REGULAR MEETING MINUTES
OCTOBER 5, 2021
1. CALL TO ORDER
Mayor Yu called the City Council Regular Meeting to order at 8:12 p.m.
telephonically.
2.ROLL CALL
PRESENT:Councilmember – Chavez, Man, Vizcarra, Sternquist, Yu
ABSENT: Councilmember - None

3. INVOCATION – Jerry Jambazian, Wonder Cleaners & Draperies, provided the
invocation.
4. PLEDGE OF ALLEGIANCE – Mayor Yu led the pledge of allegiance.
5.CEREMONIAL MATTERS – PRESENTATIONS
A.UPPER SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT UPDATE ON
CURRENT WATER SUPPLY CONDITIONS –
Upper San Gabriel Valley Municipal Water District General Manager Tom Love
provided an update on the water supply conditions and answered Council
questions regarding water usage.

Mayor Yu opened public comment. With no caller requesting to speak and no email
request to speak or emailed public comment, Mayor Yu extended public comment for

7. CONSENT CALENDAR
Mayor Yu opened public comment. With no caller requesting to speak and no email
request to speak or emailed public comment, Mayor Yu extended public comment for
an additional 1 minutes to allow the public to dial in. Hearing no further request to

Councilmember Man made a motion to approve the consent calendar items.

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. The Minutes of the Special City Council Meeting of September 21, 2021; and
2. The Minutes of the Regular City Council Meeting of September 21, 2021.
Action: Approved.
B. APPROVAL OF EXTENSION OF THE CITY OF TEMPLE CITY EMERGENCY
PAID SICK LEAVE (COVID-19)
The City Council is requested to approve an extension of the City’s Emergency Paid
Sick Leave policy to ensure the safety of the workplace so that eligible City
employees are able to quarantine and isolate from the effects related to COVID-19.
Action:
1. Approved an extension of the City of Temple City Emergency Paid Sick Leave
(TCEPSL) policy, Administrative Policy Number 4.19, to January 31, 2022 for
COVID-19 related absences; and
2. Authorized the City Manager to sign Revision Number 1 of the TCEPSL policy.
C. ADOPTION OF RESOLUTION NO. 21-5559 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2020-21
The City Council is requested to adopt Resolution No. 21-5559 authorizing the
payment of bills.

D. ADOPTION OF RESOLUTION NO. 21-5560 APPROVING PAYMENT OF BILLS
FOR FISCAL YEAR 2021-22
The City Council is requested to adopt Resolution No. 21-5560 authorizing the
payment of bills.
Action: Adopted Resolution No. 21-5560.
8. PUBLIC HEARING
A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 21-1057,
AMENDING TITLE 2 (ADMINISTRATION), CHAPTER 6 (CITY COMMISSIONS),
ARTICLE C (ART IN PUBLIC PLACES PROGRAM), SECTION 5 (DONATIONS
AND OTHER CHARITABLE GIFTS) OF THE TEMPLE CITY MUNICIPAL CODE
FOR THE ART IN PUBLIC PLACES PROGRAM
The proposed ordinance amends Section 5 (Donations and Other Charitable
Gifts) of the Art in Public Places Program Municipal Code. The amendments
provide first review to the Parks and Recreation Commission for donations and
other charitable gifts to the Art in Public Places Program. After first review by the
Commission, recommendations will be forwarded to the City Council for final
review.
Parks and Recreation Director Matsumoto gave a summary of the staff report.
City Council did not have any questions regarding the proposed ordinance.

comment for an additional 3 minutes to allow the public to dial in. Hearing no

Council made final comments regarding the proposed ordinance.
Councilmember Man made a motion to introduce for first reading by title only and
waive further reading of Ordinance No. 21-1057, amending Title 2, Chapter 6,
Article C, Section 5 of the Temple City Municipal Code regarding the Art in Public
Place Program and scheduled the second reading of Ordinance No. 21-1057 for
October 19, 2021. Seconded by Councilmember Vizcarra and approved by the
following votes:

A. FISCAL YEAR (FY) 2020-2021 FOURTH QUARTER PRELIMINARY FINANCIAL
REVIEW, TREASURER’S REPORT, REVENUE, EXPENDITURE AND CAPITAL
PROJECT SUMMARY REPORTS AND BUDGET AMENDMENTS
The quarterly financial status report provides City Council with an update of
revenue and expense information of the City’s overall financial condition. The
quarterly reports also identify adjustments needed to align the City’s revenue
resources with the cost of providing services.
City Manager Cook gave a brief overview of the Fourth Quarter preliminary
financial review.
Administrative Services Director Paragas gave a summary of the staff report.
City Council made comments and asked questions regarding the Fourth Quarter
Financial Review and related reports.
Mayor Yu opened public comment. With no caller requesting to speak and no
email request to speak or emailed public comment, Mayor Yu extended public
comment for an additional 3 minutes to allow the public to dial in. Hearing no

City Council made final comments.
Mayor Pro Tem Sternquist made a motion to receive the Fiscal Year 2020-2021
Fourth Quarter Financial Review and related reports and approved and
authorized staff to review revenue and expenditure estimates as indicated in
Attachment A of the staff report. Seconded by Councilmember Chavez and
approved by the following votes:
AYES: Councilmember – Chavez, Man, Vizcarra, Sternquist, Yu
NOES: Councilmember – None
ABSENT: Councilmember – None
ABSTAINED: Councilmember – None
B. DISCUSSION REGARDING THE ALLOCATION OF AMERICAN RESCUE PLAN
ACT (ARPA) OF 2021 FUND
The City Council is requested to provide direction to staff regarding the uses of
the ARPA allocation fund allocated to the City.
City Manager Cook gave a brief overview of the American Rescue Plan Act of
2021.

Administrative Services Director Paragas gave a summary relating to the uses of
the ARPA allocation fund allocated to the City.
City Council made comments and asked questions regarding the City’s allocated
ARPA fund and proposed uses.
Mayor Yu opened public comment.
Jerry Jambazian, Temple City business owner, spoke in favor of adding city
border signage monument replacement between Arcadia and Temple City to the
project list.
Mayor Yu extended public comment for another 3 minutes to allow members of
the public to dial in. Hearing no further request to speak, Mayor Yu closed public
comment.
City Council asked questions and made final comments.
City Council directed staff to bring this item back to Council for further discussion
on the use of the ARPA allocation fund allocated to the City.
C. PERMANENT LOCAL HOUSING ALLOCATION PROGRAM (PLHA)
The City of Temple City will be receiving Permanent Local Housing allocation
funds for both Year 1 and 2 of the Permanent Local Housing Allocation Program.
Los Angeles County Development Authority will require the City to pass
resolutions in regards to which eligible activity the City chooses to use its PLHA
funds on.
City Manager Cook gave a brief introduction of the Permanent Local Housing
Allocation Program.
Management Analyst Chan gave a summary of the staff report.
City Council made comments and asked questions regarding the use of the
Permanent Local Housing Allocation funding.
Mayor Yu opened public comment. With no caller requesting to speak and no

Councilmember Vizcarra made a motion directing staff to bring back a resolution
with the recommended allocation. Seconded by Councilmember Man and
approved by the following votes:

A. SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS HOMELESS
PROGRAM FUNDING
City Manager Cook deferred to Management Analyst Chan to give an update on
the SGVCOG Homelessness Program. City Manager Cook answered Council’s
questions.
12. UPDATE FROM CITY ATTORNEY – reported that he will work with staff to address
the public comment requirements for virtual public meeting to comply with AB 361.
