OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; AND J.KONOPEK, CHIEF OF POICE. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins c alled the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Zack Spence, Boy Scout Troop #13 led the pledge to the flag. There were approximately 13 persons in the audience. PRESIDENTIAL COMMENTS Trustee Fay moved to appoint John G. Green to the Plan Commission with term expiring on April 30, 2014. Second by Trustee Peck . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes ; Bonuchi, yes . 6 yes, 0 no. Motion carried. Mayor Collins congratulated Mark Chayka for complet ing all of the requirement s to become a Class 4 Wastewater Treatment Operator. TRUSTEES COMMENTS Trustee Rippy wished everyone a Happy 4 th of July. Trustee Bonuchi encouraged everyone to remember the meaning of the holiday. Trustee Lamb: • Congratulated Mr. Green on his appointment to the Plan Commission and pointed out his credentials. • Congratulated Mark Chayka. PUBLIC COMMENTS on items not on the Agenda (3 -5 minu tes per topic) Ms. Vicky Polito expressed concern regarding video gaming and urged the Village Board not to support it. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Peck . Vote by roll call. Fay, yes; Lamb, yes; Peck, yes; Racich, yes; Rippy, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on June 17, 2013 . b) Bills Paid and Bills Payable Reports for July 1, 2013. Village of Plainfield Meeting Minutes – July 1, 2013 Page 2 3) WEINHOLD ANNEXATION AGREEMENT AMENDMENT Trustee Fay moved to open a Public Hearing regarding an amendment to the Weinhold Annexation Agreement for property located at the southeast and southwest corner of 127 th Street and Naperville/Plainfield Road. Seconded by Trustee Bonuchi . Voice Vote. Al l in favor, 0 Oppos e d. Trustee Fay moved to direct the Village Attorney to prepare the necessary ordinances. Second by Trustee Peck . Vote by roll call. ENGINEER’S REPORT No Report. PLANNING DEPARTMENT REPORT Trustee Fay moved to approve the Keller’s Farmstand for the summer of 2013 at the Plainfield Business Commons. Second by Trustee Rippy . WEINHOLD ANNEXATION AGREEMENT AMENDMENT Mayor Collins called the meeting to order at 7:09 p.m. Present roll call stands. Mr. Garrigan stated that the applicant is seeking to extend the Annexation Agreement for the subject 8.74 acres of property located at the southwest and southeast corner of Naperville -Plainfield Road and 127 th Street for an additional 20 years. The first amendment to the Annexation Agreement for the Weinhold property that was approved by the Village Board in 2011 did not include the subject parcel. The original Weinhold Annexation Agreement was approved in July 1994 and will expire next year. The Wei nhold family , in anticipation of selling the subject property for commercial use , is proposing that the agreement be extended for an additional 20 years. Mr. Garrigan pointed out that under the terms of the annexation agreement, the subject property is entitled to B -3 zon ing and the commercial uses allowed under the B -3 district. The subject property contains a number of potential historic landmarks and any commercial development on the subject site should be balanced with the historical significance of these structures. Mr. Garrigan pointed out that any future development will require a future site plan review and approval by the Village Board. Trustee Fay asked if there was any language in the existing annexation agreement pertaining to the historic structures. Mr. Gar rigan stated that there is not. Mr. David Wentz, attorney for the applicant, stated that the applicant owns a small engine repair shop and is looking to expand. Mr. Witte, applicant, stated that he appreciates the historical value of the property and does not have any plans to remove the barn. Mr. Michael Lamber t stated that he was on the Village Board in 1994 when the annexation agreement was approved. The historic nature of the property was brought up, but at that time, there wasn’t any legislation in p lace to address it. Ms. Suzanne Derrick stated that the historic structures should be preserved. Mr. Witte, applicant, stated that he appreciates the historical value of the property and does not have any plans to remove the barn. Trustee Racich stated tha t he does not want any surprises and would like to see a site plan. Trustee Racich urged the applicant to work with the Village Staff. Mayor Collins pointed out t hat the motion before the Board this evening is to direct the Village Attorney to prepare the ordinances. Mayor Collins also urged the applicant to work with the Staff prior to the ordinances coming back for a vote. Trustee Fay moved to adjourn the Public Hearing and return to the regular business meeting. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed.
