RESOLUTION AND ORDER CANVASSING RETURNS AND DECLARING
RESULTS OF SPECIAL ELECTION HELD IN CITY OF RICHLAND
• HILLS ON AUGUST 9, 1986, ON QUESTION OF ADOPTION OF
CHARTER FRAMED BY CHARTER COMMISSION AS HOME-RULE
CHARTER OF SAID CITY: AND CONTAINING OTHER PROVISIONS
RELATING TO THE SUBJECT.
WHEREAS, there was held in the City of Richland Hills, Texas, on
the 9th day of August, 1986, an election at which was submitted
to the duly qualified resident electors of said City, for their
action thereupon, the following proposition:
SHALL THE CHARTER FRAMED BY THE CHARTER COMMISSION
BE APPROVED AND ADOPTED AS THE HOME-RULE CHARTER OF
THE CITY OF RICHLAND HILLS, TEXAS?
and
WHEREAS, there were cast at said election 677 votes, of which
number there were cast:
"FOR" 551 votes
"AGAINST" 126 votes
Majority "FOR" 551 votes
as shown in the official election returns heretofore lawfully sub-
• mitted to the City Council of said City and filed with the City
Secretary; and
WHEREAS, only duly qualified resident electors of said City voted at
said election, and said election was called and held in strict con-
formity with the laws of the State of Texas; Therefore
BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS:
Section 1. That the election described in the preamble to this reso-
lution and order was duly called and notice thereof given in accordance
with law; that said election was held in the manner required by law;
that only duly qualified resident electors of the City of Richland Hills
voted at said election; that due returns of said election have been made
by the proper officers; that said election has resulted favorably to the
proposition: SHALL THE CHARTER FRAMED BY THE CHARTER COMMISSION BE
APPROVED AND ADOPTED AS THE HOME-RULE CHARTER OF THE CITY OF RICHLAND
HILLS, TEXAS?: and that a majority of the qualified voters of said City,
voting at said election, have voted in favor of approving and adopting
the Charter framed by the Charter Commission as the Home-Rule Charter
of said City of Richland Hills.
Section 2. That the City Council of the City of Richland Hills, Texas,
hereby officially and affirmatively declares that said Charter has been
• properly and lawfully adopted and is now the Home-Rule Charter of said
City.
Section 3. That the Mayor is hereby authorized and directed to
certify to the Secretary of State of the State of Texas an authenti-
• Gated copy of such Charter, under the official seal of the City,
showing the approval thereof by the qualified voters of said City;
and the City Secretary is hereby authorized and directed to record
said Charter at length upon the records of said City, in a separate
book kept in her office for such purpose.
Section 4. That, pursuant to the provisions of Section 1 of Article XIX
of said Charter, the Council shall, as soon as possible, put such
Charter into effect by ordinance or resolution; provided, however,
that said Charter shall go into effect no later than August 12, 1986.
PASSED AND APPROVED, this the 11th day of August 1986.
