SPECIAL JOINT MEETING MINUTES
OCTOBER 5, 2021
1. CALL TO ORDER
Mayor Yu called the City Council and Planning Commission Special Joint Meeting to
order at 6:01 p.m. telephonically.
2.ROLL CALL
PRESENT:Councilmember – Chavez, Man, Vizcarra, Sternquist, Yu
Commissioner – Haddad, Cordes, Guan, Lee, O’Leary
ABSENT: Councilmember – None
Commissioner – None
ALSO PRESENT: City Manager Cook, City Attorney Murphy, City Clerk Kuo,
Deputy City Clerk Nunez, Administrative Assistant to the City
Council and City Manager Flores, Community Development
Director Reimers
3.PUBLIC COMMENT – Mayor Yu opened public comment. With no caller requesting
to speak and no email request to speak or emailed public comment, Mayor Yu
extended public comment for an additional 5 minutes to allow the public to dial in.
Hearing no further request to speak, Mayor Yu closed public comment.
4.NEW BUSINESS
A. SB-9 (ATKINS) – URBAN LOT SPLITS
The City Council and Planning Commission are requested to review, receive,
and discuss next steps in addressing changes in State Law.
Community Development Director Reimers gave a summary of the staff report.
City Council and Planning Commission make comments and asked questions
regarding the changes made by Senate Bill 9.
Mayor Yu opened public comment. With no caller requesting to speak and no
email request to speak or emailed public comment, Mayor Yu extended public
comment for an additional 5 minutes to allow the public to dial in. Hearing no
further request to speak, Mayor Yu closed public comment.

City Council and Planning Commission asked questions and made final
comments regarding the changes made by Senate Bill 9 and the options for each
City initiatives (i.e., Historic Preservation, Impact Fees, Affordability
Requirements, Parking and Traffic, Environmental Impacts, New Development
Standard, Design Standards, and Adjust Existing Regulations).
City Council and Planning Commission directed staff to bring back the options for
each City initiatives for further discussion by City Council and Planning
Commission at their perspective meetings.
6. ADJOURNMENT
The City Council and Planning Commission Special Joint Meeting was adjourned at
8:00 p.m.
