SUMMARY STATEMENT:
On January 7, Council received a presentation from Roy Eiguren regarding a legislative concept to update
Idaho Code Chapter 66, Title 39 to reestablish the Big Payette Lake Water Quality Act. The draft bill was

received by city staff on February 3. It is staff’s understanding that Representative Terry Gestrin will

introduce the bill in the House Natural Resources Committee the week of February 8. Mr. Eiguren
requested Council submit a letter in support of the bill.
A draft comment letter will be provided to Council prior to the February 11 Council meeting. As of the
writing of this agenda bill, staff was still reviewing the new legislation. Staff has reached out to Idaho
Department of Environmental Quality (DEQ), which is the agency responsible for monitoring water quality
of Big Payette Lake, for additional information. At this time, DEQ’s position is neutral as they are still
reviewing the bill internally for their own comment.
RECOMMENDED ACTION:
Approve comment letter to Idaho State Legislature and authorize the Mayor to sign all necessary documents.
