HomeMy Public PortalAbout09) 9B_Primrose Park Public Art Recommendation Staff Report 2021-11-16_v2 w attachmentPARKS AND RECREATION DEPARTMENT MEMORANDUM D ATE: November 16, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Adam Matsumoto, Director of Parks and Recreation SUBJECT: PRIMROSE PARK PUBLIC ART RECOMMENDATIONS RECOMMENDATION: The City Council, upon recommendation by the Primrose Park Art Element Ad Hoc, is requested to approve the public art recommendations for five locations and allocate Art in Public Places funds not to exceed $50,000. BACKGROUND: 1.The Primrose Park Art Element Ad Hoc was formed on May 19, 2020, consisting of Mayor Vincent Yu and Councilmember Fernando Vizcarra. 2.The Primrose Park Art Element Ad Hoc (Mayor Yu, Councilmember Vizcarra, Kathy Keelin and Robert Hepler) met on the following 4 dates, June 11, 2021, August 23, 2021, September 27, 2021, and November 3, 2021, to discuss and decide on public art pieces for Primrose Park. At their final meeting the Ad Hoc came to a consensus for recommendations to the City Council. ANALYSIS: The Primrose Park Art Ad Hoc met over four meetings to develop public art ideas and finalize a recommendation to be presented to City Council. The approved park concept design identified three locations for public art. In addition, per the State’s Prop 68 funding parameters, public art is a requirement of the grant. Over the course of the meetings the Ad Hoc identified a total of five locations (two were added to further expand art elements) for public art encompassing a variety of art mediums. The Ad Hoc used nature as a guiding theme to develop the public art recommendations, mirroring the themes of nature that are present in the playground AGENDA ITEM 9.B. City Council November 16, 2021 Page 2 of 3 and other park elements. Location 1 – Butterfly Benches Location 1 is located next to the walking path in the southwest corner of the park. A total of three butterfly benches are proposed for installation at this location, installed on a half-circle concrete pad. The butterfly benches will be arranged in a half circle with the middle bench being the largest, and two smaller benches located to the right and left of the largest bench. Behind the benches the location will be landscaped with flowering plants to create a natural habitat for butterflies. Each of the benches can be painted in a variety of colors, including designs to mimic butterflies such as a monarch. Primrose Park contractor (CEM Construction) will complete the concrete work and installation of benches as part of their existing contract. Location 2 – Child Bronze Sculpture Location 2 is located to the north of the property, adjacent to the playground and exercise equipment. The proposed bronze statue is of a young child with a parrot, like the local parrot that inhabit Temple City. The statue will be installed on a concrete pad at ground level. The placement and direction of the statue will be oriented in a way that is complimentary to the tile mural (of similar theme) that is in close proximity. Primrose Park contractor (CEM Construction) will complete the concrete work and installation of benches as part of their existing contract. Location 3 – Mountains Tile Mural Location 3 is located along the north boundary wall of the park, near the proposed bronze statue. The proposed tile mural (7ft. tall by 10ft. wide) consists of the San Gabriel Mountains and features parrots, camellia flowers and primrose flowers. The tile mural will serve as a standalone art piece, and can also serve as a backdrop for the bronze statue with a similar theme. The tile mural will be offset from the walking path and feature landscaping at the base. Primrose Park contractor (CEM Construction) will construct the angled display wall and lighting as part of their existing contract. Tile installation will be completed by artist. The Ad Hoc worked with Laguna Beach based tile artist Jesse Bartels to design the murals. Mr. Bartels hosted an exhibit at this year’s Sawdust Festival which was seen by an Ad Hoc member. The Ad Hoc followed up with information on the City’s Primrose Park project and visited Mr. Bartels workshop along with his installations. Based on the scope and quality of work, the Ad Hoc decided to move forward with Mr. Bartels. Location 4 – Koi Pond Tile Mural Location 4 is located on the north wall (park facing) of the restroom and storage building. The proposed tile mural (4ft. tall by 6.5ft. wide) consists of a koi pond scene and will be placed above the drinking fountain. The Ad Hoc worked with Laguna Beach based tile artist Jesse Bartels to design the koi pond mural as well. Tile installation will be completed by artist. City Council November 16, 2021 Page 3 of 3 Location 5 – Custom Bike Racks Location 5 is located near the main entrance of Primrose Park. The Ad Hoc took this opportunity to create a custom bike rack in place of the standard designs. The bike rack design features a camellia flower along with the park name. Three bike racks are proposed for the entrance. Primrose Park contractor (CEM Construction) will secure and install custom bike racks as part of their existing contract. Currently there is $85,000 of unallocated monies in the Art in Public Places fund. To fund the proposed Primrose Park art pieces, the City Council may allocate the monies from the Art in Public Places fund. Below is a table listing the estimated cost of each art element. Estimated costs do not include tax or shipping. An amount not to exceed $50,000 of Art in Public Places funds is recommended to cover additional costs of taxes and shipping. FISCAL IMPACT: This item requests an allocation of $50,000 from the Art in Public Places Funds. Regular maintenance of art pieces will be covered by annually approved general fund budget.
