The deadline to file a ballot question with the County Clerk for the May election is March 29, 2021. Staff will review the following information that was developed based on recent Library Board of Trustee’s work, public feedback and prior Council direction. Corresponding material is attached.  Update on Expansion Project Budget revisions and fundraising by Board of Trustees  Summary of pros/cons for a May 18, 2021 election  Public Outreach Plan for a May 18, 2021 election  Analysis of internal borrowing vs. annual non-appropriation lease financing terms with recommended repayment sources for Parks Relocation project RECOMMENDED ACTION: 1. Direct staff to schedule Bond Ordinance adoption process and prepare materials for May 18, 2021 election OR direct staff to continue work with Library Board for a future election date. 2. Direct staff to prepare budget amendments for internal borrowing against General Fund reserve to finance the Parks Relocation over ________ years with repayment by Tourism Local Option Taxes and to appropriate funds to the CIP for the project to commence in FY21. RECORD OF COUNCIL ACTION MEETING DATE ACTION Direction to prepare internal borrowing and non-appropriation lease financing terms and repayment 12/3/2020 options for Parks Relocation project. Joint Special Work Session with Library Board to review focus group feedback. Direction to identify 10/30/2020 $500k cost savings from Expansion Project. Confirmed relocation of Parks facility. Direction to identify other borrowing options for relocation.
