RDINANCE NO. 6760.
Ordinance repealing Sections 10 through 33 of Ordinance 5979 and
rdinance 6681 relating to the keeping of dogs and other animals,
d enacting in lieu thereof a new Ordinance pertaining to the same
ub3 ect.
E IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI:
ection 1. Repeal. Sections 10 through 33 of Ordinance 5979 and
rdinance 6681 relating to the keeping of dogs and other animals be
nd the same are hereby repealed.
ection 2. Definitions. As used in this ordinance, the- following
erms shall mean:
(a) Owner: Any person, group of persons, firm or corporatio
owning, keeping or harboring a dog or dogs.
(b) At Large:Any dog shall be deemed to be at large when it
is off of the property of its owner and not
restrained by a competent person.
(c) Restraint: A dog is under restraint if he is controlled
by a leash, at "heel" of a competent personand
obedient to that person' s commands, or within
a vehicle being driven or parked on the streets.
(d) Dog: Any member of canine family over six months of am.
(e) Pup: Any member of canine family under six months of
age,
(f) Exposed to Rabies: Any dog, whether licensed and
vaccinated for rabies or not, which has been
bitten by, been fighting with or has consorted
with an animal known to have rabies. !
(g) impound: To apprehend, catch, trap or net a dog and
thereafter confine it.
(h) guthanize: To put to death in a humane way.
(i) Registration - Vaccination: The procedure of vaccinating
for rabies and issuing an appropriate certificate
The words shall be interchangeable.
(j) Tag: Any object, regardless of shape or size, which
bears a registration number and the words
"registered and vaccinated for rabies", which
has been issued by any licensed veterinarian in
the City of Jefferson.

Section 3. Dogs to Be Vaccinated: It shall be unlawful for the
caner of any dog to keep, harbor or permit a dog to be within the
confines of the City of Jefferson, Missouri until and unless such
caner secures a certificate from a licensed veterinarian and the
dog displays a tag of registration - vaccination.
Section 4. Procedure: The owner of a dog or dogs may present same
at his or her expense to a veterinarian to receive a protective
dose of rabies vaccine. The owner shall receive one copy of a
certificate and a colored tag both bearing a registration vaccinatio
umber. This tag and certificate only shall be evidence of
registration vaccination and confer the right to keep said dog in
(the City of Jefferson, Missouri. The veterinarian shall keep one
copy of the above certificate on file by name and the third copy sha 1
be presented to and held by the City Collector who shall keep the
name on file by number.
Section 5. Time Requirements. The vaccination procedure described
in the preceding section may be carried out at any time between
June 1st and June 30th of the year; the resulting vaccination shall
be good and valid for a period of one year.
Section 6. . Display. The tag issued shall be attached to the dog fo `
hich it was issued by means of a secure collar or harness..
Section 7. Lost Tag. If a tag is lost, another tag of the same
shape may be obtained from the veterinarian who issued the 6riginal,
upon presentation of the original certificate and payment of fifty
cents to the veterinarian.
Section 8. Transfer of Tag. A tag shall not be transferred from
he dog to which it was issued to any other dog.
Section 9. Dog License Re wired. It shall be unlawful for the owner
f a dog within the City of Jefferson to permit- said dog to run at
large until and unless a dog license has been obtained from the
City Collector and displayed by said dog.
Section 10. License, Cost, to be Purchased When. The cost of said
license shall be One (g1.00) Dollar to be paid to the City Collector
Said license shall be valid for a period of one year and shall be
purchased annually between July 1st and July 15th of each year.
Section 11. Licensing Procedure. The owner of a dog shall present
to the City Collector a certificate from a licensed veterinarian in
he City of Jefferson, Missouri showing that said dog has been
immunized from rabies within forty-five days prior to the date on
which application for the license is made.

