SUMMARY STATEMENT:
The State of Idaho has received the first half of funding from the American Relief Plan Act of 2021 (ARPA) and the State Controller's Office is on track to deliver an easy-to-use portal
for all Non-Entitlement Units of Local Government (NEU) to receive Local Fiscal Recovery Funds. A Non-Entitlement Unit of Local Government is any city in the State of Idaho with a population
less than 50,000 that is not otherwise receiving direct funding from U.S. Treasury. Recipient understands and agrees that the funds disbursed under this award may only be used in compliance
with section 603(c) of the Social Security Act (the Act), Treasury’s regulations implementing that section, and guidance issued by Treasury regarding the foregoing.
Recipient will determine prior to engaging in any project using this assistance that it has the institutional, managerial, and financial capability to ensure proper planning, management,
and completion of such project.
Please refer to the attached Memo from the Idaho State Controller’s Office and the attached Terms and Conditions for detailed information regarding the ARPA funds.
RECOMMENDED ACTION:
Approve agreement to U.S. Department of The Treasury Coronavirus Local Fiscal Recovery Fund Award Terms and Conditions and authorize the Mayor to sign all necessary documents.
