AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH T &M ASSOCIATES FOR GENERAL ENGINEERING SERVICES
TO PREPARE AN APPLICATION FOR THE FY 2021
PASSENGER FERRY GRANT PROGRAM
WHEREAS, the Borough of Carteret is in need of professional General Engineering
Services with regard to the FY2021 Passenger Ferry Grant Program Application for the
FTA's Fiscal Year 2021 Passenger Ferry; and
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said engineering
set-vices at a total cost not to exceed $4,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that fiords me or will be available
for said purpose. Acct. it: 1-01 -20- 165 -254
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for professional
General Engineering Services and FY2021 Passenger Ferry
Grant Program Application for the FTA's Fiscal Year 2021
Passenger Ferry at a total cost not to exceed $4,000.00, billable
in accordance with T &M's existing contract with the Borough,
is hereby approved.
2. That annexed hereto is a copy of said proposal,
3. That this action is approved as an award of a professional
services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in
accordance with the Borough's Fair and Open Process as
authorized by law.
4. A copy -of this Resolution be forwarded to the Borough's
Finance Department and T &M Associates.

Re: Proposal for Professional Services to Prepare an Application for the FY 2021 Passenger
Ferry Grant Program
Dear Mayor Reiman:
As you are aware, on August 6, 2021, Federal Transit Administration (FTA) announced the FY2021
Passenger Ferry Grant Program Notice of Funding Opportunity (NOFO). On Tuesday, August 31, 2021, at
2:30 p.ml, T &M attended a webinar hosted by FTA, that provided information about FTA's Fiscal Year 2021
Passenger Ferry notice of funding opportunity, including application eligibility and criteria, and the
submission process. The application period for the FY21 Passenger Ferry Program closes on October 5,
2021.
As you've stated via email, it is understood the Borough would like our office to coordinate with NJ Transit
to prepare and submit a funding application similar to the 2017 award. It is understood that the
application will need to be submitted by NJ Transit on behalf of the Borough of Carteret, since NJT is the
NJ designated recipient of FTA section 5307 funds.
The cost to prepare and coordinate with NJ Transit to submit the application is proposed as a not to
exceed fee of $4,000. Our services will include preparation of the six (6) page application form which has
been attached for convenience.
