify the data to ensure accuracy and comparability. Throughout the data collection process, careful efforts were made to document the full range of duties and requirements of all job classes as compared to the City's corresponding survey classes. When conducting labor market surveys, one of the most important objectives is to ensure that the labor market data is sufficiently comparable to City jobs while also serving as a strong indicator of market trends. Since the purpose of the labor market analysis is to identify general wage trends with other agencies, broad comparability guidelines are used when collecting data. If the comparability guidelines are too narrow, then insufficient data will be found. Common comparability criteria typically include similar core functional duties, education/skill requirements, level of duties, and scope of supervisory and management duties. It is not as critical for all job duties to be the same or for the number of employees supervised to be the same. Furthermore, it is not essential that comparable market jobs use the same equipment, have L1e same workload, or work in an identical facility. While Ralph Andersen & Associates has been careful not to include "gross" job comparisons, there will be some variability in the job matches. In some instances, a comparable market job may exceed the responsibilities and duties of the City's job and in other cases, the market job may perform duties at a slightly lower level. Overall, the market comparabilities are intended to provide a balanced indication of market trends. Wherever possible, comparability similarities and differences are supported by class specifications and other documentation received from the survey participant. However, it should be noted that job descriptions were not used as a primary basis for establishing comparabilities due to their unreliability and the inconsistent formats used in the survey agencies. Many agencies are unable to sufficiently maintain and update their job descriptions while other agencies use job description formats that provide little insight into the actual job duties of the class. Point of Comparison When comparing City salaries with market agencies, it is important to establish a consistent point of comparison. Since all the survey agencies used in the market study utilize pay range structures, a critical review was needed to find the salary range "control point." This is the point in the salary range that: • Is used to "anchor" the pay range to the labor market • Employees will attain through step or other increases based on satisfactory performance (range progression beyond the control point is usually based on superior job performance) • The majority of employee salaries cluster around as measured by calculating a compa- ratio (employee salary divided by the range maximum). For the vast majority of agencies, the salary range maximum (top step) is the reference control point. Longevity steps, one-time lump sum payments, and incentive pays are not included in this comparison. These salaries are compared to the City's salary range. Ralph Andersen & Associates SECTION III COMPENSATION FINDINGS & RECOMMENDATIONS This section of the report documents the key findings and observations resulting from the consultant's compensation analyses. The focus of the compensation analysis is to identify significant differences in the pay practices of the City as compared to the other labor market agencies. Ideally, the City should be consistent with any pay or benefit item that is a common practice in the market (half or more of the survey agencies). Salary Survey Results -Base Pay Based on an evaluation of the survey data, general salary trends in the marketplace have been identified. A summary of the salary survey using the labor market employers and the market median is provided in the following graph. On average, the City's salaries are 8.6% above market median with a market rank at the 75th percentile (25 percent of the 18 survey agencies pay higher than the City and 75 percent pay lower). 7 Ralph Andersen & Associates Based on the overall results of the survey, the City's salary ranges are competitive with the 18 survey agencies used in the compensation survey. The consultants also analyzed a more narrow set of market agencies, reducing the market comparables from 18 agencies to 12. Similar results were found with the smaller market with an overall market position at the 71" percentile. The following table provides a detailed summary of the market survey results. This summary table includes: • The job title surveyed • The City's current monthly range maximum (step 7) • The market median of comparable matches in the market • The percentage above/below the market median • The market mean of comparable matches in the market • The percentage above/below the market mean. The base salary datasheets are contained in Appendix A. Class Title 29.0% Class Title Recreation II Tree Data was also collected for job functions that did not have a City equivalent, but were helpful in understanding market trends. These job titles are indicated by the word "drift" to reflect that they are market drift checks for common job functions. Salary Survey Results -Benefits In addition to base salary, the consultants also analyzed the employer cost for the following benefits: • Cash benefits including deferred compensation and retirement pick-up (employee contribution paid by the employer) • Insurance benefits including health, dental, and vision insurance • Retirement benefits including employer retirement contributions • Leave benefits including holiday, sick, and vacation leave. Our analysis indicates that the City's benefits are slightly lower than the labor market. Our specific findings are as follows: • Half of the survey agencies pay all or a portion of the employee's PERS retirement contribution (referred to as Retirement Pick-up). In addition, there are a few agencies that have longevity pay and employer paid deferred compensation. The combination of these differences results in a 5.3% loss in market position when base salaries and cash benefits are combined. Thus, while the City is 8.4% above market median on average, when cash benefits are added to the comparisons, the City is 3.0% above market median. • The City's insurance contributions are below the market median, which results in almost a 1.8% further loss in market position when insurance benefits are added to base salary and cash benefits. Thus, the City's market position when cash and insurance benefits are added to base salary is 1.3% above market median. The City is 8-4% above median on average when base salaries for all survey jobs are compared to the market, and the City is 1.3% above median when benefits are included in the analysis. Market differences within 3% of median are not considered significant. Detailed datasheets for benefits are provided in Appendix B. 9 Ralph Andersen & Associates Benchmark Classifications Since it is impossible to compare all of the City's jobs to comparable market jobs, tbe objective of a mar\<.et based compensation study is to identify wage differences for selected "benchmark" classes. Benchmark classes are jobs that are easily compared witb the pay practices of other agencies and are directly comparable to many City jobs. For example, while the City has multiple levels within tbe Park Maintenance Worker class series, it is not necessary to obtain data for all levels since they are highly interrelated. This process not only maximizes tbe use of available market data but also preserves important salary relationships tbat currently exist in the City's compensation plan. For tbis report, market data has been used to benchmark as many classes as possible unless existing internal relationships have a greater priority in maintaining existing equity between related classes. This is particularly important for job classes tbat are recognized to be unique to the City. Thus, the summary table on page nine of tbis report shows market data for informational purposes, even tbough classes in tbe survey may not be selected as benchmark classes. Internal Salary Relationships For non-benchmark classifications, salary levels are established using internal relationship guidelines among related job classes. As a rule of thumb, differences between classes in a job series are typically expressed as a 5% to 10% difference in salary. Differences between supervisory and subordinate classes are typically 15% to 20%, depending on tbe number of le:usls and tlu~ diffe-.:ences in :t:esponsihiljty In most instances these differentials are reflected in tbe City's current salary plan, tbus, tbe consultants are simply preserving established historical pay practices. These internal relationship guidelines build off benchmark job classes or classes that are closely related to tbe job series being analyzed. Since the benchmark classes serve as the basis for any internal relationship guidelines, tbe entire pay plan is anchored to the labor market. Salary Recommendations Using tbe methodologies described above, salary range recommendations have been prepared for all study classes (full time and part time) and are shown in Appendix C. As a starting point, tbe consultants prepared salary range recommendations where all benchmark classifications were set equal to tbe market median. The salary recommendations presented in Appendix C include the following information: • Recommended class title (from tbe results oftbe classification study) • Current class title • Current range maximum montbly salary for each class • Market median salary for benchmark jobs • The recommended range maximum • Percentage change between the new range maximum and the current maximum ~0 Ralph Andersen & Associates • Internal alignment/salary setting rationale for the salary recommendation (benchmark or internal relationship) The salary setting rationale identifies the reliance placed upon labor market data versus internal relationships in developing each specific recommendation. Beyond market considerations, internal relationship guidelines were established and applied within class series. Summary The results of the Compensation Study indicated that the City's compensation plan is competitive with the labor market.
