( plumbing code have been complied with and that in all other respect
the general ordinances of the City of Jefferson City, Missouri,
pertaining to sewers have been complied with, they shall. endorse
approval on said application and authorize the applicant to make
such connection under the supervision of the Plumbing Inspector.
Section 6. For the inspections made as suggested in the preceding
section, the Building Commissioner and Plumbing Inspector shall
charge and collect such fees as may be authorized by ordinances for
similar inspections within the c!' limits .
Section 7 . The city, through its authorized servants and employees
may cause the private lateral servicing the building or premises of
any applicant to be disconnected for any cause as mentioned in
Section 4, subparagraph (e) of this ordinance.
Section 8 . This ordinance shall be in force and effect from and
after its passage and approval.

AN ORDINANCE DIRECTING THE ISSUANCE OF PUBLIC IMPROVEMENT BONDS OF
THE CITY OF JEFFERSON, COLE COUNTY, MISSOURI, IN THE PRINCIPAL
AMOUNT OF ONE MILLION DOLLARS ($13,000,000) , AUTHORIZED AT A SPECIAL
ELECTION HELD IN SAID CITY ON THE 5th DAY OF NOVEMBER, 1957;
SETTING OUT THE FORM OF SAID BONDS AND THE INTEREST COUPONS TO BE
ATTACHED THERETO, DETERMINING THE RATES OF INTEREST, MATURITIES,
AND PLACE OF PAYMENT THEREOF: AND PROVIDING? FOR THE LEVY OF AN
ANNUAL TAX SUFFICIENT TO PAY THE INTEREST ON SAID BONDS AS IT ACCRUES
AND TO PAY THE PRINCIPAL THEREOF AT MATURITY.
WHEREAS, the City Council of the City of Jefferson, Cole County,
Missouri, by Ordinance No. 6522, duly and regularly adopted at a
meeting of said City Council held on the 9th day of September, 1957
and approved by the Mayor of said City on the 12th day of
September, 1957, did direct that a. special election be held in
said City on Tuesday, the 5th day of November, 1.957, for the purpos
of submitting to the qualified electors of said City the following
propositions:
PROPOSITION NO. 1
"Proposition to issue the general obligation bonds of
the City of Jefferson, Cole County, Missouri, to the
amount of Two Million, Two Hundred Twenty-five Thou-
sand Dollars ($2,225,000) to provide funds for the
purpose of creating, opening, and improving public
streets in said City and to pay one-half the cost of
acquiring rights of way for streets designated as
expressways, all the remainder of the cost of such
rights of way and all the cost of constructing and
maintaining such expressways to be paid from State
and Federal funds ."

WHEREAS, said ordinance did direct that the said election be

WHEREAS; said notice was published in said newspaper once a

WHEREAS, this City Council did appoint judges and clerks of

WHEREAS, the ballot used at said special election was in
ubstantially the form set out in the aforesaid Ordinance No. 6522;

WHEREAS, said election was duly and regularly held in all
espects' as required by the Statutes of Missouri; and
WHEREAS, the judges and clerks of said election, immediately