ection 12. Display of License. The metallic plate shall be attache

ection 13. Humane Officer - Registry Entries. The City Collector
hall make out and deliver to the Humane officer on the 15th day of
my annually a copy of all entries made and entered in said Dog
egister, and each week thereafter the subsequent entries as may be

ection 15. Dogs Prohibited from Running at Large When. It shall b
nlawful for the owner of any dog to permit the same to run at large
ithin this city if:
(a) Said dog has not been vaccinated and registered as
provided by this ordinance and displaying a tag evidencing
such fact.
(b) Said dog has not been licensed as provided by this
ordinance and displaying .a license evidencing such fact.
(c) Said dog, while running at large, continually barks,
yelps or howls during the nighttime.
(d) Said dog, while running at large, engages in fights
or attacks other dogs on the public streets, sidewalks
or thoroughfares of the city or on premises other than
the owner of said dog.
(e) Said dog is known to be a vicious dog that is dangerous
to members of the public or other animals in this city.
(f) Any female dog while in a state or condition known
as "heat" .
lection 16. Harboring a Nuisance. No person shall keep any dog or
t ogs, or cats, which by frequent howling, screeching, barking,
gying or yelping shall disturb the peace of residents of the
mmediate neighborhood.
No person shall keep a dog or dogs, cat or cats, confined on
is premises under such conditions that offensive or nauseaus
dors emanate from the waste of such animals which interferes with
he peace and enjoyment of residents of the immediate neighborhood.
ection 17 . Dogs - School Activities. Any dog or group of dogs
ntering upon the grounds or within the buildings used and occupied
y any public, parochial or private school within this city and
nterfering in any respect with the normal, usual and orderly
ctivities of the teachers and students in attendance Ithereat, is
ereby declared to be a public nuisance.
ection 18, Impoundment of Dogs. All dogs found in this city in
iolati.on of the provisions of Section 15 and Section 17 of this
rdinance shall be impounded by the Humane Officer in some suitable
lace provided by him or the City Council.
Section 19 . Notice of Impoundment. The Humane Officer shall exertji
all effort to identify any dog impounded and to notify the owner th � eof
of such impoundment and the reason therefor.
Section 20. Redemption of impounded dog. The owner of any impound
dog or any other person, with the authority of the owner, may redeem,
said dog within a period of seventy two (72) hours after impoundment
by paying to the Humane Officer the sum of One Dollar for each 24
hour period or fractional portion thereof, for the expense of
keeping, feeding and sheltering said dog during the term of
impoundment, and by executing an affidavit that he will take all
steps necessary to comply with the provisions of this ordinance witblin
forty eight (48) hours .
Section 21. Failure to Redeem. Any dog that is impounded and not
redeemed within 72 hours after notice thereof is given to the owner,
or, in the event the owner of the dog cannot be determined, any dog
that is not redeemed within 72 hours after impoundment, shall be
euthanized by the Humane Officer or given to any person who asks for
said dog upon payment of the accrued fees above provided for and
execution of an affidavit that all steps necessary will be taken
to comply with the provisions of this ordinance within forty eight
( hours.
Section 22. Animal bite procedure. The owner of any dog or cat whi.h bites
any person, regardless of the circumstances or whether the animal is
vaccinated or not, shall be required to place the animal in a
veterinary hospital maintained by a licensed veterinarian for a
period of fourteen (14) days following the evening of the day of
the bite for clinical observation. All expenses shall be borne by
the owner of the dog. If such animal develops symptoms of rabies,
,it shall be allowed to die a natural death, or, if the animal shall
die while within confinement for any reason, the head of such
animal shall be removed by the veterinarian and submitted to any
qualified official laboratory. If at the end of said 14 day period
the animal is alive and healthy it may be released to its owner if
said dog fulfills all other conditions of this ordinance prior to
said release, but said dog shall not be permitted to run at large
thereafter.
Section 23. Suspected Rabid Animal. Any dog, cat or pet rodent whic
exhibits clinical symptoms of rabies may, after notice is given to tie
,owner,, be impounded by the Humane Officer on or off the propertyof
the owner. The animal may be held for fourteen (14) days at the
city's impounding facilities for clinical observation and, if alive
and free from rabies at the expiration of that period, shall be
returned to the owner at no expense.
As an alternative procedure the owner may designate any
veterinary hospital in the City as a place of detention for said
14 day period. All expense, under this procedure, shall be borne
by the owner.
Section 24. Exposed To Rabies. Any dog, cat or pet rodent which
as been exposed to rabies should be immediately destroyed unless
therwise provided. If the owner is unwilling to have said dog
destroyed by the Humane Officer, one of the following alternatives
must be followed:
(a) Strict isolation in an animal hospital for six (6)
months.
(b) if no previous vaccination has been given within a
period of three (3) years with IEP (flury strain)
vaccine:, or within one year using vaccine of nervous
tissue origin, administer post-exposure treatment
and confine in a Kennel for three (3) months . Post

