SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 82644, A
FLAG LOT SUBDIVISION AT 5718 TEMPLE CITY BOULEVARD
RECOMMENDATION:
The City Council is requested to:
1.Review and approve the final subdivision map for Parcel Map No. 82644 (Attachment
“A”); and
2.Authorize the City Clerk to certify Parcel Map No. 82644.
BACKGROUND:
1.On July 10, 2018, the City received the tentative parcel map proposing a four-unit,
condominium subdivision for the property located at 5718 Temple City Boulevard.
Following the submittal, the tentative parcel map was forwarded to the Los Angeles
County Fire Department, the City’s Building and Engineering Divisions, and the local
utility companies for review and comments.
2.On July 23, 2019, at a noticed public hearing, the Planning Commission reviewed and
approved the tentative parcel map and site plan review.
3.On August 19, 2019, the Los Angeles County Fire Department completed the final
map review and issued approval.
4.On February 18, 2020, the City’s Building and Engineering Division completed the
final map review and issued approval.
5.On May 5, 2021, the applicant submitted a request for a time extension for the

tentative map expiration date. The expiration date was subsequently set for January
23, 2023.
6. On June 15, 2021, demolition of the existing structures on the property was finalized.
The demolition is a condition of approval which is required prior to the final map
approval.
ANALYSIS :
The tentative parcel map is prepared for the subdivision of an existing multi-family
residential lot (R-3) into four condominium units. The tentative map was approved based
upon the conclusion that the project would be consistent with the General Plan and
Zoning Code. The approval of the tentative map is valid for two years with the original
expiration date set as July 23, 2021. As mentioned in the background, the applicant
applied for, and received, an 18-month time extension. The new expiration date for the
tentative map is January 23, 2023. The City’s Building and Engineering Division has
reviewed and certified the final map and the applicant has paid the required deposit for
the right-of-way improvements. The applicant also received approval from the Los
Angeles County Fire Department. Based on the conclusion that the conditions of approval
have been fulfilled and that the final map is in substantial compliance with the tentative
map, staff requests that the City Council approve the final map. Approving the final map
would allow the property owner to record the map and to start the construction of the four
condominium units.
CITY STRATEGIC GOALS:
Approval of final Parcel Map No. 82809 will further the City’s Strategic Goal of Economic
Development.
FISCAL IMPACT:
Approval of this item will not have an impact on the City’s budget for Fiscal Year 2021-22
