HomeMy Public PortalAbout14) 9B_72 Hour Parking Exemption_staff report w attachmentMANAGEMENT SERVICES DEPARTMENT MEMORANDUM D ATE: October 19, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Bryan Ariizumi, Public Safety Supervisor SUBJECT: DISCUSSION REGARDING PROPOSED PROGRAM GUIDELINE FOR THE 72 HOUR PARKING RESTRICTION EXEMPTION RECOMMENDATION: The City Council is requested to provide direction as to how staff is to proceed regarding providing residents with an exemption from the 72 hour parking restrictions. BACKGROUND: 1.On July 20, 2021, Mayor Pro Tem Sternquist asked staff to look into the development of a program that would provide residents with an exemption from the 72-hour parking restriction. 2.On September 7, 2021, the City Council directed staff to bring back a report with recommended solutions to the 72 hour parking restriction for further discussion. ANALYSIS : As directed, staff has prepared recommended solutions for the development and implementation of a 72 Hour Parking Exemption Permit Program. As proposed, the permit program would maintain Temple City’s quality of life and will balance the needs of the residents and the City’s responsibility to enforce local and state parking restrictions and regulations. Staff surveyed 30 cities (Attachment “A”) in the San Gabriel Valley and none offers an exemption to the 72 hour parking restriction. AGENDA ITEM 9.B. City Council October 19, 2021 Page 2 of 4 72 HOUR PARKING EXEMPTION PERMIT PROGRAM RECOMMENDATIONS 1. Only residents with a valid annual Overnight Parking Permit would be eligible to apply for a 72 Hour Parking Exemption Permit. Residents with an annual Overnight Parking Permit have demonstrated a need to park a vehicle on the public street (i.e., insufficient parking on their property). 2. Permits may only be requested and approved for the following reason: a. Resident(s) will be out of town for a prolonged period of time and does not have any person available to move the vehicle. 3. The permit must be displayed face up on the driver’s side dashboard in a vehicle with a valid, and properly displayed, annual Overnight Parking Permit. Permits improperly displayed shall be deemed invalid and the vehicle will be subject to being cited and/or towed. The permit is non-transferrable and is valid only for the vehicle it is issued for. 4. The vehicle must be parked on the street adjacent to the applicant’s residence. a. The permit will be deemed invalid if the vehicle is parked in front of another residence, and the vehicle will be subject to being cited and/or towed. 5. Residents may apply for a maximum of two (2) permits, per vehicle with a valid annual Overnight Parking Permit, in a calendar year. a. Only one (1) permit, per vehicle, may be issued at a time. b. A period of 90 days shall have lapsed before a second permit can be issued. 6. The permit will be valid for up to 144 hours (i.e., 6 days) from the date of issuance. a. The permit will be valid beginning on the date an application is submitted and the permit is issued. EXCEPTION: A resident who needs a permit to begin on a Saturday or Sunday will be issued a permit that is valid beginning on Saturday or Sunday. b. Residents requesting a permit that begins on a Saturday or Sunday must apply for a permit on the Friday immediately preceding the weekend. c. The permit will expire at 11:59 p.m. on the sixth (6th) day of the permit. 7. Permits will only be issued by city staff, in City Hall, during regular business hours. This will ensure that permits are properly tracked and issued. 8. The permit only provides an exemption from the 72 hour and time-limit parking restrictions. All other parking restrictions and regulations (e.g., street sweeping) will be enforced. City Council October 19, 2021 Page 3 of 4 9. A vehicle displaying a valid disabled placard or license plate would be allowed to park without displaying a 72 Hour Parking Exemption Permit. Under state law, vehicles properly displaying a valid disabled placard or license plate may park on streets where preferential parking privileges are given to residents and merchants. a. Placard holders do not need to report to, or obtain permission from, the City to exercise the exemptions in the permit program. 72 HOUR PARKING EXEMPTION PERMIT APPLICATION The application for a 72 Hour Parking Exemption Permit shall collect the following information: 1. Name of applicant 2. Address of applicant 3. Phone number(s) of applicant 4. Email address of applicant 5. Annual Overnight Parking Permit number 6. Vehicle Information a. Make b. Model c. Color d. License plate number 7. Reason for requesting a permit 8. Dates for which a permit is being requested 9. Name of person processing the application 10. Application approved or denied 11. 72 Hour Parking Exemption Permit number 12. Date permit issued 13. Date permit expires 14. Date the permit was issued 72 HOUR PARKING EXEMPTION PERMIT The following information shall be printed or written on the 72 Hour Parking Exemption Permit: 1. 72 Hour Parking Exemption Permit number 2. Annual Overnight Parking Permit number 3. Vehicle make 4. Vehicle model 5. Vehicle color 6. Vehicle license plate number 7. Location (address) vehicle will be parked 8. Date permit issued 9. Date permit expires 10. Initials of person issuing the permit City Council October 19, 2021 Page 4 of 4 The 72 Hour Parking Exemption Permit shall be printed on a half-sheet (5 ½” x 8 ½”) cardstock paper. The color of the permit shall be any color other than red or bright orange. Red paper is currently used for Residential Parking Permits and bright orange paper is used for Oversized Vehicle Permits. Using a different color paper will aid in easily distinguishing the type of permit being displayed in the vehicle. CITY STRATEGIC GOALS: City Council’s direction regarding a 72 hour parking exemption promotes the City’s Strategic Goal of Good Governance. FISCAL IMPACT : This item does not have an impact on the Fiscal Year (FY) 2021-22 City Budget. ATTACHMENT: A.