�i exposure treatment may consist of administration of anti-
rabies serum (p.5 ml. /Kg.b.w.) , followed by one (1) to
three (3) doses chicken embryo vaccine within seven (7)
days, or fourteen (14) injections of nervous tissue vaccine.
(c) If the animal has been vaccinated previously within
one (1) year with nerve tissue or kelev strain vaccine, or
within three (3) years with flury strain vaccine, it is
recommended that the animal be revaccinated and restrained
by a leash or confined at home for thirty (30) days.
Section 25. Quarantine. Whenever the Mayor shall deem it necessair
because of the prevalence of rabies among the animal population of
the City, County or State, strict quarantine may be placed on all
dogs in the City. Upon such proclamation by the Mayor, all dogs
shall be confined in the owner' s home, tied up or placed on a
leash and under the direct physical control of a competent person
at least fifteen (15) years of age. Any dog found otherwise shall
be impounded, or if impossible to capture shall be shot and killedl.r1y.

Section 26. Right of Entry. The Humane Officer, and his designee,
shall have the right of entry to any property or permises within tb s
city for the purpose of determining if the provisions of this
ordinance are being complied with and for the further purpose of
examining and impounding any dog exposed to or exhibiting clinical
symptoms of rabies.
Section 27. Poisoning Animals Prohibited. No person, or persons,
shall feed or place so as to constitute a direct or obvious hazard
to man or animal, or shall offer or tempt any dog or pet animal
with any liquid, or meat, of any food product which shall (a)
cause prostaation, convulsion, pain or suffering as a prelude to
death, (b) death, or (c) be proven to be toxic or lethal in the
amount present to any man or domestic animal by competent medical
or veterinary authority.
Section 28 . Refusal to Deliver Dogs to Humane Officer. No person
shall refuse to deliver up to the Humane Officer his dog, or dogs,
when requested to do so under the provisions of this ordinance.
Section 29 . Notices of Dog Licenses. During the month of June of
each year the City Collector shall cause notice to be given to the
owners of dogs within this city that the annual dog licenses must
be secured between July 1st and July 15th of the same year. ,
Section 30. Collector to settle accounts. The City Collector shall
settle for all monies received by him under the provisions of this
ordinance in the same manner and at the same time he accounts for
other moniees received by him.
Section 31. Humane Officer to settle accounts. Upon redemption of
any dog by the owner, the Humane Officer shall execute a receipt in
triplicate showing the amount of the money received by him for
feeding, sheltering and caring for said dog during the period of
impoundment. One copy thereof shall be given to the owner, one cop
shall be retained by the Humane Officer, and on the last day of eac
month, the third copy shall be filed with the City Clerk along wit
the monies so- received, and the City Clerk shall issue a receipt
therefor.
Section 82. Any person, firm or corporation violating any of the
terms of this ordinance, excepting the provisions of Section 17
thereof, shall be deemed guilty of a misdemeanor and shall be
