HomeMy Public PortalAbout06) 7D_Camellia Festival_Staff Report_final w attachmentPARKS AND RECREATION DEPARTMENT MEMORANDUM D ATE: December 7, 2021 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Adam Matsumoto, Director of Parks and Recreation SUBJECT: REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR SUPPORT AND AUTHORIZATION FOR USE OF STREETS AND FACILITIES FOR THE 2022 CAMELLIA FESTIVAL RECOMMENDATION: City Council support for the 2022 Camellia Festival is requested as follows: 1.Authorize use of City owned facilities, as identified in the attached letter from the Camellia Festival to the City Manager (Attachment “A”); 2.Authorize use of streets and parking areas including temporary parking bans and street closures for the festival and parade as identified in the attached letter from the Camellia Festival to the City Manager; 3.Approve the permit for use of the Los Angeles County (County) Library parking lot for the 2022 Camellia Festival and authorize staff to execute (if available prior to the library construction project); 4.Authorize Bingo in Temple City Park, pursuant to Section 4-1F of the TCMC and waiver of the $50 license fee; 5.Authorize sponsor banners in Temple City Park and Live Oak Park, pursuant to Section 3-5D-10 of the TCMC; 6. Authorize use of City’s Social Media accounts to advertise Camellia Festival activities; and 7. Authorize Camellia Festival banners and flags in Temple City Park, pursuant to Section 3-5D-10 of the TCMC. AGENDA ITEM 7.D. City Council December 7, 2021 Page 2 of 3 BACKGROUND: 1. In 1944, the first Camellia Festival (Festival), sponsored by the Women’s Club of Temple City, was held. 2. In 1960, the Festival became a joint venture of the City of Temple City and the Temple City Chamber of Commerce. Festival activities were planned and coordinated by the Temple City Camellia Festival (TCCF) Executive Board (Board), a volunteer organization. Operating expenses for the Festival are funded by the Festival’s revenue and the funds are kept separate from the City. 3. In 1990, the City became the sole sponsor of the Festival and continues to sponsor Festival events annually. As the sponsor of the Festival, the City provides insurance, staff support, and facilities for Festival events. 4. On October 20, 2015, the City Council approved a Master Agreement with the TCCF formalizing the relationship between the City and the TCCF clearly defining the responsibilities and obligations of each party. 5. On October 20, 2020 the City Council approved the First Amendment between the TCCF and City extending the Master Agreement an additional three (3) years. 6. Festival Director, Dawn Tarin submitted a request for City support for the 2022 Camellia Festival to the City Manager dated November 17, 2021. ANALYSIS: The 2022 Camellia Festival will return to a more traditional, on-site event with some continued pandemic related modifications. The festival will take place from February 25 – 27, 2022 at Temple City Park with the parade occurring on Saturday, February 26. Event modifications for 2022 include the hiatus of the beer garden and transition of the Camellia Festival luncheon to an outdoor event on Sunday, February 27. Prior to the festival, the Royal Play Day and Coronation are scheduled to be outdoor activities, unless there are changes to access to indoor City facilities. The Camellia Festival will coordinate with staff to stay apprised of the latest L.A. County Health Order guidelines to ensure the Play Day and Coronation follow protocols. All activities will follow the most current L.A. County Health Order and comply with all health and safety protocols. Similar to previous years, staff recommends the City purchase special event insurance City Council December 7, 2021 Page 3 of 3 for the 2022 Camellia Festival which adds another layer of protection for the City. The coverage provides liability insurance when the City’s premises are used for special events such as the parade and carnival. All events must be approved and rated by the insurance carrier. There is no deductible, and the member is added as an additional insured, if entered on the certificate. Liability limits are purchased in $1,000,000 per occurrence increments. The City Council is requested to review and approve the requests from the Temple City Camellia Festival as identified in the letter to the City Manager dated on November 17, 2021. CITY STRATEGIC GOALS: Approval of the various requests from the TCCF will further the City's Strategic Goal of Quality of Life. FISCAL IMPACT: