City of Jefferson, Missouri, pertaining to the parking of motor
vehicle at or near the Missouri Pacific Railroad Station, be and
the same are hereby repealed.
Section 2. This ordinance shall be in force and effect from and
after its passage and approval.

ORDINANCE NO. 6746
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING AND
DIRECTING THE APPROPRIATION AND CONDEMNATION OF PRIVATE PROPERTY
FOR PUBLIC USE AS THE SITE OF AN OFF-STREET PUBLIC PARKING FACILITY
WHEREAS, the volume of automobile traffic within the central or
down-town retail district of the city, particularly within the
area bounded by Adams and Washington Streets and Capitol Avenue
and McCarty Street, has increased to such an extent as to result
in serious congestion of traffic, and private off-street parking
facilities and municipal on street parking facilities are inadequat
to provide for parking of motor vehicles during the hours that
their operators and passengers are transacting their business withi
said retail business district; and
WHEREAS, it is necessary for the protection and convenience of the
public that the City acquire, develop and operate, or cause to be
operated, additional public parking facilities available in said
district, and '
WHEREAS, the City has caused a study and survey of its traffic and
parking conditions to be made by a competent firm of city planners,
namely Harland Bartholomew and Associates for the purpose of being
properly advised and informed as to the most practicable, useful
and suitable locations for municipal off-street parking facilities,
and
WHEREAS, the aforementioned traffic and parking survey has been
completed and submitted to the City of Jefferson, and
WHEREAS, the City Council and Mayor of said City are advised and
informed of the findings and recommendations contained in said
survey, and are in agreement with same in respect to the need for
and location of off-street parking lot "A" and
WHEREAS, the City now proposes to acquire and develop a land site,
as recommended by said study and survey, within the retail business
district to relieve traffic congestion, provide off-street municipa
parking facilities, and to operate said parking lot for the parking
of motor vehicles and make a charge therefor, or, if deemed
expedient to lease such parking facility for private operation for
the parking of motor vehicles for a charge, and
WHEREAS, the City has been unable to acquire the property hereinaft r
described by agreeing on a reasonable price for the purchase thereof
although it has in good faith attempted to do so, and
WHEREAS, it is deemed necessary to acquire the land hereinafter
specifically described for an off-street parking facility site,
now therefore:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSO I,
AS FOLLOWS:
Section 1. The City of Jefferson, Missouri, does hereby declare thi t it
is necessary to appropriate and condemn, and the City does hereby
authorize and direct the appropriation and condemnation of, certain
tracts of land, as specifically described hereinafter in Section 2
of this ordinance, for public use as a site for a municipal off-
street parking facility which may be developed and used for the
parking of motor vehicles for a charge, or may be leased in whole
or in part, to others for private operation as a public parking fac lity
for the parking of motor vehicles for a charge.
Section 2. The description of the tracts of land to be appropriate
and condemned as a site for an off-street public parking facility i
as follows:
A part of Lots Nos. 1 and 2 of a subdivision of Inlots
Now. 345 and 346 in the City of Jefferson, Missouri,
as shown in deed of record at Book 9, page 448, Cole
County Recorder' s Office, and more particularly
described as follows:
Beginning at the northeasterly corner of said Inlot
No. 346; thence southerly along the easterly line of
said Inlot, 28 feet 9 inches; thence westerly
parallel with High Street, 98 feet 9 inches, to private
alley 10 feet wide; thence northerly along said alley
28 feet 9 inches, to the City Alley; thence easterly
along said City Alley, 98 feet 9 inches, to the point
of beginning.
Part of Lots Nos. 2, 3 and 4 of a subdivision of Inlots
Nos. 345 and 346, in the City of Jefferson, Missouri,
as shown in a deed of record at Book R. Page 448, Cole
County Recorder' s Office, and more particularly
described as follows:
Beginning at a point on Monroe Street, 110 feet
northerly from the southeasterly corner of Inlot
No. 346; thence northerly along Monroe Street, 60
feet; thence westerly parallel with High Street, 98
feet 9 inches; thence southerly parallel with Monroe
Street, 50 feet 10-1/2 inches; thence southerly 13
feet; thence easterly parallel with High Street,
89 feet 7-1/2 inches, to the point of beginning.
