Existing Regulations
•Vacant & Abandoned Properties (TCMC §4-2I)
Regulates properties in default or foreclosure
Requires properties to register with the City
Prohibits nuisance type conditions
•Public Nuisance (TCMC §4-2C)
Prohibits conditions such as:
Overgrown vegetation
Graffiti
Accumulation of junk, trash, or debris
Unmaintained swimming pools
Applies to all properties, vacant or not

Vacant Properties
•Properties that have been vacant for an extended period
•Within areas of economic development focus
•No plans for construction
•Former site of a building
•Building with no tenant

Purpose
•Minimize and prevent blight
•Promote economic investment
•Improve aesthetics

Proposed Regulations
•Require:
Fencing
Landscaping in front of fence
Regular maintenance

•Apply to:
Non-residential uses/properties
Undeveloped lots
Vacant structures

Recommendation
The City Council is requested to:
Provide direction to staff on whether to initiate an amendment to the Temple City Municipal Code (TCMC ) requiring additional maintenance standards for vacant properties.