WHEREAS, the said City Clerk, on the 2nd day of December, 19571

WHEREAS, the aggregate amount of bonds authorized at said
election, to-wit: Two Million, Nine Hundred Seventy-five Thousand
Dollars ($2,975,000) , together with all other indebtedness of said
City, did not on said 5th day of November, 1957, and does not now
exceed any limit of indebtedness prescribed under the Constitution
and Laws of the State of Missouri; and
WHEREAS, the City Council of the City of Jefferson is now
authorized to issue bonds of said City in the amounts and for the
purposes aforesaid; and
WHEREAS, the City Council has found and determined that it is
advisable at this time to issue Eight Hundred Thousand Dollars
($800,000) of the bonds authorized under the aforesaid Proposition
No. 1 and Two Hundred Thousand Dollars ($200,000) of the bonds
authorized under the aforesaid Proposition No. 2 and to combine the
aforesaid bonds into one series of Public Improvement Bonds in the
aggregate principal amount of One Million Dollars ($1,000,000) , and
to retain and reserve the power and authority hereafter, in its
discretion, to issue the remaining One Million, Four Hundred Twenty
five Thousand Dollars ($1,425,000) of bonds authorized under
Proposition No. 1 and the remaining Five Hundred Fifty Thousand
Dollars ($550,000) of bonds authorized under Proposition No. 2; and
WHEREAS, pursuant to notice given as directed by the Council,
bids for the 'aforesaid One Million Dollars ($1,0009000) Public
Improvement Bonds authorized at the aforesaid special election held
on the 5th day of November, 1957, were received on the 7th day of
April, 1958, at which time the said bonds were awarded and sold to
the highest and best bidder therefor; and
WHEREAS, the successful bidder for said bonds has requested
that said bonds be made payable as to principal and interest at the

foresaid request should be approved; and
WHEREAS, THIS Council does now find and determine that it is

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF

SECTION 1. That there are hereby authorized and ordered to be�l

Improvement Bonds of the City of Jefferson, Missouri, to provide
unds in the amount of Eight Hundred Thousand Dollars ($800,000) for)l

The City of Jefferson, Cole County, Missouri, acknowledges
itself indebted and, for value received, hereby promises to pay to
bearer the sum of
ONE THOUSAND DOLLARS
($1,000.00) on the first day of May, 19 , with interest thereon
from the date hereof at the rate of per centum
( %) per annum, payable November 1, 1958, and semi-annually
thereafter on May 1 and November 1 in each year until the principal
hereof shall have been fully paid. Interest accruing on this bond
on and prior to the maturity date hereof shall. be payable upon
presentation and surrender of the. .attached coupons as they severally
become due.
Both Principal of and interest on this bond are payable in
lawful money of the United States of America at the Bank of St. Lou s,
in the City of St. Louis, State of Missouri, and for the prompt
payment of this bond and the interest thereon as and when the same
matures and accrues, the full faith, credit, and resources of the
City of Jefferson, Cale County, Missouri, are hereby irrevocably
pledged.
This bond is one of a series of one thousand (1000) bonds of
like date, tenor, and effect, except as to number, rate of interest
and date of maturity, numbered from One (1) to One Thousand (1000) ,
both inclusive, aggregating the sum of One Million Dollars ($1,000,100
issued by the City of Jefferson, Missouri, to provide funds in the
amount 'of Eight Hundred Thousand Dollars ($800,000) for the purpose
of creating, opening, and improving public streets in said City and
to pay one-half the cost of acquiring rights of way for streets
designated as expressways, all the remainder of the cost of such
rights of way and all the cost of constructing and maintaining such
expressways to be paid from State and Federal funds, and in the
amount of Two Hundred Thousand Dollars ($200,000) for the purpose of
planning, designing, acquiring, constructing, equipping, and
improving property for parking motor vehicles in said City, under
authority of the Constitution and Laws of the State of Missouri and
of an election duly called and held in said City on the 5th day of
November, 1957, whereat more than two-thirds of the votes cast were
in favor of the issuance of this bond and of the issue of which
this bond is one and by further authority of ordinances duly adopte
by the City Council of said City.
It is hereby certified and recited that all acts, conditions,
and things required to be done, precedent to and in the issuance of
this bond, have been done, have happened, and have been performed i
regular and due time, form, and manner, as required by law; that a
direct, continuing annual tax upon all of the taxable, tangible
property in said City has been levied for the payment of the princilial
ofand the interest on this bond; and that the total indebtedness of
said City, including this bond and the issue of which it is ones
does not exceed any statutory or constitutional limit.
IN TESTIMONY WHEREOF, the City of Jefferson, in the State of
Missouri, has executed this bond by causing it to be signed by the
facsimile signature of the Mayor of said City, under the seal of
said City, attested by the manual signature of the City Clerk, and