A part of Lot no. 11 of a subdivision of Inlots Nos.
345 and 346 in the City of Jefferson, Missouri, as
shown in the deed of record at Book R, page 448,
Cole County Recorder's Office, and more particularly
described as follows:
Beginning at a point on the southerly line of the
public alley, being the northerly line of Inlot 345,
108 feet 9 inches westerly from the northeasterly corner
of Inlot 346; thence southerly parallel to Monroe
Street 93.8 feet; thence westerly parallel to the
public alley 25 feet; thence northerly parallel to
Monroe Street 93.8 feet; more or less, to the southerly
line of the public alley; thence easterly along the
southerly line of the public alley 25 feet to the
point of beginning.
A part of Lot No. 12 of a subdivision of Inlots Nos.
345 and 346 in the City of Jefferson, Missouri, as
shown in a deed of record at Book R. page 448, Cole
County Recorder' s Office, and more particularly
described as follows:
Beginning at a point on the southerly line of the
public alley, being the northerly line of Inlot 345,
at a point 133 feet 9 inches westerly of the north-
easterly corner of Inlot 346; thence southerly
parallel to Monroe Street 93.8 feet, thence westerly
parallel with the public alley 24 feet five inces;
j thence northerly to a point on the southerly line
of the public alley which is 157 feet 6 inches
westerly of the northeasterly corner of Inlot 346;
thence easterly along the southerly. line of the
public alley 23 feet 9 inches to the point of
beginning.
A part of Lots Nos. 12 and 13 of a subdivision of
Inlots Nos. 345 and 346, in the City. of Jefferson,
Missouri, as shown in a deed of record at Book R,
page 448, Cole County Recorder' s Office, and more
particularly described as follows:
Beginning at a point on the southerly line of the
public alley, being the northerly line of Inlot 345,
at a point 157 feet 6 inches westerly of the north-
easterly corner of Inlot 346; thence southerly to
a point which is 93.8 feet south of the southerly
line of the public alley and 49 feet five inches
westerly of the easterly line of Inlot 345; thence
westerly parallel to the public alley 24 feet 4
inches, thence northerly to the public alley at a
point which is 73 feet 9 inches easterly from the
easterly line of Inlot 345; thence easterly along
the public alley 25 feet, more or less, to the
point of beginning.
Parts of Lots Nos. 13 and 14 of a subdivision of
Inlots Nos. 345 and 346 in the City of Jefferson,
Missouri, as shown in a deed of record at Book R.
page 448, Cole County Recorder's Office, and more
particularly described as follows;
Beginning at the northwesterly corner of Inlot 345;
thence easterly along the southerly line of the
public alley 26 feet 3 inches; thence southerly
parallel to the westerly line of Inlot 345 a
distance of 93.8 feet; thence westerly parallel
to the southerly line of the public alley a distance
of 26 feet 3 inches to the westerly line of Inlot
345; thence northerly along the westerly line of
Inlot 345 to the point of beginning.
A part of Inlot 344 in the City of Jefferson,
Missouri, as shown in a deed of record at Book R,
page 448, Cole County Recorder's Office, and more
particularly described as follows:
Beginning at the northeasterly corner of Inlot
344; thence westerly along the southerly line of the
.public alley 7 feet; thence southerly parallel to
the easterly line of Inlot 344, 93.8 feet; thence
easterly parallel to the southerly line of said.
public alley 7 feet to the easterly line of said
Inlot 344; thence northerly along the easterly line
of Inlot 344 to the point of beginning.
A private alley described as follows: Beginning at
a point on the City alley on the northerly line
of Inlot 346 in the City of Jefferson, Cole County,
