Ellis /sj, resident of the rs Council Mayor ORDINANCE NO. �z",�' AN ORDINANCE PROVIDING FOR AND DIRECTING THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY OF JEFFERSON, COLE COUNTY, MISSOURI, T A SPECIAL ELECTION TO BE HELD IN SAID CITY ON TUESDAY, THE 5TH AY OF NOVEMBER, 1957s OF TWO SEPARATE PROPOSITIONS FOR THE INCURRI F INDEBTEDNESS AND THE ISSUANCE OF BONDS OF SAID CITY TO PROVIDE FUNDS FOR CERTAIN PUBLIC IMPROVEMENTS. WHEREAS, in the opinion of the City Council of the City of efferson,' Cole County, Missouri, it has become and is necessary to provide certain public improvements in said City as hereinafter set forth, to-wit: (1) creating, opening, and improving public streets n said City and acquiring rights of way for streets designated as expressways,, at an estimated cost of Two Million, Two Hundred Twenty-five Thousand Dollars ($2,225,000) , and (2) planning, designing, acquiring, constructing, equipping, and improving roperty for parking motor vehicles in said City, at an estimated cost of Seven Hundred Fifty Thousand Dollars ($750,000) ; and WHEREAS, the aforesaid sums exceed the current income and evenues of said City and funds therefor are not now available in he City Treasury; and WHEREAS, the said City is authorized, under the Constitution nd Laws of the State of Missouri, to incur indebtedness for the aforesaid purposes upon the assent of two-thirds of the quali- fied electors of said City voting on the respective propositions at an election to be held for that purpose, and provided that the amount of such indebtedness, when added to all outstanding indebted- ness of said City, shall not exceed any limit prescribed by the onstitution and Laws of the State of Missouri; and WHEREAS, the value of taxable, tangible property within said ity, as ascertained by the assessment for state and county purpose de as of January 1, 1956, and being the last completed assessment prior to the date of the election hereinafter provided for, was as follows: Real estate. . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .$ 2596539310 Tangible personal property. . . . . . . . . . . . . . . . .$ 4,8379365 ., Merchants and manufacturers. . . . . . . . . . . . . . . .$ 19980,549 Railroad, telegraph, telephone, and utility properties. . . . . . . . . . . . . . . . . . . . . . .$ 124602947 TOTAL. . . . . .$ 3399329171 and WHEREAS, the said City now has outstanding the following indebtedness and none other, to-wit: AMOUNT DATE OF ISSUE PURPOSE OUTSTANDING July 1, 1940 Fire Equipment $ 39000 September 1, 1944 Airport ..1359000 Wr� DATE OF ISSUE PURPOSE OUTSTANDING August 1, 19+6 Street Improvement 1079000 February 1, 1948 Bridge 1429000 February 1, 1948 Public Park 1329000 June 1, 1951 Fire Equipment 13,000 November 1, 1953 Airport Improvement 401,000 November 1, 1953 Street Improvement 94,000 May 1, 1956 Fire Equipment 45,000 TOTAL. . 4 7119000 nd WHEREAS, the amount of bonded indebtedness now proposed to be ncurred, when added to the aforesaid outstanding indebtedness, will of exceed any constitutional or statutory limit of indebtedness: NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FFERSON, COLE COUNTY, MISSOURI, AS FOLLOWS: SECTION 1. That a special election shall be and the same is hereby called and ordered to be held in the City of Jefferson, Cole County, Missouri, on Tuesday, the 5th day of November, 1957, for he purpose of submitting to the qualified electors of said City the following propositions: PROPOSITION NO. 1 Proposition to issue the general obligation bonds of the City of Jefferson, Cole County, Missouri, to the amount of Two Million, Two Hundred Twenty-five Thou- sand Dollars ($2,225,000) to provide funds for the purpose of creating, opening, and improving public streets in said City and to pay one-half the cost of acquiring rights of way for streets designated as expressways, all the remainder of the cost of such rights of way and all the cost of constructing and maingaining such expressways to+ be paid from State and Federal funds. PROPOSITION NO. 2 Proposition to issue the general obligation bonds of the City of Jefferson, Cole County, Missouri, to the ainount of Seven Hundred Fifty Thousand Dollars ($750,000) to provide funds for the purpose of plan- ning, designing, acquiring, constructing, equipping, and improving property for parking motor vehicles in said City. SECTION 2. That the said special election shall be held in all of the wards of said City and at the polling places hereinafter , designated in the form of "NOTICE OF SPECIAL ELECTION" as set forth in Section 3 hereof. The polls of said election shall be opened at the hour of o'clock A.M. and shall continue open until the hour of 7 o'clock P.M. on said day. The said special election shall be conducted and held and the results thereof shall be certified, canvassed, and declardd in all . respects in conformity with the Constitution and Laws of the State of Missouri governing elections in theCity of ,Jefferson and in accordance with the ordinances of said City. SECTION 3. That the City Clerk be and he is hereby authorized and directed to give notice of said special election by publication in The Post Tribune, a newspaper printed and published in the City of Jefferson and of general circulation therein. The said notice hall be published in said newspaper once a week for four cons,ecuti weeks and on the same day in each week. The first publication of said notice shall be made at least twenty-one (21) days before the date of said election and the last publication shall be made within two (2) weeks of the date of said election. High St. Precinct No. 2 - Central Motors, 1001 E. High St. Precinct No. 3 - Joe Schulte Residence, 200 Polk St. IN THE SECOND WARD: Precinct No. 1 - Wymore Apts. , McCarty & Washington Sts. Precinct No. 2 - Basement Cole County Courthouse IN THE THIRD WARD: Precinct No. 1 - N.O. Nelson Mfg. Co. , 308 Mulberry St. Precinct No. 2 - Mace Building, 711 Main St. Precinct No. 3 - Hobbyland, 2001 W. Main St. Precinct No. 4 - West School. IN THE FOURTH WARD: Precinct No. 1 - Carpenter's Building, Old Broadway School Precinct No. 2 - Fred Gozia, 903 Jefferson St. Precinct No. 3 - Southwest School, St. Mary's Blvd. IN THE FIFTH WARD: Precinct No. 1 - Annex Central School Precinct No. 2 - Ben Rackers Residence, 706 Clark Ave. Precinct No. 3 - Johnny's Market, 1217 Monroe Precinct No. 4 - State Park The polls of said election will be opened at the hour of 6 o'clock A.M. and will continue open until the hour of 7 o'clock P.M. on said day. All persons who are legal voters in said City will be entitled to vote at the said special election. SECTION 5. That the City Council shall hereafter designate my qualified persons to serve as judges of the aforesaid special election. SECTION 6. That the City Clerk shall be and he is directed o transmit a certified copy of this ordinance to the Clerk of the ounty Court of Cole County, Missouri, for his information and uidance. SECTION 7. That all ordinances or parts of ordinances in conflict with this ordinance shall be and the same are hereby repealed, insofar as they may so conflict. SECTION 8.
