HomeMy Public PortalAbout07) 7D_Final Subdivision Map Approval 4838 Heleo Ave_Staff ReportCOMMUNITY DEVELOPMENT DEPARTMENT MEMORANDUM DATE: September 21, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager Via: Scott Reimers, Community Development Director By: Andrew Coyne, Management Analyst SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 82809, A FLAG LOT SUBDIVISION AT 4838 HELEO AVENUE RECOMMENDATION: The City Council is requested to: 1.Review and approve the final subdivision map for Parcel Map No. 82809 (Attachment “A”); and 2.Authorize the City Clerk to certify Parcel Map No. 82809. BACKGROUND: 1.On September 17, 2019, the City received the tentative parcel map proposing a flag lot subdivision for the property located at 4838 Heleo Avenue. Following the submittal, the tentative parcel map was forwarded to the Los Angeles County Fire Department, the City’s Building and Engineering Divisions, and the local utility companies for review and comments. 2.On August 11, 2020, at a noticed public hearing, the Planning Commission reviewed and approved the tentative parcel map and site plan review for a new, single-family house on the rear lot. 3.On December 7, 2020, the Los Angeles County Fire Department completed the final map review and issued approval. 4.On May 5, 2021, the City’s Building and Engineering Division completed the final map review and issued approval. AGENDA ITEM 7.D. City Council September 21, 2021 Page 2 of 2 5.On August 12, 2021, demolition of the existing structures on the property was finalized. The demolition is a condition of approval which is required prior to the final map approval. ANALYSIS: The tentative parcel map is prepared for the subdivision of an existing, single-family, residential lot into two lots (flag lot subdivision). The tentative map was approved based upon the conclusion that the project would be consistent with the General Plan and Zoning Code. The approval of the tentative map is valid for two years with the expiration date set as August 11, 2022. The City’s Building and Engineering Division has reviewed and certified the final map and the applicant has paid the required deposit for the right-of- way improvements. The applicant also received approval from the Los Angeles County Fire Department. Based on the conclusion that the conditions of approval have been fulfilled and that the final map is in substantial compliance with the tentative map, staff requests that the City Council approve the final map. Approving the final map would allow the property owner to record the map and to start the construction of a single-family residence on the rear lot. CITY STRATEGIC GOALS: Approval of final Parcel Map No. 82809 will further the City’s Strategic Goal of Economic Development. FISCAL IMPACT: Approval of this item will not have an impact on the City’s budget for Fiscal Year 2021-22.
