All but one of these leased artworks has now either been donated to the City for permanent display, or removed. The metal artwork “Going to School” by Phil Wilcomb, displayed at Brown Park, is the only remaining public artwork that the City still leases and its lease agreement is due for renewal. Sadly, Phil Wilcomb, the artist, is recently deceased. His family, the inheritors of the artwork, would like to continue to lease the artwork to the City for continued display in Brown Park. Display of the artwork has been considered and accommodated within the Brown Park improvement project currently underway. At its March 29, 2021, meeting, the McCall Public Art Advisory Committee considered the continued lease of Wilcomb’s “Going to School” artwork and recommended to City Council that the lease agreement be renewed for a period of five years. The attached Artist Personal Property Lease Agreement has been reviewed by the City Attorney. The proposed term for the lease is July 1, 2021, to June 30, 2026.  RECOMMENDED ACTION: Approve Artist Personal Property Lease Agreement for “Going to School” public artwork and authorize the Mayor to sign all necessary documents.