Semi-annual interest coupons attached to bonds numbered 1 to

SECTION 4. That for the purpose of providing for the payment
of the principal of and the interest on said bonds as the same
shall respectively mature and accrue, there shall be and there is
hereby levied a direct, continuing annual tax upon all of the taxab e
tangible property within the said City of Jefferson, sufficient, of er

and delinquencies in the payment of taxes, to produce in each of

SECTION 5. That the said tax shall be extenided upon the tax
!)rolls and collected in the same manner and at the same time as
`other city taxes are collected, and the proceeds derived from the
collection of such tax shall be credited to a fund hereby created a d
designated "Public Improvement Bonds of 1958 Interest and Sinking
Fund," and shall be used exclusively for the purpose herein require( .
SECTION 6. That, in order to make provision for the payment of
interest which will accrue on said bonds on November 1, 1958, and
prior to the time when the first tax herein provided for can be
levied and collected, there shall be and there is hereby appropriat d
out of the Interest & Sinking Fund of said City the sum of $13,031.25,
which said.sum shall be restored to the aforesaid Fund out of the
first moneys collected on account of the tax herein levied.
SECTION 1 . That the Mayor and the City Clerk are hereby author
ized and directed to cause the bonds herein described to be prepare
and to execute the same as herein provided, to cause the same to be
registered in the office of the State Auditor, and to deliver said
bonds to the purchaser thereof in accordance with the terms of sale
and award.
SECTION S . That the proceeds received upon sale and delivery o
the bonds herein authorized to be issued, immediately upon receipt
hereof, shall be set aside in separate funds in the following amours s and
or the following purposes, to-wit:
The sum of Eight Hundred Thousand Dollars ($800,000) shall be
set aside in a separate fund and shall be used solely and only
for the purpose of creating, opening, and improving public
streets in said City and to pay one-half the cost of acquiring
rights of way for streets designated as expressways, all the
remainder of the cost of such rights of way and all the cost u
constructing and maintaining such expressways to be paid from
State and Federal funds.
The sum of Two Hundred Thousand Dollars ($200,000) shall be
set aside in a separate fund and shall be used solely and only
for the purpose of planning, designing, acquiring, constructing,
equipping, and improving property for parking motor vehicles in
said City.
The accrued interest and the premium received upon sale and
elivery of the aforesaid bonds hsall forthwith be deposited in and
redited to the Public Improvement Bonds of 1958 Interest and Sinj�in
and created in Section 5 of this ordinance.
SECTION 9. That the City Treasurer be and he is hereby
uthorized and directed; without any further authorization or
irection of the City Council, not less than five (5) days prior to
he accruing of semi-annual interest and to the maturity of the bond
erein directed to be issued, to remit to the Bank of St. Louis,
t. Louis, Missouri, the amount of interest or principal or both the
ecoming due, and the said Treasurer is hereby authorized and direct d
o include with each such remittance the usual and customary fee of
aid bank f6r its services and responsibility in connection with the
ayment of said coupons and bonds and making accounting therefor to
he City of Jefferson.
SECTION 10 . That the City Council of the City of Jefferson
ereby reserves unto itself the right and power herediter, in its
iscretion, to issue the remaining One Million, Four Hundred Twenty-
ive Thousand Dollars ($1,425,000) of bonds authorized under the
foresaid Proposition No. 1 submitted at the special election held
in said City on the 5th day of November, 1957, and to issue the
emaining Five Hundred Fifty Thousand Dollars ($550,000) of bonds
uthorized under Proposition No. 2 submitted at the aforesaid
pecial election.
SECTION 11. That all ordinances or parts of ordinances in
onflict with the provisions of this ordinance shall be and the same
re hereby repealed, insofar as they may so conflict, and this
rdinance shall be in force and effect from and after its passage
and approval.