The City Council as part of the Fiscal Year (FY) 2021-22 City Budget has appropriated funds for this event, the majority of which is staff costs in support of the parade and the three day carnival. Funds are available for the special event insurance in account # 01- 940-57-4630 R22-07. It is not anticipated that the request from the Festival Board will have an additional impact on the FY 2021-22 City Budget. ATTACHMENT: A. Temporary parking ban and street closure on Las Tunas Drive from Rosemead Boulevard to Kauffman Avenue on Saturday (2/26/22) from 6:00 a.m. until 1:00 p.m. for parade and parade assembly. Temporary parking ban and street closure on Las Tunas Drive from Golden West Avenue to Baldwin on Saturday (2/26/22) from 6:00 a.m. until 3:00 p.m. for band disbursement. Temporary parking ban on south side of Las Tunas Drive between Temple City Boulevard and Camellia Avenue from Friday morning (2/25/22) to Saturday afternoon (2/26/22) for installation and removal of grandstand bleachers. Temporary parking ban and street closure on Sultana, from Broadway to Hermosa for parade participants on Saturday morning (2/26/22) from 6:00 a.m. until 1:00 p.m. Temporary parking ban and street closure on Hart, from Las Tunas Drive to Hermosa for parade participants on Saturday morning (2/26/22) from 6:00 a.m. until 1:00 p.m. Temporary parking ban and street closure on Loma, from Las Tunas Drive to Hermosa for parade participants on Saturday morning (2/26/22) from 6:00 a.m. until 1:00 p.m. Temporary parking ban and street closure on Kauffman Avenue from Woodruff to Workman Avenue for parade disbanding on Saturday morning (2/26/22) from 6:00 a.m. until 1:00 p.m. Temporary parking ban on the north side of Broadway between Encinita and Sultana for the purpose of unloading bands and equipment from 6:00 a.m. until 1:00 p.m. on Saturday (2/25/22). Temporary parking ban on the east side of Golden West between Las Tunas Drive and Woodruff for the purpose of carnival ride set up from 6:00 a.m. Wednesday (2/23/22) until 4:00 p.m. Friday (2/25/22) for carnival ride placemant. Temporary parking ban on Saturday (2/26/22) from 6:00 a.m. until 1:00 p.m. for drop-off of parade participants on: • • • Hermosa between Rosemead Boulevard and Encinita; Loma between Las Tunas Drive and Hermosa; and Hart between Las Tunas Drive and Hermosa. Temporary parking ban on Woodruff between Rowland and Kauffrnan for bus route to the Temple City First Baptist Church parking lot from 6:00 a.m. until 3:00 p.m. on Saturday (2/26/22). Temporary parking ban on Rowland Avenue from Las Tunas Drive to Garibaldi for bus parking, from 6:00 a.m. until 12:00 noon on Saturday (2/26/22). On or before February 7, 2022 a letter will be sent to residents and businesses affected by street closures. On or before February 14, 2022 a robo call will be sent to residents and businesses affected by street closures. BANNERS Authorization for 4 x 30 Street Banner for Temple City Camellia Festival at Temple City Boulevard & Las Tunas Drive from January 28, 2022 until February 28, 2022, installation to be completed by City Staff, and waiver of associated fees. Authorization to hang sponsor banners in Temple City Park from February 18, 2022 to February 28, 2022. Authorization to hang Camellia Festival banners on light poles in Temple City Park from February 1, 2022 until February 28, 2022. Authorization to place the "Parade Begins Here" banner from the Arch located at 9050 Las Tunas Drive from February 7, 2022 to February 28, 2022. This property is currently being used by the County of Los Angeles as the Temporary Library location. Authorization to utilize the parking lot at 9050 Las Tunas Drive placement of portable toilets and parade assembly on from Friday, February 25, 2022 (locked until Saturday morning until Saturday, February 26, 2022 at 4:00 pm. If available, authorization to utilize the building at 9050 Las Tunas Drive to accommodate dignitaries and judges on Saturday, February 26, 2022 from 7:00 am until 1:30 pm. It is understood that the building may be utilized by the County of Los Angeles at this time, and therefore may not be available. MISCELLANEOUS City contribution of $50 to each organization that constructs and enters a float in the parade. Authorization for certain local youth and community organizations, as recommended by the Camellia Festival Committee, to sell food, patches, etc. along the parade route. Authorization for City staff to assist in publicizing the 2022 Camellia Festival on the City's website and social media profiles.
