The project (including all bid alternates) planned for approximately 1.5 miles of Cement Recycled Asphalt Base (CRABS) pavement rehabilitation for Samson Trail/Spring Mountain Boulevard from Deinhard Lane to Majestic View Drive. Additional project components include the cleanout and inspection of all cross-culverts to determine condition and replacement, if necessary, and a newly paved road surface with superelevated curves to improve overall safety for winter conditions. The City received one bid. Attached is Horrocks letter summarizing the bid results and providing their recommendation for contract award to the responsive low bidder, Granite Excavation. After consultation with the City Treasurer, and because the low bid amount received exceeds programmed funding in the Streets LOT fund for this project, staff is recommending the award of the Base Bid and Bid Alternate #1 only which would limit the northern extent of pavement rehabilitation to the intersection with Penstemen Place. Also attached is a draft version of the Contract.  RECOMMENDED ACTION: Award the 2021 MIP – Spring Mountain Boulevard contract to Granite Excavation in the amount of $1,059,389.87, authorize the Mayor to sign all necessary documents, and authorize staff to manage change orders up to 10% of the contract price.
