Slotin moved that the rules of Council be amended, as referring to Section 7, - that no purchase shall.be. made unless approved by the Chairman of the Committee of the Depart- ment requesting the purchase, and in turn by the Chairman or Acting Chairman of the Finance Committee. All bills incurred during the current month must be approved by Council and pay- ment made by the 10th of the following month. Councilman Lovell seconded and the motion passed. Councilman Logan moved that Mrs. Marion Meeks be employed'to assist Mr. Buckley in the Town office, at a sabry of 410.00 per week for two weeks. Councilman Young seconded and the motion passed. The "Committee on Assessments stated that it was not ready to report. Councilman Young moved that the old Town office, located at Butler Avenue and 15th ,street, and the pergola, running along the eastern side of Butler Avenue from 15th to Atlantic Avenue, b;e dismantled and that a committee be appointed to act as to where the proposed new structures to be erected from the sal- vage material, would be placed. Councilman Lovell seconded and the motion passed. The Mayor appointed the following on this committee; Lovell, Young, Logan. Councilman May moved that a new street light be installed in the vicinity of Moore Avenue and Naylor Avenue. Councilman Haar seconded and the motion passed. Bids were opened in connection with furnishing floor covering and laying it in the Town Hall, the low bidder being'the I.C. Helmly Furn.Co., Councilman Young moved that the I.C.Helmly Furniture Co., be awarded the contract, they being the lowest bicders. Councilman Lovell and the Motion passed. Councilman Haar moved tat the floor covering be purchased with aborder and that a felt base be used at a cost of $435.00 Councilman Lovell seconded and the motion passed. ere being no)further business Council adjour all of the I' ,, or. A special meeting of Council was held to -day at 12 :00 noon, in the Council Chamber, in the City Hall in Savannah, and was .ttefded by Mayor Rightln, who presided; and Councilmen Logan, Lovell, Slotin, Young, May, Haar, also by Major H.U. Wallace, E.H.Abrahams, A.B.Lovett, W.J.Bremer and several others. Mayor Righton stated that the meeting for the purpose of ascertaining what the WPA are doing in regard to the work on the beach protection, Major Wallace stated that the work was 17, proceeding dm schedule, that work cannot be done on groynes in the winter time, that recently had put in an additional groyne south of Tybrisa Pavilion - that the elevation of the beach in the vicinity of 17th street had built up and that the beach is building up as expected - that groynes number 2 and 3 will be finished at south end then work will be started at the north end in putting X00 fc'et of sea -wall, from First to Second streets, several groynes in the middle of the island must be extended, and that he expected to finish the work by March lst - The Mayor asked Major Wallace if the parking areas would be completed in time for the early season crowds and he stated that when the weather pe :- --mits the work would be completed. Major Wallace stated that in connection with the proposed ex- tension of the sealwall from 2nd to 14th street that Mr. Nichols was working on it and was preparing plans for the new project - tha.t as regards the paving of streets under another project work could not start until at leats April lst. The Mayor asked that if the new beach extension project was written up when would the work be completed, Mpjor Wallace stated about January lst,1941, if work was started about April lst, ,1940, Council enSiotin asked if the parking Brea in front of Hotel Tybee was included in the present set up - Mayor Wallace said no - but that D.G.Nichols had stated that paving would be included in new project - Mayor Righton thanked Major Wallace for attending the meeting - Major Wallace was asked iP the TWA would move the convict camp to its proposed new location he stated that he would look it up. Mr. Abrahams stated t#at several of the property owners had not signed up and that efforts were being macTe to have them do so, but that the matter should be closed out definitely by next Wednesday, January 17th. Mr. Abrahams stated that some efforts have been made to see if something could notmbe done toward improving the road conditions to Tybee - the Savannah C of C. had been handling the antter - the Tunderbolt bridge held up traffic and to replace it with a high bridge would cost 9 400,000.00 - the road on McQueens Is- land was sinking at the rate of 1- feet per year, would cost {350.000.00 to fix it - the Govenor of Ga. stated tliat the State did not havethe money to do the required work but did allow 435,000.00 which was being used on the road now, he stated that there was a plan to use part of Cockspur Island that had been pumped in - E.A.Logan, Hi. = :hway Engineer, _ad made a survey of the old CRR road bed and that it could be made into a 26 , foot roadway - alwo that Mr. Fechner stated that the CC0 camp at Quarintine would have to be done away with unless a new pro ject was forthcoming, Mr. Fechner stated that he would allow the use of the CCC to move sane_ to the old CRR road bed - but unfortunately Mr. Fechner is dead now so it is a question if could get help - the old CRR road bed would make a fine road.
