Staff provided the Guidelines for Comercial Activity in City Parks as outlined in Resolution NO.11-25 and discussed the time frame and process to submit a proposal for review. The applicant has since worked with the Parks & Recreation Department to address staffs questions and concerns prior to presenting the propsol to the Parks and Recreation Advisory Committee. The Parks & Recreation Advisory Committee has had two touches on this proposal. The committee first reviewed with staff during the committees October meeting and provided feedback to the applicant. The applicant then presented and discussed the proposal at length with the advisory committee during their November 24 meeting. The Advisory Committee moved and voted in support of the concession, pending the conditions outlined in the minutes from the November 24 committee meeting. This agenda bill is intended to give the Council a first touch on the proposal and draft concession agreement, to review and discuss any concerns or questions the Council may have regarding the concession and impacts to public facilities.  RECOMMENDED ACTION: Review and discuss proposed concession and draft concession agreement as it relates to impacts to public facilities, facility use, budget, and recreational opportunities and give direction to staff.
