Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newson on
March 17, 2020, cities are allowed to hold City Council meetings via teleconferencing

All Consent Calendar items may be approved in a single motion as recommended
unless removed for further discussion. If members of the City Council or persons in
the audience wish to discuss any matters listed on the Consent Calendar, please
address them at this time.
Recommendation: Approve Items A through D per recommendations.
A. APPROVAL OF MINUTES
The City Council is requested to review and approve the Minutes of the Regular
City Council Meeting of July 6, 2021.
Recommendation: Approve.
B. VISA CARD REPORT
The City Council is requested to receive and file the Visa Card Report.
Recommendation: Receive and file.
C. ADOPTION OF RESOLUTION NO. 21-5541 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2020-21
The City Council is requested to adopt Resolution No. 21-5541 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 21-5541.
D. ADOPTION OF RESOLUTION NO. 21-5542 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2021-22
The City Council is requested to adopt Resolution No. 21-5542 authorizing the
payment of bills.

10. NEW BUSINESS
A. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM UPDATE
REGARDING THE COVID-19 RELIEF PROGRAMS
The City has CDBG funds not allocated to a specific program. These funds are
the result of loans paid back to the City and CDBG funds that went unspent. The
following report summarizes the accomplishments of the grant programs and
recommends to expand programs the City Council adopted for FY 21-22.

Recommendation:
1 Receive an update regarding the Community Development Block Grant
(CDBG) and Covid-19 Relief Programs (CARES Act);
2. Direct staff to issue a public notice for September 7, 2021, amending the
allocations for the Fiscal Year (FY) 2021-22 CDBG programs as shown in
Table 2; and
3. Direct staff to return on November 2, 2021, to discuss FY 2022-23 CDBG
Programs.
