Councilman Young moved that thanks be extended to Mr. Edward
S.Stoddard for his kindness in permitting the use of his office
at 224 E. Bay. Itreet during the time that the registration} book
was kept open in Savannah, Councilman Harr seconded and the motion
passed.
Councilman Haar moved that the salaries of W.T.Veronee be restored
to $110.00 per month; Of:- ::Hoke ..,Smith berestored to $100.00 per
month; and that of J.A.Bergman be restored to $125.00, effective
February 1st, 1940, Councilman Logan seconded and the motion passed.
Councilman Logan moved that the following resolution be adopted
Councilman Haer seconded and the motion passed:
RESOLUTION.
BE IT RESOLVED by the Mayor and Councilmen of the Town of
Savannah Beach. Tybee Island, in Council assembled:
WHEREAS, there exists a casual deficiency in the revenue of
this municipality and it is necessary to make a temporary
loan to supply this deficiency;
THEREFORE BE IT RESOLVED by the authority aforesaid that the
Mayor of the Town of Savannah Beach, Tybee Island, for the
purpose of supplying the said deficiency in revenue, be and he
is hereby authorized o borrow in the name of the Mayor and
Councilmen of the Town of Savannah Beach, Tybee Island from
the Citizens Bank and Trust Company of Savannah, Georgia, the
sumtp to and not exceeding Three Thousand ($3000.00)Dollars
and /give and execute a note and /or notes of the Mayor and
Councilmen of the Town of Savannah Beach, Tybee Island, for
any sum up to and not exceeding the sum of Three Thoudand
($3000.00 Dollars bearing interest from date of the execution
of said note and /or notes at the rate of four per cent 04%)
per annum.

A special meeting of Council was held to- day -at
in the Council Chamber, and was attended by Mayor Righton,
who presided, and Councilmen May, Biotin, Lover., Logan,
Young and Haar, and Town Attorney Dutton, also Mr. 4.P.
Morgan.
Mir. Morgan presented data on a road working machine that
118 was endeavoring to interest the Town in purchasing.
Mayor Righton informed Council that that the convoits had

be En removed from the island and that only S were left, that
he had handled the matter with Mr. Burns, the warden, of the
Chatham County Convicts, and was requested to handle the matter
with the County Commissioners. Councilman Young maoved that
the Mayor appoint a Committee to go with the Mayor to call
on the Commissioners in an effort to get the matter starightened
out. Councilman Haar seconded and the motion passed.
Councilman Young moved for the adoption of the foliowing.resol-
ution, Councilman Lovell seconded and the motion passed:
RESOLUTION.
WHEREAS, Section 10 of the Savannah Beach, Tybee Island, Charter
Amendments enacted by the General Assembly and approved by his
Excellency the Govenor of said State on the 24th day of March,
1939, (Georgia laws, 1939, page 1372) requires that the first
Primary Election provided for under the Charter Amendments as a
aforesaid shall be conduoW and held under the jurisdiction
and authority of three (3) impartial and disinterested umpires,
who shall be a iected by'the Mayor and Councilmen of the Town
of Savannah Beach then in office, who shall arrange and provide
for all the rules and regulations and details of the Primary not
provided fcr and not inconsistent with anything provided for in
the laws of the State of Georgia; and,
'WHEREAS, the Charter Amendments e acted and approved by the
General Assembly of Georgia, 1939, as aforesaid, require in
Section 9 of said Act that a Primary Election shall be held on
the first Monday in March, 1940, and thereafter upon the first
Monday 1.n perch of each year immediately preceding the Regular
GeneralMuniCipal-Election for Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island; and,
WHEREAS, said municipality now desires to name the three (3)
impartial and disinterested umpires as provided for in Section
10 as•aforesaid;
NOW THEREFORE BE IT RESOLVED by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee, Tybee Island, in Council assembled,
that H.SOL. Clark, A.F.Solms,sr, B.P.Hosti be and the same are
hereby named as impartial and disinterested umpires who shall
arrange and provided for all the rules and regulations and
details of the Primary.Election to be held on the first Monday,
in March, 1940, for the election of Mayor and Councilmen of the
Town of Savannah Beaoh, Tybee Island, Georgia,and that the spid
umpires shall not provided any rules and /or regulations orde-
taile that are incinsistent with the laws of the State of
Georgia.
The Mayor appointed Councilman Biotin as a Committee to handle
the distribution, of insurance for the Town.
Councilman Haar moved that the Town purchase the available
oyster shells from Mrs. Tommie Figg, J.E.Goette, and Sam
Blumenthal at not over 5% per bushel at the pile, Councilman
Lovell seconded and the motion passed.
Councilman Young moved that the balance due the Savannah Beach.
Chamber of Commerce bepaid to them, Councilman Haar seconded
and the motion passed.
Relative to the claim of F.P.Mclntire for compensation, the Town
Attorney was instructed to handle the matter with Mr. McIntire and
endeavor go get a settlement and report back.
Councilman Logan requested that Third Avenue north of First
street be paved, he stated that the property owners in this
section had been promised this for years and nothing has ever
been doen for them.
The Mayor informed Council that the fences along Chatham
Avenue encroaching on the street had been removed.
There being no further business Council adjourn: sub

March 1, 1940.
The regular meeting of Council was held to -day at 5 :00 p.m.
in the Council Chamber, and was attended by Mayor Righton,
who presided, and Councilmen Logan, Lovell, Slotin, Young,
May, Haar, and Town Attorney Dutton.
Councilman Slotin moved that bills totaling $
be passed for payment, Councilman Lovell seconded and the
motion passed.
The Mayor informed Council that the Town had been handicapped
due to the withdrawal of the convicts from the island, and .
was advised that it was necessary for the Commissioners to
do so, but that the convicts had been returned and things
were getting in shape again.
Thec:Ma:yor informed Council that work on cleaning up the
island should be started now.
A letter from Mr. J.Gordon Miller, jr., wasread protesting
against putting a jail in certain sections of the Public Park.
The matter of erecting a building to house the Pubic Library
wqs discussed, the Mayorstating that the Library is a nec-
essary part of the community. No action was taken.
The installation of adequate house sewerage was discussed
and the Mayor stated that he would get in touch with the
State Board of Health requesting their cooperation in mak-
ing a survey of the needs of the island.
The Mayor indormed Council that he expected to hear from
Washington anytime regarding the proposed extension of the
sea -wall.
