February 2nd, 1940a The regular meeting of Council was held to -day at 3:00 p.m., in the Council Chamber in the Town Hall, and was attended by Mayor Righton, who presided, and Councilmen Lovell,Slotin, Young, Haar, and Town Ateorney Dutton. The minutes of the meetings of November 3rd, 27th, December lst, 22nd and January 5th were read and adopted. Councilman Slotin stated that theamountnof funds on hand on Feb, lst was $1757.00, he suggested that the Town should be on a monthly paying basis and also that the $1500.00 likadukasxlmax . ptazactxtaxidmagaxamalmitaxdx which was expectedfrom the sale of the property where the jail is located, to D.D.Hankins, should be ear - marked for use of the proposed new jail. That from the expected income and disbursements statement to April 30th, 1940, he antleipated a deficit of over $2,000.00. Councilman Slotin :submitted a number of bills against the Town covering materials purchased amoynting to $1464.19 acid moved: C that they be paid, Councilman Haar seconded and the motion passed. The Tybee Waterworks submitted a bill for water service rendered to the beach erosion project and cancelled the charge, Councilman Logan moved that a vote of thanks be extended to the TWW for their fine cooperation, Councilman Slotin seconded and the motion passed Mayor Righton asked where the proposed new jail-was to be located and was informed that it thought of putting it behind the Town Hall but that some objections had been raised to that as some ' people had objected to putting a jail in the public park and in- timated that if it was started that legal action might be resorted to to stop it. The committee Was requested to check up on the location of a site, the costs ect., and report back at the next meeting. Councilman Haar moved that lots 32 and 33, wagrd 5, be sold to D.D.Hankins for $1500.00 this being the best offer that could be obtained for them, this property is where the jail is located, Councilman Lovell seconded and the motion passed.See resolution on ID) g, ;= 101 Mayor Righton informed Council that recently quite anumber of documents were drawn up and signed by him, without.obligation to the Town, for the proposed new sea -wall extending from 2nd to 14th street. The matter of purchasing a roadworking machine for use on the streets of the island were discussed and the matter was referred to Councilman Logan to investigate and report back. Councilman Slotin moved. that Mrs. Rose S.Doolan be allowed the 20% discount on her 1939 taxes provided that they are paid within thirty days, Councilman Logan seconded and the motion passed. Councilman Logan moved that a floral wreath be_sent to Mrs.John £.Bergman, who recently died, Councilman Harr seconded and the motion passed. Ward 5; and, WHEREAS, D. D. Hankins of Savannah, Chatham County, Georgia, has offered to buy the aforesaid tract of -land for the sum of One Thousand Five Hundred Dollars ($1500.00) cash; and, WHEREAS; it is to the best advantage of the said municipality to sell the aforementioned property to the said D. D. Hankins for the sum of One Thousand Five Hundred Dollars (1500.00) cash; NOW THEREFORE BE IT RESOLVED by the Mayor and Councilmen-of the Town of Savannah Beach, Tybee Island, in Council assembled, that the Mayor be and he is hereby authorized to sign and execute a fee simple deed on behalf of the Mayor and Councilmen of the To of Savannah Beach, Tybee Island, to Lots numbered 32 and 33, Ward 5, now awned by the Town of Savannah Beach, Tybee Island, to D. D. Hankins of Savannah, Chatham County, Georgia, for the sum of One Thousand Five Hundred Dollars ( Ib00.00) cash, the said municipality paying for the revenue stamps whioh shall be attached to said deed. to the savings on premiums on fleet policies. The Matter was referred to Councilman Slotin. Councilman Young moved that thanks be extended to Mr. Edward S.Stoddard for his kindness in permitting the use of his office at 224 E. Bay. Itreet during the time that the registration} book was kept open in Savannah, Councilman Harr seconded and the motion passed. Councilman Haar moved that the salaries of W.T.Veronee be restored to $110.00 per month; Of:- ::Hoke ..,Smith berestored to $100.00 per month; and that of J.A.Bergman be restored to $125.00, effective February 1st, 1940, Councilman Logan seconded and the motion passed. Councilman Logan moved that the following resolution be adopted Councilman Haer seconded and the motion passed: RESOLUTION. BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach. Tybee Island, in Council assembled: WHEREAS, there exists a casual deficiency in the revenue of this municipality and it is necessary to make a temporary loan to supply this deficiency; THEREFORE BE IT RESOLVED by the authority aforesaid that the Mayor of the Town of Savannah Beach, Tybee Island, for the purpose of supplying the said deficiency in revenue, be and he is hereby authorized o borrow in the name of the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island from the Citizens Bank and Trust Company of Savannah, Georgia, the sumtp to and not exceeding Three Thousand ($3000.00)Dollars and /give and execute a note and /or notes of the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, for any sum up to and not exceeding the sum of Three Thoudand ($3000.00 Dollars bearing interest from date of the execution of said note and /or notes at the rate of four per cent 04%) per annum.
