SUMMARY STATEMENT:
This agenda bill will engage the City Council in a work session with City staff and legal counsel to discuss ongoing enforcement issues during winter snowplow operations resulting from:
Private entity snow storage within City public rights-of-way (ROW)
Parking of vehicles and trailers on City streets that interfere with snowplow operations.
Attached is a memo that outlines for each of these issues:
the current situation (based on input from Public Works and Police management staff)
existing applicable codes
problems with the existing codes
staff recommendations
maps outlining problem areas for on-street parking and snow storage
The goal of this work session is to introduce the City Council to the impacts both private entity snow storage in City ROWs and parked vehicles on city streets have on snowplow operations
and the challenges of effective enforcement given our existing applicable codes. Council direction will be requested regarding revising codes and/or enhancing penalties for violations.
